81270109 — Circular Economy for Climate Friendly Urban Development in Peru
GIZ will implement the technical cooperation project ‘Circular economy for climate friendly urban development’ in Peru between April 2021 and March 2024. The aim of this project is to improve the conditions for the implementation of the Roadmap Towards a Circular Economy in the Industrial Sector. The project is part of the Sustainable urban development program in times of climate change, which includes other projects in water, energy, transport and circular economy.
GIZ is looking for the services of a contractor to implement the project in its entirety.

The Project will mainly deal with is the lack of development of the necessary conditions for the implementation of the Roadmap Towards the Circular economy in the manufacturing industry by the industrial sector and public institutions. This problem constitutes an obstacle for the productive diversification of the country and for the achievement of Peru's climate goals and the objectives of the 2030 Agenda.
The project's focus is to provide technical assistance in strengthening management strategies and processes and to raise awareness to the public and private sector, as well as complementary training on technical, methodological and instrumental contents of CE.
The project is aimed primarily at small and medium-sized enterprises (SMEs) in the manufacturing industry with both a high volume of produced polluting waste and wastewater, and a high potential for energy efficiency improvement. Another intended target group are the mediators, which are the technical and managerial staff of the institutions in charge of implementing the action plan for the introduction of the CE.
The project's three expected outputs are as follows:
1) The achievement of an improved regulatory and coordination framework, as well as improved financing conditions for CE implementation;
2) Awareness raising and knowledge transfer in the field of CE;
3) The Improvement of qualification and support services for the implementation of CE measures.
Given the severe health and financial implications of the Covid-19 pandemic in Peru, it is expected that the consultancy services described here will be provided in a flexible and results-oriented manner.
GIZ may optionally commission contract amendments and/or increases based on the criteria in the tender documents to the successful bidder of this tender. For details, please see the terms of reference.
A selection will be made under all eligible participants based on the following criteria:
I. Technical experience;
1) Env. Governance 10 %;
2) Industrial environmental protection 10 %;
3) Capacity development in environment 10 %;
4) Urban environmental management 10 %;
5) Circular economy 10 %;
II. Regional experience Peru 30 %;
III. Experience of development cooperation 30 %.

Abschnitt III: Rechtliche, wirtschaftliche, finanzielle und technische Angaben

According to Article 160, Section 3 of the German Act Against Restraint of Competition (GWB), application for review is not permissible insofar as
1) The applicant has identified the claimed infringement of the procurement rules before submitting the application for review and has not submitted a complaint to the contracting authority within a period of 10 calendar days; the expiry of the period pursuant to Article 134, Section 2 remains unaffected;
2) Complaints of infringements of procurement rules that are evident in the tender notice are not submitted to the contracting authority at the latest by the expiry of the deadline for the application or by the deadline for the submission of bids, specified in the tender notice;
3) Complaints of infringements of procurement rules that first become evident in the tender documents are not submitted to the contracting authority at the latest by the expiry of the deadline for application or by the deadline for the submission of bids;
4) More than 15 calendar days have expired since receipt of notification from the contracting authority that it is unwilling to redress the complaint.
Sentence 1 does not apply in the case of an application to determine the invalidity of the contract in accordance with Article 135, Section 1 (2). Article 134, Section 1, Sentence 2 remains unaffected.
