Development of the Database System Global Trace-Base
The procurement is for a web-based database system to be built or configured for the management of chains of custody, a variety of supply chain management, of voluntary sustainability standards and for the generation of two kinds of original certificate documents for the certification system of the contracting authority, GOTS, a sustainability standard for organic textiles.
The database system will comprise between 50 and 60 business related entity/relation types, three different APIs, and a file upload interface for some self-defined types of XML files. The specifications for tender will contain about 2000 individual requirements, the majority of which is trivial or merely reflects the state of the art in the field of web-based database solutions.
The contracting entity requests the source code to be licensed to them as a mandatory contractual requirement, exclusively for project specific code, non-exclusively for other code.
Project related documentation and formal communication with GOTS will have to be in English.

Experience of prospective project manager:
The experience of the prospective project manager in managing software projects will be measured based on the number of successful software projects he/she has managed during the last half of the respective projects. The minimum number of such projects managed by the prospective project manager must be one (must have).

Specific expertise of prospective team members:
Additional points will be assigned based on specific areas of expertise. Specific knowledge and skills of a prospective team member is counted as expertise if it is well above the average knowledge and skills of a software developer. The following areas of expertise will be awarded points:

Options
The following parts of the contract and the specifications for tender are options:
— the visualization component for traceability,
— the drag and drop component for the UI part of the authentication API,
— the requirement for load generation during performance measurements,
— hosting services (see draft contract, Annex 04, chapter IV),
— support services (see draft contract, Annex 04, chapter V),
— services for maintenance and further development (see draft contract, Annex 04, chapter VI).
The present procedure will be tendered by way of a negotiated award with a competitive bidding process in accordance with UVgO. The procedure specified here in accordance with VgV serves only to publish the procedure throughout Europe. GWB and VgV do not apply. In particular, there is no possibility of legal protection before the review chambers.
Global Standard gemeinnützige GmbH (GOTS) is not a public contracting authority pursuant to Section 99 No. 2 GWB. The application of the provisions of the Sub-Threshold Tender Regulation (UVgO) follows from the provisions of the grant notice and the General Provisions for Grants for Project Funding (ANBest-P). GOTS is not bound by any further-- provisions. EU-wide publication -is voluntary and without recognition of any legal obligation. There are no possibilities for legal -protection- pursuant to Sections 160 et seq. GWB.
Pursuant to Section 3.1 of ANBest-P, the obligation to apply the UVgO does not apply to the following provisions:
— Section 22 to the division by lots,
— Section 28 (1) sentence 3 on the publication of contract notices,
— Section 30 to the notice of award of contract,
— Section 38 (2) to (4) on the form and transmission of requests to participate and tenders,
— Section 44 to unusually low tenders,
— Section 46 on informing candidates and tenderers.

The contract period indicated is not a binding indication. Rather, it is intended to conclude the contract for an indefinite period.
Abschnitt III: Rechtliche, wirtschaftliche, finanzielle und technische Angaben
Self-declaration Grounds for Exclusion under Sections 123, 124 GWB
1. Company presentation/declaration of the company structure, in particular the organizational structure, the range of services and personnel capacities, max. two DIN A4 pages.
2. Proof of registration in a professional or commercial register or comparable register (copy of excerpt to be enclosed)
3. Statement of total turnover and turnover in the field of activity of the contract (development of software applications) within the last three completed financial years, if such information is available.
4. Declaration that the applicant has or will have, at the latest at the start of service, professional/business liability insurance in line with the market, stating the amounts covered.
5. Submission of suitable references
Suitable references within the last five years (project completion is decisive) must be submitted, stating the subject of the order, the customer, the order volume and the time period, which meet the minimum requirements below. A reference from the field of software application development is suitable.
6. Statement showing the current number of employees of the company as a whole and in relation to the area of activity of the contract.
7. Keyword description of the quality assurance measures used in projects. A mere reference to certification is not sufficient.
No. 5:
The applicant shall submit at least two suitable references, each covering the following requirements:
— database application,
— web frontend with JavaScript,
— project volume: at least 1000 performed personman-days,
— project delivered with at least 50 % own employees,
— project was successfully completed within the last 5 years.
