81284563 - Trade for Employment (T4E)
The German Federal Ministry for Economic Cooperation and Development (BMZ) has commissioned GIZ to implement the Trade for Employment (T4E) project. Further, T4E is co-financed by the Kingdom of the Netherlands. The project addresses companies with export experience, whose markets collapsed due to the region"s current geopolitical situation, as well as exporting companies aiming to access new markets with improved or newly developed products. Additionally, vulnerable Jordanians and Syrian job seekers are supported through the project to find decent employment, particularly in trade-oriented companies.
The project implements measures in four outcome areas. In outcome area (A), the project assists the private sector with shaping general conditions conducive to trade (until end of 2021). In Outcome area (B) seeks to develop new demand-based trade promotion services and improve existing ones. In outcome area (C), existing barriers to trade are identified and export procedures and processes facilitated. Outcome area (D) is designed to improve recruitment of personnel in trade-oriented businesses, with a particular focus on the placement of Syrian refugees, under which this assignment falls.
The overall module objective is: The conditions for Jordanian companies to enhance their trade performance in terms of employment have improved.
The tasks to be performed by the contractor contribute to indicators related to output D of the project, which are:
1. 1 newly developed demand-based personnel management strategy or business continuity and resilience strategy has been implemented in cooperation with 6 trade-oriented businesses.
2. 750 staff members were placed for at least three months in trade-oriented companies in targeted locations.

The assignment includes the following two Work Packages (WPs):
Work Package 1: one newly developed demand-based personnel management strategy or business continuity and resilience strategy has been implemented in cooperation with 6 trade-oriented businesses.
1.1. Development of a clear criteria for selection of companies and conducting a diagnostic study on suitable measures on enhancing business resilience and job quality in MSME"s (three in Amman, three in Irbid) (e.g., skilling/upskilling for the future of work, institutional capacity building interventions)
1.2. Coming up with clear recommendations on the implementation of the measures
1.3. Piloting the interventions in six companies, of which three are based in Amman region and three in the Irbid region
Work Package 2: 750 vulnerable Jordanians and Syrian refugees were employed for at least three months in trade-oriented companies in targeted locations.
2.1. Providing Core Employability Skills or life skills training to 900 jobseekers (40% of which are Syrians and 15% are women), followed by
2.2. Job matching and placement of 750 jobseekers (40% of which are Syrian refugees and 15% women) and
2.3. Tracking post-placement employment status for three months in trade-oriented companies in the industrial and services sectors.
In compliance with GIZ communication standards and data protection regulations, the consultant will design and develop communication material including raising awareness/informational material about the employment services and sustainability enhancement tools and interventions. All communication material will be developed in coordination and with approval of GIZ.

According to Article 160, Section 3 of the German Act Against Restraint of Competition (GWB), application for review is not permissible insofar as
1. the applicant has identified the claimed infringement of the procurement rules before submitting the application for review and has not submitted a complaint to the contracting authority within a period of 10 calendar days; the expiry of the period pursuant to Article 134, Section 2 remains unaffected,
2. complaints of infringements of procurement rules that are evident in the tender notice are not submitted to the contracting authority at the latest by the expiry of the deadline for the application or by the deadline for the submission of bids, specified in the tender notice.
3. complaints of infringements of procurement rules that first become evident in the tender documents are not submitted to the contracting authority at the latest by the expiry of the deadline for application or by the deadline for the submission of bids,
4. more than 15 calendar days have expired since receipt of notification from the contracting authority that it is unwilling to redress the complaint.
Sentence 1 does not apply in the case of an application to determine the invalidity of the contract in accordance with Article 135, Section 1 (2). Article 134, Section 1, Sentence 2 remains unaffected.
