Car Data
Within the Ariadne project — among others — RWI will analyze the drivers and barriers for the uptake of electric cars, as this measure is likely to be a cornerstone in the transition toward a cleaner transport sector. RWI aims to identify the causal effects of the implementation of instruments in the transport sector, e.g. subsidies for the uptake of electric vehicles, on a variety of outcomes.
To this end, RWI plans to engage a professional entity (as Contractor) to collect and supply a data set that covers vehicle sales (electric, fossil-based, and other engines) for a range of European countries over time.
The data, which are to be provided by the Contractor are expected to comprise
— detailed information on the purchase of vehicles, e.g. price, date, location, and on vehicle characteristics, such as emissions, model type, etc.,
— coverage in the most relevant regions for electric vehicles in Europe: France, Germany, Italy, Spain, UK,
— data from 2014 onwards,
— granular regional coverage.
RWI — Leibniz Institute for Economic Research (RWI) is a leading center for economic research and evidence-based policy advice in Germany and a member of the Leibniz Association, which connects 93 independent research institutions and includes a wide range of disciplines, e.g. natural sciences, engineering, environmental sciences, economics, spatial and social sciences, as well as humanities.
The Paris Agreement aims to keep the global temperature rise this century well below 2oC compared to pre-industrial levels and pursues efforts to limit the temperature rise even further to 1.5oC. To reach these ambitious goals, appropriate policy measures are required. The Kopernikus project Ariadne analyzes which instruments are suitable for this purpose. Based on a better understanding of the effects of individual political measures and policy paths, the project investigates meaningful strategies for the transformation of the energy system and its acceptance by citizens.

The contractor must have access to a professionally managed data set.
The contractor is required to carry out a range of checks on the validity of the data.
The contractor must comply with all applicable data protection, environmental, social, and labor law obligations established by Union law as well as with national legislation, collective agreements and the international environmental, social and labor conventions listed in Annex X to Directive 2014/24/EU.
The contractor has to ensure that the impartial and objective implementation of the work and services under this contract is not compromised for reasons involving economic interest, political or national affinity, family or emotional ties or any other shared interest (‘conflict of interests’).
The estimated contract value is EUR 65 000.00. The actual contract price depends on the outcome of the procurement procedure. The essential part of the contract with the contractor is the scope of works and services specified in this document.
The contract price is subject to the following payment conditions:
— 25 % of the price shall be paid within 30 days after the award of the contract and receipt of a corresponding pre-invoice,
— 75 % of the price shall be paid within 30 days after the supply of the data and the receipt of a final invoice.
The data needs to be available in English.
The contractor assigns all rights that have to be obtained to use the goods and services that are subject to the contract to RWI.
The project is subject to funding from the German Ministry of Education and Research (BMBF).
RWI is beneficiary of the Reference number (Förderkennzeichen) 03SFK5C0.
