GIZ will implement the EUR 5 million technical cooperation project ‘Climate friendly public services in selected cities’ (SDL) in Peru between April 2021 and March 2024. The aim of the module is that cross-sectoral and citizen-oriented management of climate-friendly public services has been strengthened in selected cities. SDL will be part of a group of GIZ projects (a Cluster) on the topic of urban development, which includes other projects covering the sectoral areas of water, energy, transport, circular economy and professional qualification.
GIZ seeks the services of a contractor to implement a significant portion of the SDL project.

The Republic of Peru is an upper middle-income country, which is undergoing rapid urbanization: by the end of 2019 almost 80 % of Peruvians lived in urban areas and cities. Urban development, a sectorally cross-cutting issue, is considered a crucial element in achieving Peru's 2030 Sustainable Development Goals.
GIZ will implement the EUR 5 million technical cooperation project ‘Climate friendly public services in selected cities’ (SDL) in Peru between April 2021 and March 2024. The aim of the module is that cross-sectoral and citizen-oriented management of climate-friendly public services has been strengthened in selected cities. SDL will be part of a group of GIZ projects (a Cluster) on the topic of urban development, which includes other projects covering the sectoral areas of water, energy, transport, circular economy and professional qualification.
The central problem in the context of SDL, is that the cross-sectoral management of Peruvian municipal administrations is insufficient and therefore constitutes a central obstacle for the development of citizen-oriented service delivery and for the achievement of Peru's climate goals and the objectives of the 2030 Agenda. SDL's approach will focus on providing technical assistance at the local level and supporting the exchange of experiences within a learning network.
This project is aimed at the entire population of the country, but with a focus on experts and executives from selected Peruvian cities. The selected cities will be within a northern cluster (around Trujillo) and a southern cluster (around Arequipa). The identification of more cities within these clusters will be defined during the initial stages of the SDL.
The three SDL outputs are as follows:
1) Possibilities for citizen-oriented and gender-sensitive cross-sectoral management are presented;
2) Models of cross-sectoral, climate-friendly urban service delivery are elaborated;
3) The exchange of best practices and support mechanisms is enhanced.
Given the severe health and financial implications of the Covid-19 pandemic in Peru, it is expected that the consultancy services described here will be provided in a flexible and results-oriented manner.
GIZ may optionally commission contract amendments and/or increases based on the criteria in the tender documents to the successful bidder of this tender. For details, please see the terms of reference.
A selection will be made under all eligible participants based on the following criteria:
I. Technical experience
1) Development, implementation and institutionalization of municipal management models. 10 %;
2) Municipal solid waste management 10 %;
3) Vertical and horizontal exchange and cooperation between subnational (cities) and national actors. 10 %;
4) Development, implementation and institutionalization of digital tools at the municipal level. 10 %;
5) Municipal urban mobility 10 %.
II. Regional experience in South America 30 %;
III. Experience of development projects 10 %.

Abschnitt III: Rechtliche, wirtschaftliche, finanzielle und technische Angaben
1) Trading name and address, commercial register number;
2) Eligibility declaration that no grounds for exclusion in Section 123, 124 of the German Act Against Restraints of Competition (GWB) apply;
3) Eligibility declaration subcontractors if applicable;
4) Association clause if applicable.
III.1.2)
1) Average annual turnover for the last 3 years at least EUR 2 000 000;
2) Number of employees as at 31.12 of the previous year at least 15 persons.
III.1.3
1) At least 3 reference projects in the technical field of municipal management in public services and at least 2 reference projects in the region South America in the last 3 years;
2) The technical assessment is only based on reference projects with a minimum commission value of EUR 500 000.

According to Article 160, Section 3 of the German Act Against Restraint of Competition (GWB), application for review is not permissible insofar as
1) The applicant has identified the claimed infringement of the procurement rules before submitting the application for review and has not submitted a complaint to the contracting authority within a period of 10 calendar days; the expiry of the period pursuant to Article 134, Section 2 remains unaffected;
2) Complaints of infringements of procurement rules that are evident in the tender notice are not submitted to the contracting authority at the latest by the expiry of the deadline for the application or by the deadline for the submission of bids, specified in the tender notice;
3) Complaints of infringements of procurement rules that first become evident in the tender documents are not submitted to the contracting authority at the latest by the expiry of the deadline for application or by the deadline for the submission of bids;
4) More than 15 calendar days have expired since receipt of notification from the contracting authority that it is unwilling to redress the complaint.
Sentence 1 does not apply in the case of an application to determine the invalidity of the contract in accordance with Article 135, Section 1 (2). Article 134, Section 1, Sentence 2 remains unaffected.
