GIZ has been commissioned to implement the project "Nile Delta Water Management (NDWM)" in Egypt on behalf of the German Federal Ministry of Economic Cooperation and Development (BMZ). The overall objective of the project is to improve conditions for efficient water use in the sub-sectors water supply and wastewater management as well as in irrigated agriculture. Referring to irrigated agriculture the project is linked to the Ministry of Agriculture and Land Reclamation (MALR) at the national level and supports its extension services in selected Governorates in the Nile Delta, namely Kafr El Sheikh, Beheira, Sharkia and Dakahlia. A Contractor is required to provide consulting services to strengthen capacities of the MALR and its respective departments for agricultural extension and agricultural services related to efficient water use of water resources in irrigated agriculture at farm level. A team of national and international experts shall be provided by the Contractor for this purpose. Close coordination and consultation with the GIZ project team in Egypt will be required.

A Contractor is required to provide consulting services to strengthen capacities of the Ministry of Agriculture and Land Reclamation and its respective departments for agricultural extension and agricultural services in 4 selected governorates in Nile Delta (Kafr El Sheikh, Beheira, Sharkia and Dakahlia). This shall focus on the anticipated overall project objective: "Framework conditions for an efficient use of water in water supply and wastewater management as well as in irrigated agriculture in the Nile Delta are improved."
The Contractor shall assume responsibility for the implementation of tasks related to output 3: improving the range of advice and services for smallholder farmers on water-saving cultivation practices, output 4: initiating innovative measures and digital applications for efficient water use by smallholder farmers, and output 5: strengthening the participation of civil society and women groups in water use efficiency. This will require close coordination between the team of the Contractor and the GIZ project team.
Referring to Output 3, the Contractor shall support MALR in the development of extension programmes with recommendations on water saving cultivation practices as well as the development and implementation of advisory services dissemination tools.
Referring to Output 4, the Contractor shall provide technical expertise and recommendations to MALR regarding collecting and processing data and planning the water demand. The Contractor shall also conduct training on pump operation and maintenance.
Referring to Output 5, the Contractor shall provide technical expertise and recommendations in order to build the capacities of women groups at community level on the use of water-efficient and income-generating measures.
A team of experts shall be provided by the Contractor for this purpose. This shall include (1) an international long-term expert / team leader, (2) two national senior long-term expert in Agricultural Extension, (3) one national Long-term expert in Aqua Systems, (4) one national long-term expert in GIS, (5) a pool of international short-term experts and (6) a pool of national short-term experts.
The Contractor may be a single firm with local branches or a consortium of various consulting firms. The involvement of local consulting firms from Egypt within subcontracting or joint venture arrangements will be permitted.
The overall duration of the Contract shall be 24 months from award of contract (anticipated November 2022).
GIZ may optionally commission contract amendments and/or increases based on the criteria in the tender documents to the successful bidder of this tender. For details, please see the terms of reference.

According to Article 160, Section 3 of the German Act Against Restraint of Competition (GWB), application for review is not permissible insofar as
1. the applicant has identified the claimed infringement of the procurement rules before submitting the application for review and has not submitted a complaint to the contracting authority within a period of 10 calendar days; the expiry of the period pursuant to Article 134, Section 2 remains unaffected,
2. complaints of infringements of procurement rules that are evident in the tender notice are not submitted to the contracting authority at the latest by the expiry of the deadline for the application or by the deadline for the submission of bids, specified in the tender notice.
3. complaints of infringements of procurement rules that first become evident in the tender documents are not submitted to the contracting authority at the latest by the expiry of the deadline for application or by the deadline for the submission of bids,
4. more than 15 calendar days have expired since receipt of notification from the contracting authority that it is unwilling to redress the complaint.
Sentence 1 does not apply in the case of an application to determine the invalidity of the contract in accordance with Article 135, Section 1 (2). Article 134, Section 1, Sentence 2 remains unaffected.
