In 2021, GIZ employed just under 25,000 people worldwide - approximately 17,000 of them being national employees in the various partner countries. GIZ was active in 120 countries worldwide and, in addition to its Bonn and Eschborn headquarters, was also active at six other locations in Germany. GIZ provides services worldwide in the field of international cooperation for sustainable development. The diverse expertise of the federal enterprise is in demand around the globe, with the German Government, European Union institutions, the United Nations and governments of other countries all benefiting from our services. The German Federal Ministry for Economic Cooperation and Development (BMZ) is the main commissioning party, but GIZ works also with the private sector, fostering successful interaction between development policy and foreign trade and cooperate with a large scale of various partner organizations.
GIZ country offices are required to conduct regular remuneration benchmarking surveys, for reasons of efficiency, compliance and ability to deliver. Remuneration benchmarking surveys guide GIZ offices in defining GIZ"s national salary policies to determine the market customaryness of GIZ compensation in the country (compliance), securing GIZ not to pay above the market (efficiency) nor offer an unattractive package (ability to deliver as expressed in attracting new talents and maintaining the existing workforce). Where available for the country, country offices should commission remuneration benchmarking surveys compiled by specialized remuneration consultings or other suitable providers.

In order to facilitate the work for the offices and to harmonize benchmarking criteria, GIZ is tendering a framework contract for benchmarking surveys on remuneration and benefits for national staff of comparable employers in various partner countries. The individual country-specific benchmarking surveys will be commissioned by the GIZ country offices. As a competent provider of all matters relating to remuneration benchmarking surveys, salary systems and additional social benefits, the contractor will work together with the local HR officer in the GIZ offices in order to compile the country"s survey data of GIZ. Furthermore, the contractor provides access to the commissioned online surveys and a limited number of cross analyses as requested by GIZ Head Office (designated focal persons in the personnel department).
The contractor is responsible for the provision of the following services:
1. Country-specific remuneration benchmarking surveys for GIZ country offices
2. Benchmarking survey-related services for GIZ Head Office
GIZ may optionally commission contract amendments and/or increases based on the criteria in the tender documents to the successful bidder of this tender. For details, please see the terms of reference.

Abschnitt III: Rechtliche, wirtschaftliche, finanzielle und technische Angaben
1. Trading name and address, commercial register number and extract from the commercial register and evidence of creditworthiness.
2. Eligibility declaration that no grounds for exclusion in Section 123, 124 of the German Act Against Restraints of Competition (GWB) apply.
3. Eligibility declaration subcontractors if applicable.

1. Anonymization of all data, so that in all steps of the process (collection, processing, editing and publishing) no data of individual persons or comparators can be identified.
2.a. Regarding data relevant for remuneration benchmarking surveys, current country data-coverage of at least 80 countries out of 111 (potential) partner countries (see Annex 1 of Terms of References).
2.b. A filled-out version of Annex 1 of Terms of Reference is attached to the tender documents indicating the coverage of (potential) GIZ partner countries.

According to Article 160, Section 3 of the German Act Against Restraint of Competition (GWB), application for review is not permissible insofar as
1. the applicant has identified the claimed infringement of the procurement rules before submitting the application for review and has not submitted a complaint to the contracting authority within a period of 10 calendar days; the expiry of the period pursuant to Article 134, Section 2 remains unaffected,
2. complaints of infringements of procurement rules that are evident in the tender notice are not submitted to the contracting authority at the latest by the expiry of the deadline for the application or by the deadline for the submission of bids, specified in the tender notice.
3. complaints of infringements of procurement rules that first become evident in the tender documents are not submitted to the contracting authority at the latest by the expiry of the deadline for application or by the deadline for the submission of bids,
4. more than 15 calendar days have expired since receipt of notification from the contracting authority that it is unwilling to redress the complaint.
Sentence 1 does not apply in the case of an application to determine the invalidity of the contract in accordance with Article 135, Section 1 (2). Article 134, Section 1, Sentence 2 remains unaffected.
