The "Soil protection and rehabilitation for food security" programme has been commissioned by the German Federal Ministry of Economic Cooperation and Development (BMZ) within the framework of the special initiative "ONE WORLD - No Hunger". It is implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit GmbH (GIZ). The global programme implements a total of eight specific measures (country packages) in seven partner countries (Ethiopia, Benin, Burkina Faso, Kenya, India, Madagascar and Tunisia) and is coordinated through a steering unit in Bonn, Germany.
The aim of the programme is the promotion of soil protection and rehabilitation of degraded soils as well as the promotion of political anchoring and the identification of incentive mechanisms to promote soil protection, by setting practical examples and feeding them into multi- stakeholder processes. Most country packages (CP) have been implemented since the second half of the year 2015. The country packages in Madagascar and Tunisia have started in 2018 and 2019 respectively.
Since 2021, an EU-Cofinancing "ProSilience - Enhancing soils and agroecology for resilientagri-food systems in Sub-Saharan Africa" is embedded in the Global Programme "Soil Protection and Rehabilitation for Food Security". This Multi-Donor Action is jointly co-funded by the European Union (EU) and BMZ and implemented by GIZ as a contribution to the EU initiative "Development of Smart Innovation through Research in Agriculture (DeSIRA)".
The specific objective of ProSilience is to enhance the agroecological transition towards sustainable agri-food systems in selected partner countries. The leadership and peer learning programme for agroecological transition, which is subject of this call, will be financed to a full extent by ProSilience.

Agriculture is the backbone of many African economies, providing the basis for growth in other sectors such as manufacturing and services. With a significant share of the population living in rural areas and practicing farming, ensuring and raising agriculture incomes is considered critical to reducing poverty, boosting prosperity and creating jobs, especially for women and youth. In this regard, ecosystems and ecosystem services underpin the continent"s development potential by supporting agri-food systems.
The current agriculture and food systems are largely not sustainable and face several challenges due to climate change and non-climatic stresses on the system. This includes the loss of healthy ecosystems and ecosystem services such as water and soil fertility and increases social inequalities, while at the same time an increasing population results in a growing demand for food supply. Therefore, non-sustainable agriculture exacerbates social and ecological problems and is both its cause and victim.
There is a need to increase the resilience of food systems, (agro-)ecosystems and rural livelihoods. Securing food supplies for a growing population, maintaining healthy ecosystems as the basis for life and economic activity, reducing climate risks and lowering greenhouse gas (GHG) emissions are the central building blocks of sustainable agriculture and food systems. Agroecology (AE) is a foundational element of strengthening the sustainability of industrial farming systems on one hand and improving the productivity of subsistence farming systems on the other. Enabling an agroecological transformation of food systems as part of an economy within ecological boundaries that offers prosperity to all is a central task for the future.
Following the objective of ProSilience, to support the agroecological transition towards sustainable agri-food systems in selected partner countries, a transformative change effort can only be realized if initiated and sustained by committed and visionary partners in the countries. As drivers of change, they influence and shape the future and have a key role to play in building alliances with other stakeholders, advancing efforts of transition and developing and communicating knowledge around agroecological transitioning. It is in this context that a leadership and peer learning programme for agroecological transition is to be developed and implemented.
GIZ is seeking the services of a contractor to design and implement the leadership and peer learning programme for participants of the 7 partner countries. Tasks include the design of the leadership and peer learning programme for agroecological transition, the selection of participants, the implementation and facilitation of cross-country and in-country activities as well as coaching and mentoring in-between sessions. Tasks are divided in the following work packages:
Work package 1: Development of a detailed intervention design and adjusted concept note for the integrated leadership and peer learning programme for agroecological transition
Work package 2: Design of a selection process and selection of participants
Work package 3: Implementing the Leadership and Peer Learning Programme for agroecological transition
Work package 4: Ensuring sustainability of the Leadership and Peer Learning Programme
GIZ may optionally commission contract amendments and/or increases based on the
criteria in the tender documents to the successful bidder of this tender. For details, please
see the terms of reference.
A selection will be made under all eligible participants based on the following criteria:
I. Technical experience
1. Leadership Development: 15 %
2. Peer Learning / Knowledge Exchange: 10 %
3. Facilitation of Social Transformation / Social Innovation Processes: 15 %
4. Agro-Ecological Transition / Rural Development: 5 %
5. Coaching: 5 %
II. Regional experience in Africa: 30 %
III. Experience of development projects (at least 50% ODA-financed): 20 %

According to Article 160, Section 3 of the German Act Against Restraint of Competition
(GWB), application for review is not permissible insofar as
1. the applicant has identified the claimed infringement of the procurement rules before
submitting the application for review and has not submitted a complaint to the contracting
authority within a period of 10 calendar days; the expiry of the period pursuant to Article
134, Section 2 remains unaffected,
2. complaints of infringements of procurement rules that are evident in the tender notice
are not submitted to the contracting authority at the latest by the expiry of the deadline for
the application or by the deadline for the submission of bids, specified in the tender notice
3. complaints of infringements of procurement rules that first become evident in the
tender documents are not submitted to the contracting authority at the latest by the expiry
of the deadline for application or by the deadline for the submission of bids,
4. more than 15 calendar days have expired since receipt of notification from the

Sentence 1 does not apply in the case of an application to determine the invalidity of the
