81289199-Sustainable Urban Mobility - Air Quality, Climate Action and Accessibility
In partnership with Ministry of Housing and Urban Affairs (MoHUA) of Government of India, GIZ will be implementing project titled "Sustainable Urban Mobility - Air quality, Climate Protection and Access (SUM-ACA)". The project has been commissioned the German Federal Ministry for Economic Cooperation and Development (BMZ).
Focus of this technical cooperation project is to promote interventions that can be pursued and anchored in the long term and strengthened by the project on a broad scale by its partners such as MoHUA, states, city administrations and educational institutions. National guidelines and standardised procedures are planned to be disseminated through qualified actors who act as multipliers themselves. Framework conditions, procedures and instruments, training and further education services developed with the support of the project will promote the planning and implementation of integrated urban mobility systems beyond the duration of the project.

In 2019, the Indian Ministry of Housing & Urban Affairs (MoHUA) and the German Federal Ministry for Economic Cooperation and Development (BMZ) signed a joint declaration of intent on Green Urban Mobility Partnership (GUMP). Both countries agreed to collaborate more closely to transform urban transport systems through more efficient, people-centric and low-carbon mobility solutions. BMZ agreed to make available concessional loans in the volume of one billion Euros through KfW Development Bank over a period of five years up to 2023. The funds are to be used for sustainable improvements to urban mobility infrastructure. Measures range from city bus transport systems, metros, and non-motorised transport to multimodal integration. In addition, the GIZ is providing technical cooperation to national, state and local institutions and decision-makers for designing sustainable, inclusive and smart solutions for easy and affordable mobility.
As part of the GUMP partnership, Deutsche Gesellschaft fuer Internationale Zusammenarbeit (GIZ) GmbH and its Indian partner ministries are jointly implementing several green mobility projects under its urban transport portfolio in India. The objective of these projects is to improve the planning and implementation of sustainable urban transport in selected Indian cities. In partnership with Ministry of Housing and Urban Affairs (MoHUA), GIZ will be implementing project titled "Sustainable Urban Mobility - Air quality, Climate Protection and Access (SUM-ACA)". This project is a follow-up to its predecessor project - "Integrated Sustainable Urban Transport Systems for Smart Cities in India" (SMART-SUT). SMART-SUT has already generated practical examples of sustainable urban transport with proven mitigation effects in the cities of Bhubaneswar, Coimbatore, and Kochi. There are also findings for improving access to the public transport, which are being taken up and further developed. The SMART-SUT project has also developed stable and long-term partner relationships at all levels, which form an ideal basis for the implementation of SUM-ACA.
SUM-ACA will take learnings from SMART-SUT and will further focus on building and strengthening capacities in order to address the aspects of climate protection, air pollution control and access to mobility in a holistic manner. It also focuses on strategic competence development for the planning and implementation of integrated mobility plans, in cooperation with partner cities and the states. The measures of the project are aimed at specialists and decision makers in state/city administrations, as well as the relevant national ministries. In addition, the development of institutional know-how shall be promoted in order to cooperate with relevant actors from different departments and/or authorities across sectors and also to involve civil society groups in planning processes. The project shall strengthen the capacities of academic and vocational education and training institutions and will enable them to develop, implement and integrate training and further provide educational offers on climate protection, air quality, access to mobility and green recovery.
In brief, the project aims to address diverse range of urban transport issues such as public transport improvement, non-motorized transport, road safety, multi-modal integration, electric mobility, air pollution, GHG emissions, data analytics, mobility as a service and so on. The project will have a technical team resposible for developing various project activities including reports, training materials, presentations, and so on - all of which contribute to enhancing the impact and visibility of the work being done by GIZ and its partners.
GIZ is entitled to extend the period for fulfilment of the original contract by unilaterally notifying the Contractor. For details, please see the special terms and conditions.
The assignment will only be entrusted to companies with the required expertise and capacity (eligible companies), which meet the criteria listed in the document "Request to participate and Eligibility declaration by applicants (Call for competition)", and which are not excluded under the terms of Sections 123 or 124 of the German Act against Restraints of Competition (GWB), or who can prove restoration of their integrity in line with Section 125 of the same act.
If there is a previously announced limit to the number of applicants, an assessment will be carried out according to the relevant evaluation scale included in the tender documents.
GIZ may optionally commission contract amendments and/or increases based on the criteria in the tender documents to the successful bidder of this tender. For details, please see the special terms and conditions.

1. Declaration on the average annual turnover for the last 3 financial years (last-but-four financial year can be included in case of invitation to tender held within 6 months of end of last financial year);
2. Declaration of the average number of employees and managers for the past three calendar years.
1. Average annual turnover for the last three years at least 5.000.000,00 EUR.
2. Declaration of the average number of employees and managers for the past three calendar years at least 20 persons.
It is necessary to provide references in the technical field "agricultural ecosystems" with a minimum commission value of 1.000.000,00 EUR.
1. At least 4 reference projects in the technical field of "Sustainable and Green mobility" and at least 2 reference projects "in Southern Asia (in the forementioned technical field)" in the last 3 years.
2. The technical assessment is only based on reference projects with a minimum commission value of 1.000.000,00 EUR.

According to Article 160, Section 3 of the German Act Against Restraint of Competition (GWB), application for review is not permissible insofar as
1. the applicant has identified the claimed infringement of the procurement rules before submitting the application for review and has not submitted a complaint to the contracting authority within a period of 10 calendar days; the expiry of the period pursuant to Article 134, Section 2 remains unaffected,
2. complaints of infringements of procurement rules that are evident in the tender notice are not submitted to the contracting authority at the latest by the expiry of the deadline for the application or by the deadline for the submission of bids, specified in the tender notice
3. complaints of infringements of procurement rules that first become evident in the tender documents are not submitted to the contracting authority at the latest by the expiry of the deadline for application or by the deadline for the submission of bids,
4. more than 15 calendar days have expired since receipt of notification from the contracting authority that it is unwilling to redress the complaint.
Sentence 1 does not apply in the case of an application to determine the invalidity of the contract in accordance with Article 135, Section 1 (2). Article 134, Section 1, Sentence 2 remains unaffected.
