GIZ will implement the EUR 5 000 000 technical cooperation project ‘Promotion of qualification and business models in times of climate change’ between March 2021 and March 2024 (3 years). The objective of the module is to improve the conditions for small and medium-sized enterprises to implement formal, climate-friendly and energy efficient business models, with a focus in industry and urban public transport. The project is part of a group of GIZ projects (a Cluster) on the topic of urban development, which includes other projects covering water, energy, transport, circular economy and professional qualification.
Peru.
The Peruvian economy has been among the fastest growing in Latin America for the last decade. This has caused an above-average increase in energy consumption, for which the industry and urban public transport (TPU) sectors are mainly responsible. These sectors were identified as major contributors of greenhouse gas (GHG) emissions. Proposals have been made for improvements in priority areas such as energy efficiency in industry (EEI). The focal point for these measures are the urban centers, which is home of 75 % of the Peruvian population and more than 80 % of the manufacturing industry. This industry consists mainly of micro and small enterprises operating with obsolete production methods and business models (about 97 % of all operating units).
Despite tangible and systematic reform processes, modernization in the areas of IEE and TPU has not been carried out so far. The cross-sectoral coordination and cooperation in the public sector required for this goal has been proven insufficient. At the same time, the productive sector is not sufficiently involved in order to create financing conditions or incentive programs and coordinated, context- and demand-oriented actions.
GIZ will implement the EUR 5 000 000 technical cooperation project ‘Promotion of qualification and business models in times of climate change’ between March 2021 and March 2024 (3 years). The objective of the module is to improve the conditions for small and medium-sized enterprises to implement formal, climate-friendly and energy efficient business models, with a focus in industry and urban public transport. The project is part of a group of GIZ projects (a Cluster) on the topic of urban development, which includes other projects covering water, energy, transport, circular economy and professional qualification.
The central problem identified has its roots in the lack of essential conditions for the design and implementation of formal climate-friendly business models in the fields of IEE and TPU, such as qualification offers, technology transfer mechanisms and financing instruments. The focus of the project is to provide advice on organizational, strategic and process development, technical training and development of methodological tools, as well as support in the development of structures for dialogue, cooperation and knowledge transfer.
The project is aimed at formal medium-size companies or companies in the process of formalization that offer urban public transport services or optimize energy efficiency in industry. The intermediaries are the Ministry of Production (PRODUCE) and professional qualification providers.
The three projected outputs of the project are as follows:
1) The supply of qualification for operational staff of companies operating urban public transport or offering services for increased energy efficiency in industry is in line with demand.
2) Consulting and support structures for the change from formal business models to climate-friendly alternatives are available to service providers.
3. Optimize Produce's financing offers for the two priority sectors to convert their business models to more climate-friendly alternatives.
Given the severe health and financial implications of the Covid-19 pandemic in Peru, it is expected that the consulting services described herein will be provided in a flexible and results-oriented manner.
These TORs are intended to engage the services of a contractor to provide significant support.
GIZ may optionally commission contract amendments and/or increases based on the criteria in the tender documents to the successful bidder of this tender. For details, please see the terms of reference.
A selection will be made under all eligible participants based on the following criteria:
I. Technical experience
1) New Business Models 15 %
2) Vocational Training 15 %
3) Energy efficiency in industry 8 %
4) Urban Public Transport 8 %
5) Gender in Vocational Training and/or Business Models 4 %
II. Regional experience in Latin America and the Caribbean 30 %
III. Experience of development projects 20 %

Abschnitt III: Rechtliche, wirtschaftliche, finanzielle und technische Angaben
1) Trading name and address, commercial register number.
2) Eligibility declaration that no grounds for exclusion in Section 123, 124 of the German Act Against Restraints of Competition (GWB) apply.
3) Eligibility declaration subcontractors if applicable.
4) Association clause if applicable.
1) Average annual turnover for the last 3 years (last-but-four financial year can be included in case of tenders held within 6 months of end of last financial year), at least: EUR 1 000 000.
2° Average number of employees and managers in the last three calendar years, at least 10 persons.

1) The technical assessment is only based on reference projects with a minimum commission value of EUR 150 000.
2) At least 5 reference projects in the technical field Vocational Training and New Business model and at least 3 reference projects in the region in Latin America and the Caribbean in the last 3 years.

According to Article 160, Section 3 of the German Act Against Restraint of Competition (GWB), application for review is not permissible insofar as:
1) The applicant has identified the claimed infringement of the procurement rules before submitting the application for review and has not submitted a complaint to the contracting authority within a period of 10 calendar days; the expiry of the period pursuant to Article 134, Section 2 remains unaffected;
2) Complaints of infringements of procurement rules that are evident in the tender notice are not submitted to the contracting authority at the latest by the expiry of the deadline for the application or by the deadline for the submission of bids, specified in the tender notice.
3) Complaints of infringements of procurement rules that first become evident in the tender documents are not submitted to the contracting authority at the latest by the expiry of the deadline for application or by the deadline for the submission of bids.
4) More than 15 calendar days have expired since receipt of notification from the contracting authority that it is unwilling to redress the complaint.
Sentence 1 does not apply in the case of an application to determine the invalidity of the contract in accordance with Article 135, Section 1 (2). Article 134, Section 1, Sentence 2 remains unaffected.
