On behalf of the Federal Ministry for Economic Cooperation and Development (BMZ), GIZ is implementing a lot of different digital solutions in various sectoral and global projects united in the department GloBe. All these global projects need special expertise during the next years. With this tender we look for a team of Experts in the area of: Project Management / Business Analyse.
With this tender we look for a team of Experts in the area of: Open data and data sharing.
The general task of the consultant will be to support the GIZ and its partners in better understanding the data ecosystem in Africa and in a targeted number of partner countries. The consultant will need to deliver detailed analyses, policy proposals and closely work together with GIZ staff in providing advisory services to national governments and private stakeholders in all matters related to open government data and data sharing initiatives and agreements. With its expertise, the consultant is required to support in achieving the objective of creating local economic value from data in partner countries.

The promotion and dissemination of digitisation is a development policy goal in its own right, which the Federal Ministry for Economic Cooperation and Development (BMZ) is pursuing in a special way together with its partners. On behalf of the BMZ, GIZ is implementing a lot of different digital solutions in various sectoral and global projects united in the department GloBe. In addition to the BMZ Digital Transformation Centres operating worldwide, these include a wide range of projects. In line with the needs and potentials of the partners, these projects support local capacities to shape the digital transformation themselves.
With this tender we look for a team of Experts in the area of: Open data and data sharing.
The general task of the consultant will be to support the GIZ and its partners in better understanding the data ecosystem in Africa and in a targeted number of partner countries. The consultant will need to deliver detailed analyses, policy proposals and closely work together with GIZ staff in providing advisory services to national governments and private stakeholders in all matters related to open government data and data sharing initiatives and agreements. With its expertise, the consultant is required to support in achieving the objective of creating local economic value from data in partner countries.
The following services will be provided by the consultant:
- Performing studies and analysis
- Mapping the open data, B2G and B2B ecosystem in partner countries
- Performing studies and legislative analysis, e.g. of existing data protection legislation
- Preparing policy recommendations to GIZ and government staff
- Present a list of priority sectors and countries that GIZ should engage in digitalizing, making open data available and facilitation data sharing agreements
- Provide policy advice to partners, in particular from governments
- Providing expertise and supporting the process of developing national and regional data strategies
- Developing data sharing use-cases on specific sectors such as agriculture, finance, public sector, health, etc.
- Developing national and regional data governance models
- Developing project proposals
- Develop concept notes and case studies on open data and data sharing use cases
- Develop project proposals for implementation in partner countries
- Commissioning and controlling
- Conduct design thinking workshops, strategic capacity building
- Review and update or co-draft open data and data sharing strategies
- Conduct capacity-building seminars on specific subsectors and focus areas Assist in the preparation and facilitation of high-level events
- Ensure implementation of gender mainstreaming guidelines by assessing the implications for men and women of any planned action, including legislation, policies or programmes, in all areas and at all levels.
GIZ may optionally commission contract amendments and/or increases based on the criteria in the tender documents to the successful bidder of this tender. For details, please see the terms of reference.

According to Article 160, Section 3 of the German Act Against Restraint of Competition (GWB), application for review is not permissible insofar as
1. the applicant has identified the claimed infringement of the procurement rules before submitting the application for review and has not submitted a complaint to the contracting authority within a period of 10 calendar days; the expiry of the period pursuant to Article 134, Section 2 remains unaffected,
2. complaints of infringements of procurement rules that are evident in the tender notice are not submitted to the contracting authority at the latest by the expiry of the deadline for the application or by the deadline for the submission of bids, specified in the tender notice.

4. more than 15 calendar days have expired since receipt of notification from the contracting authority that it is unwilling to redress the complaint.
