81284366-Value Chain Financing in Egypt
The project "Private Sector Development and Innovation" (PSI) aims to improve the conditions for innovation in the Egyptian manufacturing sector. It is part of a wider programme "Private Sector Promotion" of the German Development Cooperation in Egypt.
The project consists of four outputs: 1) Strengthen cooperation between public agencies and business associations and institutions to promote innovation; 2) Establish new and improved services for product and process innovations in the market; 3) Improve cooperation between enterprises towards integration into national and international supply chains; 4) Develop innovative financial services for the formal and informal sectors.
The lead agency is the Ministry of Trade and Industry (MTI). Further partners for implementation include the Micro, Small and Medium Enterprises Development Agency (MSMEDA), industrial park administrations, the Industrial Modernization Center (IMC), technology centers, business associations, and more.
The project cooperates with sectoral chambers (e.g.: Chamber of Food industries, Chamber of Engineering industries, Chamber of Chemical industries and Chamber of Printing & Packaging industries) and business associations (most of them link firms within industrial zones) and export agencies as well as with private SME development organisations.

A Contractor is required to improve access to finance for SMEs through an integrated demand-supply side approach. This assignment contributes to the Private Sector Development and Innovation (PSI) project in Egypt.
On the demand side, the PSI project engages with lead companies from different sectors with a focus on food processing, mechanical and electrical engineering, chemical manufacturing and processing, printing, and packaging industries. PSI not only engages with lead companies but aims to improve the value chains around lead companies and puts a focus on developing suppliers, distributors, and business development service (BDS) providers/platforms. On the supply side (financial sector), the PSI project aims to improve the sectorial knowledge of the financial sector in Egypt about Value Chain Financing and aims to offer Technical Assistance programs for financial institutions.
In order to fulfill this goal of assignment, the Contractor will have to deliver on five work packages. In the first one, the contractor will have to set-up a Value Chain Finance Consulting Facility, which will consult Egyptian SME & suppliers & lead companies to build capacities in the area of financial management. In the second work package, the contractor has to set-up a Financial Services Consulting Facility, which will support Egyptian business development services providers/platforms and non-financial services providers in gaining basic understanding of financial services and products. In the third work package, the contractor will have to develop a Value Chain Finance Training, which will include a high-quality series of webinars to improve the knowledge of the financial sector related to Value Chain Finance. In the fourth work package, the contractor will have to develop and implement a Leadership Development Program to target decision makers in the financial sector and equip them with knowledge and skills of modern leadership approaches, value chain finance basics and digital transformation in the financial sector. In the fifth work package, the contractor will have to deliver a Value Chain Finance Technical Assistance Program to selected Financial Sector Institutions.
A team of experts shall be provided by the Contractor to accomplish the assignment. This shall include (1) a team leader with international experience, (2) a value chain finance expert with national experience, (3) a leadership expert with international experience, and (4) a pool of short-term-experts (STE) with international experience.
The overall duration of the Contract shall be 16 months from award of contract.

According to Article 160, Section 3 of the German Act Against Restraint of Competition (GWB), application for review is not permissible insofar as
1. the applicant has identified the claimed infringement of the procurement rules before submitting the application for review and has not submitted a complaint to the contracting authority within a period of 10 calendar days; the expiry of the period pursuant to Article 134, Section 2 remains unaffected,
2. complaints of infringements of procurement rules that are evident in the tender notice are not submitted to the contracting authority at the latest by the expiry of the deadline for the application or by the deadline for the submission of bids, specified in the tender notice.
3. complaints of infringements of procurement rules that first become evident in the tender documents are not submitted to the contracting authority at the latest by the expiry of the deadline for application or by the deadline for the submission of bids,
4. more than 15 calendar days have expired since receipt of notification from the contracting authority that it is unwilling to redress the complaint.
Sentence 1 does not apply in the case of an application to determine the invalidity of the contract in accordance with Article 135, Section 1 (2). Article 134, Section 1, Sentence 2 remains unaffected.
