Abschnitt II: Gegenstand
EMR Housing Monitor
The central aim of the project ‘Cross-border Housing Monitor - Housing relevant interdependencies, housing stock and development and housing space reserves in the Euregio Meuse-Rhine’ is to counteract the existing cross-border intransparency and the separation of housing markets along municipal and national borders and to make a concrete contribution to strengthening the EMR as a residential location. In addition, the project aims at a close and coordinated development of housing relations in the tri-border region as well as a better information and communication of the resident population and the new citizens. An additional goal of the application is to create a symbolic effect for important milestones in the area of ‘sustainability of the housing market’. The biggest challenge is that due to a lack of information that is insufficiently up-to-date and missing cross-border information, increasingly important information for better and future-oriented cross-border cooperation is not available and the associated development opportunities for the border region are not being used. Central activities are a cross-border housing integration and housing market analysis and the collection of further comparable data relevant to housing. On the basis of this improved information base, a harmonised cross-border database is being developed, which will lead to a map-based web application. The digital informal planning tool will be based on extensive sources of information, will be automatically updated and will continue to exist beyond the end of the project. A monitoring system for the EMR will be established, which includes regional monitoring systems. Three sub-regional monitoring systems (Region Aachen, German speaking Community, Province of Liège) have to be newly established, the one for the Province of Limburg in the Netherlands is already available. The expected result and added value of this cooperation will be a new common information and cooperation basis in the field of housing, which does not exist in any European border region. It will enable a future-oriented cross-border and regional development for the EMR. This information will be made available to both the professional community and the general public. The information content will be adapted accordingly.

The contract will provide for subsequential and based-on-each-other work packages which may be summarised as follows:
Work package I: Procurement of missing data and information to ensure completeness of the relevant indicators and accuray of the underlying data;
Work package II: Development, construction and implementation of the EMR Housing Monitor Application;
Work package III: Provision of a final report;
Work package IV: Maintenance and updates of the EMR Housing Monitor Application;
Workpackage V: Additional services including e.g. trainings for users. More details can be found the project contract and its annexes published under the link mentioned sub I.3).

The project is co-funded under the EU Interreg IV program.
The prize of EUR 0.01 as indicated in sections II.1.7) and V.2.4) is not the actual price; the actual price is not disclosed as this is a business secret of the bidder.

According to Sec. 160(3) of the German Federal Act Against Restraints of Competition (Gesetz gegen Wettbewerbsbeschränkungen - GWB), the application is inadmissible if
1) The applicant became aware of the claimed violation of public procurement provisions before filing the application for review, but did not complain to the contracting authority within a time limit of 10 calendar days; the expiry of the time limit under § 134(2) remains unaffected;
2) Violations of public procurement provisions which become apparent from the tender notice are not notified to the contracting authority by the end of the time limit for the application or the submission of a tender specified in the notice;
3) Violations of public procurement provisions which only become apparent from the procurement documents are not notified to the contracting authority by the end of the time limit for the application or the submission of a tender specified in the notice;
4) More than 15 calendar days have expired since receipt of notification from the contracting authority that it is unwilling to redress the objection.
Sentence 1 shall not apply to an application under Sec. 135(1) No 2 GWB to have the contract declared ineffective. Sec. 134(1) sentence 2 GWB shall remain unaffected.
