81278527-Quality Assurance Level 2 (QAL2) Test
GIZ is seeking for external support from a contractor with relevant expertise and certification for conducting up to 20 Quality Assurance Level 2 (QAL2) tests. These QAL2 tests will be conducted on automated monitoring systems (AMS) used for measuring N2O emissions in different nitric acid production facilities in selected countries under the framework of the Nitric Acid Climate Action Group (NACAG) initiative.
Nitrous oxide (N2O) is a highly potent greenhouse gas, with a global warming potential 265 times that of carbon dioxide (CO2). One major source of N2O emissions is the manufacture of nitric acid, which is mainly used for producing nitrogen-based fertiliser.
In a new drive to realise this mitigation potential, the German Federal Ministry for the Environment, Nature Conservation and Nuclear Safety (BMU) launched during the 21st COP in Paris the Nitric Acid Climate Action Group (NACAG) Initiative. The NACAG initiative aims to achieve abatement of N2O emissions from nitric acid production at a global level by incentivising the installation of appropriate abatement technologies in all nitric acid production plants worldwide.
GIZ has been assigned to implement the NACAG Secretariat, steering the initiative"s operations and coordinating the support for governments and plant operators. NACAG makes financial support available for the installation of abatement and monitoring technology of N2O emissions in countries and nitric acid plants that are eligible. It is the task of NACAG Secretariat to ensure, among others, the effectiveness of the mitigation technology to be installed in the plants and therefore state-of-the-art technology will be installed in each and every plant participating in NACAG. In order to ensure that the installed monitoring systems have been correctly installed and provide precise and reliable monitoring data, a QAL2 test following international standards will be performed.

Although effective abatement technologies are available at comparably low cost, N2O from the production of nitric acid continues to be emitted into the atmosphere in most countries in the world.
GIZ has been assigned to implement the NACAG Secretariat, steering the initiative"s operations and coordinating the support for governments and plant operators. The initiative provides all governments and plant operators with advice and information on technological and regulatory issues regarding N2O abatement.

NACAG makes financial support available for the installation of abatement and monitoring technology of N2O emissions in countries that are eligible. It is the task of NACAG Secretariat to ensure, among others, the effectiveness of the mitigation technology to be installed in the plants. Therefore, state-of-the-art monitoring technology QAL1 certified will be also installed in the plants. In order to ensure that the installed monitoring systems have been correctly installed and provide precise and reliable monitoring data, a QAL2 test following international standards will be performed.
For the purpose of conducting the QAL2 tests, the contractor must follow the procedure laid out in the Norm EN 14181:2015-02 and therefore must be accredited for this task according to EN ISO/IEC 17025. The maximum number of QAL2 tests to be conducted under this contract is twenty (20).
The actual nitric acid production facilities where the QAL2 tests shall be conducted are located in one or several of the countries that have been listed in the Terms of Reference.
For each commissioning, the contractor will conduct an onsite visit at the facility in order to perform the calibration of the AMS using a standard reference method (SRM) and generate a QAL2 report in English language including, among other aspects: a brief description of the plant, a brief description of the AMS, the confirmation on the correct installation of the AMS in accordance to the recommendations of the manufacturer (and EN 14181 requirements), the calibration curve and the valid calibration range.
GIZ may optionally commission contract amendments and/or increases based on the criteria in the tender documents to the successful bidder of this tender. For details, please see the terms of reference.

According to Article 160, Section 3 of the German Act Against Restraint of Competition (GWB), application for review is not permissible insofar as
1. the applicant has identified the claimed infringement of the procurement rules before submitting the application for review and has not submitted a complaint to the contracting authority within a period of 10 calendar days; the expiry of the period pursuant to Article 134, Section 2 remains unaffected,
2. complaints of infringements of procurement rules that are evident in the tender notice are not submitted to the contracting authority at the latest by the expiry of the deadline for the application or by the deadline for the submission of bids, specified in the tender notice.
3. complaints of infringements of procurement rules that first become evident in the tender documents are not submitted to the contracting authority at the latest by the expiry of the deadline for application or by the deadline for the submission of bids,
4. more than 15 calendar days have expired since receipt of notification from the contracting authority that it is unwilling to redress the complaint.
Sentence 1 does not apply in the case of an application to determine the invalidity of the contract in accordance with Article 135, Section 1 (2). Article 134, Section 1, Sentence 2 remains unaffected.
