This contract is to support the project "Promoting Economic and Social Participation of Internally Displaced Persons and Host Population Communities" in West Cameroon, specifically output 1 of the project which centres on the economic participation of IDPs and members of the hosting communities. The project is being financed by the German ministry of cooperation and development (BMZ) and realized by the Gesellschaft für Internationale Entwicklung (GIZ). With a duration of 3 years (09/21 - 08/24), the overall module objective of the project is to improve the economic and social participation of IDPs and hosting communities in up to 5 municipalities in West Cameroon.

This contract is to support the project "Promoting Economic and Social Participation of Internally Displaced Persons and Host Population Communities" in West Cameroon, specifically output 1 of the project which centres on the economic participation of IDPs and members of the hosting communities. The project is being financed by the German ministry of cooperation and development (BMZ) and realized by the Gesellschaft für Internationale Entwicklung (GIZ). With a duration of 3 years (09/21 - 08/24), the overall module objective of the project is to improve the economic and social participation of IDPs and hosting communities in up to 5 municipalities in West Cameroon. This is achieved through 2 main outputs: Output 1 on economic participation which aims to improve access to vocational qualification measures, income-generation, entrepreneurship and employment opportunities; and Output 2 on social participation which aims to improve the conditions for social participation, thereby promoting the sustainable positive impact of the qualification and income-generating measures and socio-economic participation at local level. Under close supervision by the project, the contractor is responsible for the achievement of the project"s output indicator 1.2 and the associated module indicator 2 and contributes to the achievement of the associated module indicator 1. These are described below:
1. Output indicator 1.2 (contractor fully responsible): 800 (80%) of the 1,000 participants in qualification measures, 400 (50%) of whom are internally displaced persons and 400 (50%) members of the host communities and 480 (60%) of whom are women, rate the usefulness of these measures as very high or high for generating income. Baseline value: 0 participants (no measures tailored to the target groups implemented to date).
The contractor is entirely responsible for output indicator 1.2 whereas the responsibility for output indicator 1.1 (Cash for Work) lies with GIZ. However, it is important to note that beneficiaries of Cash for Work measures (output indicator 1.1) can also participate in the qualification measures of output indicator 1.2 provided by the contractor, thus requiring a close coordination with GIZ regarding the choice of communities and target groups as well as on monitoring and evaluation. Relevant key activities in output 1 include i) Advisory services for local non-state and/or state training institutions on offering decentralised, short, possibly digital courses, ii) Provision of basic equipment (e.g. starter kits) to those participating in qualification measures iii) Design and implementation of needs-oriented, gender-sensitive capacity development measures for providers of business development services (e.g. chambers of commerce and industry, business incubators, associations, cooperatives) to enable them to improve the advisory and support services they offer start-ups and micro and small enterprises. The contractor is responsible for the above-mentioned key activities and will be required to closely collaborate with municipal and non-governmental local actors in selected local authorities in their capacity as intermediaries of the project.
2. Module indicator 1 (contractor contributes to achievement): 1,280 of 1,600 participants, 640 (50%) internally displaced persons and 640 (50%) members of the host communities, and 768 of whom are women (60%), confirm that they have increased their monthly income as a result of the income-generating measures. Baseline value: 0 participants (no measures tailored to the target groups implemented to date).
The contractor will contribute to module indicator 1. Note that out of the 1,600 participants in income-generating activities, 750 are participating in Cash for Work measures. These participants will automatically increase their monthly income (750 out of 750, 100 %). As GIZ is responsible for the Cash for Work activities, GIZ will report on these 750 persons and close coordination will be needed.
3. Module indicator 2 (contractor fully responsible): 300 of 700 participants in the project's employment promotion measures, 150 (50%) internally displaced persons and 150 (50%) members of the host communities, and 180 of whom are women (60%), have taken up employment or become self-employed six months after participation. Baseline value: 0 participants (no measures tailored to the target groups implemented to date)
The contractor will be responsible for the achievement of module indicator 2. It is important to note that beneficiaries of Cash for Work measures (output indicator 1.1) can also participate in employment promotion measures (module indicator 2) provided by the contractor. As there is an overlap in persons targeted by GIZ and by the contractor, close coordination will be needed. More generally, the tasks to be performed by the contractor also include establishing linkages to the other outputs and implementing other relevant sections of the module proposal not listed here. Furthermore, it is a key requirement that the contractor, in line with the project, follows the integrated approach where both displaced people and members of host communities are addressed and equally benefit from the project"s interventions. These interventions are designed in a way that is sensitive both to the displacement context as well as the specific needs of the IDPs and vulnerable members of host communities. They are also designed, planned and implemented in a gender and conflict sensitive manner (e.g. regarding the relations between IDPs and host communities).
GIZ may optionally commission contract amendments and/or increases based on the criteria in the tender documents to the successful bidder of this tender. For details, please see the terms of reference.

According to Article 160, Section 3 of the German Act Against Restraint of Competition (GWB), application for review is not permissible insofar as
1. the applicant has identified the claimed infringement of the procurement rules before submitting the application for review and has not submitted a complaint to the contracting authority within a period of 10 calendar days; the expiry of the period pursuant to Article 134, Section 2 remains unaffected,
2. complaints of infringements of procurement rules that are evident in the tender notice are not submitted to the contracting authority at the latest by the expiry of the deadline for the application or by the deadline for the submission of bids, specified in the tender notice.
3. complaints of infringements of procurement rules that first become evident in the tender documents are not submitted to the contracting authority at the latest by the expiry of the deadline for application or by the deadline for the submission of bids,
4. more than 15 calendar days have expired since receipt of notification from the contracting authority that it is unwilling to redress the complaint.
Sentence 1 does not apply in the case of an application to determine the invalidity of the contract in accordance with Article 135, Section 1 (2). Article 134, Section 1, Sentence 2 remains unaffected.
