The Global Compact on Refugees (GCR), which was affirmed by the international community in December 2018, calls for a multi-stakeholder approach to provide protection and solutions to refugees worldwide, and the international responsibility to support countries that host refugees through burden- and responsibility sharing mechanisms. One of the main objectives of the GCR is to ease the pressure on host countries and enhance self-reliance of refugees. The GCR also foresees that host countries may elect to provide local solutions to refugees. Such solutions entail interim legal stay, including to facilitate the appropriate economic and social inclusion of refugees. In this context, the GCR recommends that relevant stakeholders contribute resources and expertise, including technical guidance, that foster the peaceful and productive inclusion of refugees and the well-being of local communities.
In December 2019, at the first Global Refugee Forum (GRF), more than 950 pledges were made by a wide range of stakeholders to support refugees and countries of asylum, including by the Government of the Islamic Republic of Mauritania. As a result, GIZ and UNHCR in Mauritania have developed a project nexus peace-humanitarian-development. This project will support the capacities of the government to implement the pledges and enhance solutions for refugees. To this end, the project also aims to strengthen UNHCR"s capacity to support the government to mobilize and coordinate a broad stakeholder response, including humanitarian, development and peace actors, to meet the needs of asylum seeker and refugees as well as vulnerable host community members. ProNEXUS. The joint project developed by GIZ and UNHCR in Mauritania is focusing around six areas of intervention:
1- Improving access to basic public services
? Strengthen capacities to include asylum-seekers, refugees and other vulnerable groups in the delivery of services;
? Advocacy and support for inclusion into government services
2- Improving access to environmentally sensitive livelihoods opportunities:
? Support facilitation of economic inclusion of refugees through advocacy and inclusion in value chains;
? Improved job opportunities through transition management and local private sector development (incl. entrepreneurship)
3- Improving access to social protection:
? Coordination of the development of an approach to extend social protection coverage to all to ("leaving no one behind");
? Support to the adaptation of the government economic inclusion approach to refugee-hosting areas;
? Enhanced access to well-functioning and inclusive referral mechanism, strengthening the roll out from humanitarian assistance to government social assistance programmes.
4- Strengthened government-led coordination mechanisms:
? Support coordination efforts by the Government to implement the GRF pledges;
? Increase UNHCR"s capacity to engage with development actors, including on data and analytics;
5- Strengthened UNHCR facilitation capacities at the nexus.
6- Increased inter-organizational learning on comprehensive responses at the nexus:
? Monitoring and disseminating lessons learnt from the project.
00000 Mauritania
The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH was commissioned by the German Federal Ministry for Economic Cooperation and Development to support UNHCR in its role and to foster synergies and complementarity between humanitarian and development actors through a Global Program called "Support to UNHCR in operationalization of the Global Compact on Refugees the Humanitarian-Development-Peace (HDP) Nexus" in 2018. In Mauritania, the global program is rep-resented by the project called ProNEXUS, jointly implemented by GIZ and UNHCR as part of the first component of the Global Program. The project aims to build capacity to promote the socio-economic inclusion of refugees, asylum seekers and vulnerable members of host communities in Mauritania.
Axis I of the ProNEXUS project is dedicated to improving access to basic public services, including edu-cation. Indeed, the Mauritanian state has launched a new policy to boost the integration and use of new technologies in all sectors, particularly in the education sector, through the creation of the Minis-try of Digital Transition, Innovation and Modernization of the Administration. The spread of the Covid-19 virus has forced the Mauritanian government to close some public places including schools. This was followed by the proposal and implementation of an arsenal of measures to avoid blank years. Among these measures was the establishment of educational platforms and their digitalization so that students can follow the courses online. It turned out that not only did schools need computer equip-ment, but also that the introduction of pupils to New Technologies for Educational Purposes (ICTE) is therefore necessary in order to facilitate pupils' learning. Therefore, ProNEXUS intends to create In-clusive ICT Spaces for primary school students, but also for children living with disabilities who are not enrolled in schools in the Moughataa of Bassikounou, Mbera Camp, and in Nouakchott.
In order to achieve the above, the following main tasks shall then be:
Work Package (WP) NGrad1: realization of a diagnosis of the current state of primary school infrastructures and assess their digital skills in order to determine the inking of ICTs diagno-sis
The Contractor will be responsible for designing and carrying out the:
- Collect evidence/statistical data and determine the needs in terms of capacity buildings for the different target schools and stakeholders,
- capacity building/workshops of principals, teachers, school principals, parents, manage-ment committees;
- developing modules and tools while considering the local context as well as linguistic di-versity.
Work Package (WP) NGrad2: create ICT Spaces in targeted primary schools
This package aims to Create an attractive learning environment for primary school students as well as for children with disabilities aged 06 to 12 (with or without access to education) and reducing schools" dropouts. The contactor will be responsible of:
- the implementation of ICT Spaces within two primary schools in each of these localities: Fas-sala, Bassikounou, Mbera Camp, and Nouakchott;
- develop operationalization plans of the ITC spaces;
- Create management committees of those ITC spaces;
Work Package (WP) NGrad3: Developing tools, modules, and education interactive games
The goal of this third work package is to achieve tangible results in conceptualizing and developing interactive offline and/or online learning modules as well as educational games on the importance of literacy and education, and SDGs such as Environment, Gender and inclusion of people with disabilities. This will also involve:
- Develop manuals of procedures and management
- awareness-raising tools and scripts on the inclusion of people living with disabilities (LNOB) and others;
The contractor will also have to integrate some learning modules deemed relevant and which are available free of charge on the UNHCR and GIZ platforms, other ATINGI platforms.

According to Article 160, Section 3 of the German Act Against Restraint of Competition (GWB), application for review is not permissible insofar as
1. the applicant has identified the claimed infringement of the procurement rules before submitting the application for review and has not submitted a complaint to the contracting authority within a period of 10 calendar days; the expiry of the period pursuant to Article 134, Section 2 remains unaffected,
