Ariadne Project 05002
Establishment of a large-scale and representative household panel, conducting three annual surveys on the building sector and a one-time Survey on mobility behavior among German Households.
RWI — Leibniz Institute for Economic Research is
Participating in the Kopernikus project ‘Evidence-based Assessment for the Design of the German Energy System Transformation’, which is funded by the Federal Ministry of Education and Research (BMBF). An essential component of this project is the establishment of a large-scale and representative household panel, which will be used to systematically collect energy-related data of private households. In addition, the project will analyze the respondents' preferences regarding different climate protection instruments in the building sector. Furthermore, a sub-sample of the respondents will be asked about their mobility behavior in a separate survey. For this purpose, RWI is searching a partner institution, which is able to provide the following services:
— conducting (for the time being) three annual surveys on the building sector and a one-time survey on mobility behavior among German households,
— in each panel wave, we expect a net sample size of 15 000 respondents, who are representative for German households in their socio-economic characteristics; for the additional survey on mobility, we aim for a net sample of 6 000 respondents,
— offline recruitment of the panel,
— measures to reduce unit non-response in all survey waves,
— measures to reduce item non-response, especially when collecting billing data,
— survey in German language,
— expected survey duration of approx. 15-20 minutes,
— embedding of discrete choice experiments, in which the respondents are randomly split into different experimental groups and receive different sets of information,
— incentive of the experiments through the randomized allocation of vouchers/payments,
— recruiting of the sample and programming of the survey including (at least two) feedback loops on the questionnaire design,
— pretest of the surveys,
— presentation of the collected data in georeferenced form,
— compliance with the General Data Protection Regulation (GDPR).
You as a partner institution will support RWI both by recruiting the respondents and by programming the questionnaire. RWI will design the questionnaire itself and discuss it continuously in close cooperation with you. RWI will provide the first version of the questionnaire three months prior to the expected start of the survey, such that it can be sufficiently revised and programmed in feedback loops and tested afterwards. The field time should be about four weeks. The first survey is scheduled to go into the field in spring 2021, the third survey in spring 2023.
