DEG's aim is to establish and expand private enterprise structures in developing and transition countries, and thus create the basis for sustainable growth and a lasting improvement in the living conditions of the local population. DEG is particularly committed to DEG's developmental mandate and guidelines for environmental and social (E&S) sustainability. DEG's projects are required to comply with International Finance Corporation (IFC) Performance Standards (PS). DEG will not finance any activity, production, use, distribution, business or trade listed in the DEG Exclusion List.
DEG reviews all prospective and existing customers' compliance with the DEG Environmental and Social Requirements throughout the DEG financing cycle. DEG's sustainability team is currently seeking support in carrying out these environmental and social reviews and assessments of its customer's activities and therefore DEG plans to enter into a framework agreement with an internationally established consultancy. The review and assessment activities are to be carried out in accordance with DEG's guidelines and formats of documentation.
DEG requires the services of an independent environmental and social consultant to perform the services — described in the tender documents - as part of a Framework Agreement. This is subject of this procurement procedure. Lot 1 refers to the services concerning Central and South America (together Latin America).
Number and quality of references and track record, weighting: 70 %;
Number of the bidder's manpower dedicated to environmental and social consulting services, diversity of relevant competency/expertise and regional coverage, weighting: 30 %.
The framework contract will be valid for a period of 36 months. After this period it will expire without further notice unless DEG takes the option to extend the contract for another 12 months.

Abschnitt III: Rechtliche, wirtschaftliche, finanzielle und technische Angaben
(a) (on request of DEG) Proof of the bidder's incorporation and/or registration, as prescribed in its country of origin, on one of the professional or trade registers or provision of a certificate or an oath that is engaged in the profession in question in a specific place and a given business name;
(b) (on request of DEG) Proof of payment of the bidder's taxes according to the legal provisions of its country of origin;
(c) (on request of DEG) Proof of payment of the bidder's social security contributions according to the legal provisions of its country of origin;
(d) Declaration of the bidder that reasons for exclusion from participation as described in Sec. 123, 124 GWB do not exist.
(a) (On request of DEG) Statement of the bidder's overall turnover of the last three financial years available;
(b) (At the bidder's option) Further proof concerning its economic and financial capacity, e.g. estimated turnover of the current year;
(c) Proof of a current professional liability insurance for all types of liability claims.
(c) coverage amount of at least EUR 2 000 000, 2-fold maximized.
(a) description of similar projects (related to the company as a whole — not related to the single members of the envisaged team for the tendered services) in the last 6 years. The references shall show experience in implementing the scope of work as described in the ToR, more specifically in implementing environmental and social due diligence and monitoring assessments and related other services applying DEG environmental and social standards, and working with Development Financing Institutions (DFIs);
(b) number of the bidder's manpower dedicated to environmental and social consulting services, diversity of relevant competency/expertise and regional coverage.
(a) track record: the description of each reference has to include name and address of the client, (if possible) Client's contact person with phone number and email address, rendered services and time of performance. At least six references out of which at least covering different regions in Central America and South America for lot 1, and Africa/Middle East/Eastern Europe/Asia for Lot 2.
(b) bidder's manpower: the description of manpower has to confirm manpower of at least 50 staff dedicated to environmental and social services relevant to the scope of the ToR and show the diversity of relevant competency/expertise and regional coverage indicating qualifications covered, language skills and staff location.

Petition for review on grounds of alleged violations of procurement law are inadmissable according to Sec. 160 para. 3, sentence 1, no. 4 of the Federal Act against Restraints of Competition (Gesetz gegen Wettbewerbsbeschränkungen - GWB) if more than 15 calendar days have passed since the economic operator has received a notification by the contracting authority that it will not remedy the economic operator's objection.
