DE_372 Destination Earth Adaptation Modelling Framework
ECMWF, as one of the Entrusted Entities for the Destination Earth (DestinE) initiative, invites Tenders for the provision of DestinE Adaptation Modelling Framework and corresponding demonstrators. The Invitation to Tender (ITT) covers development of a framework for adaptation modelling under climate change and will be split into two Lots, one contract (Lot 1) will focus on flood risk management, with a focus on prevention, mitigation and recovery strategies and a separate contract (Lot 2) will focus on the heat stress under climate change scenarios, with a focus on public health management. Tenderers may respond to one or both Lots, however a Tenderer will not be awarded both Lots. Tenders must include an option to cover the coordination effort for preparing the adaptation modelling framework. This will be contracted by ECMWF only for one of the Lots. For each Lot, ECMWF intends to award a single contract for a maximum period of 18 months, which is expected to commence in August 2023.
Flood risk management
On contractor's premises.
This ITT addresses Tenderers that develop interactive technical solutions to support policy decisions on adaptation choices.
Lot 1 will be in the domain of Flood risk management (with a focus on prevention, mitigation and recovery strategies).
Solutions developed must integrate with DestinE System Components and exploit the novel data, services and capabilities of the DestinE DT Climate Change Adaptation.
Specific key deliverables for each contract are:
A report on the adaptation challenge and relevant adaptation options;
A technical design specification (document);
An interactive demonstrator implementation (software and corresponding documentation); and
Adaptation Modelling Framework for DestinE (document).
These are described in further detail in subsections 4.1-4.4 of the ITT volume II.
In addition to these deliverables, successful Tenderers will be required to engage with targeted users and their wider user communities, contribute to requirement definition, and communication activities of DestinE.
Further deliverables may be defined by the Tenderer based on the requirements described in section 4 of the ITT volume II.
Tenders will be technically assessed in two parts. Part 1: the Lot excluding the mandatory option. Part 2: the mandatory option inclusive of any WP0 related effort and costs. The estimated value excluding VAT for the option is 50 000 EUR. The award criteria for the option is: Price (20%), Quality of resources (30%) and Technical solution (50%).

1. The estimated value indicated in section II.1.5 represents the cumulative budget available for all contracts and the option to be awarded as a result of this ITT.
2. Tenders should clearly separate the Lot and option in their Tender response.
3. The time zone used to express the time in sections IV.2.2 and IV.2.7 is the Central European Summer Time.

The procurement for the contract will be conducted in accordance with ECMWF's procedures as set out in Invitation to Tender documents, which will be available on ECMWF's eProcurement Portal (http://procurement.ecmwf.int/) and no other procedures will apply. In submitting this notice ECMWF does not waive the privileges and immunities granted to it by virtue of its status as an intergovernmental organisation or submit itself to any jurisdiction. Tenders must be submitted using ECMWF's eProcurement Portal. Hard copy (paper) submissions will not be accepted.
Due to the need to include performance and compliance obligations in the contract, ECMWF will contract only with a single legal person or entity which is competent to undertake and commit to these obligations. ECMWF recognises that some bids will involve a number of organisations which may wish to work together to deliver the contract requirements. In such cases, these organisations must identify a lead contractor who will sign the contract with ECMWF and who will be responsible for putting in place legal arrangements to ensure that it can guarantee that all other organisations will also meet the contract obligations. ECMWF will not enter into multiple contracts with individual members of consortia or groups of service providers.
