81281600-Consultancy services in water supply and wastewater management
GIZ has been commissioned to implement the project "Nile Delta Water Management (NDWM)" in Egypt on behalf of the German Federal Ministry of Economic Cooperation and Development (BMZ). The overall objective of the project is to improve conditions for efficient water use in the sub-sectors water supply and wastewater management as well as in irrigated agriculture. Referring to water supply and wastewater management the project is linked to the Ministry of Housing, Utilities and Urban Communities (MoHUUC) at the national level and supports the Holding Company for Water and Wastewater (HCWW) and its Affiliated Companies (ACs) at Governorate level. A Contractor is required to provide consulting services to strengthen management capacities of the HCWW and ACs related to efficient water use and climate-sensitive operation of water and wastewater systems. A team of experts shall be provided by the Contractor for this purpose. Close coordination and consultation with the GIZ project team in Egypt will be required.

A Contractor is required to provide consulting services to strengthen management capacities of the Holding Company for Water and Wastewater (HCWW) at the national level and its Affiliated Companies (ACs) at Governorate level. This shall focus on the anticipated overall project objective: "Framework conditions for an efficient use of water in water supply and wastewater management as well as in irrigated agriculture in the Nile Delta are improved."
The Contractor shall assume responsibility for the implementation of tasks related to output 1: strengthening management capacities of water and wastewater ACs for an efficient water use and output 2: initiating measures for efficient water use and climate-sensitive operation of water and wastewater systems by ACs. This will require close coordination between the team of the Contractor and the GIZ project team.
Referring to Output 1 the Contractor shall support HCWW and ACs in the development of an executive monitoring tool for the top management level which shall be based on jointly developed 5-year business plans for utility management of ACs. This should provide selected ACs with essential tools for strategic planning and decision making for utility management, and service provision considering an optimum utilization of resources.
Referring to Output 2 the Contractor is shall support in consolidating the existing Energy Decision Support System (EnDSS) and in sludge to energy interventions based on existing studies and recommendations. This will enable the ACs to prepare annual energy efficiency plans and facilitate that ACs recover energy from sewage sludge, generate additional revenue and contribute to climate change adaptation. This shall include the development of a pre-feasibility study related to Sludge to Energy (S2E) interventions. In addition, the Contractor shall prepare and conduct training measures on O&M of desalination plants for technical staff of ACs and the New Urban Communities Authority (NUCA).
A team of experts shall be provided by the Contractor for this purpose. This shall include (1) an international short-term expert / team leader and utility management, (2) a national senior long-term expert in utility management / deputy team leader, (3) an international short-term expert in sludge to resources, (4) an international short-term expert in desalination, (5) a pool of international short-term experts and (6) a pool of national short-term experts.
The Contractor may be a single firm with local branches or a consortium of various consulting firms. The involvement of local consulting firms from Egypt within subcontracting or joint venture arrangements will be permitted.
The overall duration of the Contract shall be 24 months from award of contract (anticipated mid-June 2022).
GIZ may optionally commission contract amendments and/or increases based on the criteria in the tender documents to the successful bidder of this tender. For details, please see the terms of reference.

According to Article 160, Section 3 of the German Act Against Restraint of Competition (GWB), application for review is not permissible insofar as
1. the applicant has identified the claimed infringement of the procurement rules before submitting the application for review and has not submitted a complaint to the contracting authority within a period of 10 calendar days; the expiry of the period pursuant to Article 134, Section 2 remains unaffected,
2. complaints of infringements of procurement rules that are evident in the tender notice are not submitted to the contracting authority at the latest by the expiry of the deadline for the application or by the deadline for the submission of bids, specified in the tender notice.
3. complaints of infringements of procurement rules that first become evident in the tender documents are not submitted to the contracting authority at the latest by the expiry of the deadline for application or by the deadline for the submission of bids,
4. more than 15 calendar days have expired since receipt of notification from the contracting authority that it is unwilling to redress the complaint.
Sentence 1 does not apply in the case of an application to determine the invalidity of the contract in accordance with Article 135, Section 1 (2). Article 134, Section 1, Sentence 2 remains unaffected.
