Consulting Services for the Development of a Sustainable Urban Mobility Plan (SUMP) for Surabaya Metropolitan Area

In 2020 the National Development Planning Agency Republic of Indonesia, Bappenas, has issued a decree, stating that new investments for transport projects in urban agglomerations of Indonesia may only be funded by the national Government if they have been identified as a strategic project in a Sustainable Urban Mobility Plan (SUMP) for the agglomeration. Against this background, SUMPs for the six largest agglomerations, including the Metropolitan Area of Surabaya, are being prepared.
As part of the Indonesian-German Green Infrastructure Initiative, KfW is financing and procuring the services of a Consultant to develop a SUMP for the Metropolitan Area of Surabaya (approx. 10 million inhabitants) in East Java, Indonesia.
KfW commissioned a preparatory study in autumn 2021 to prepare the SUMP process and thereby lay the foundations for this consultancy (for details see section VI.3).
The development of the SUMP shall follow the guidelines for SUMP development as issued by the European Commission (https://www.eltis.org/mobility-plans) and further adapted to the Indonesian case by Bappenas (Midgley, 2020). The assignment shall cover steps 1 to 9 of the EU SUMP development process.
The service to be provided by the Consultant for the SUMP development within a period of 18 months include, inter alias, data collection and data analyses, stakeholder participation, vision and strategy development including goals and objectives as well as scenario building, identification and prioritization of projects, measures and actions, cumulating in a comprehensive Action Plan as core element of the SUMP, agreed with the local stakeholders.
The overall budget of the contract, including taxes and all other expenses is [Betrag gelöscht] EUR not including VAT. KfW reserves the right to exclude a Tender, that exceeds the maximum overall budget of [Betrag gelöscht] EUR not including VAT.
Abschnitt III: Rechtliche, wirtschaftliche, finanzielle und technische Angaben
Self declaration concerning the authority and number under which the tenderer is enrolled in a professional or trade register kept in his member state of establishment ; Self declaration about VAT ID.
Self declaration on minimum annual turnover
The tenderer (be he a single tenderer or consortium) must have a minimum yearly overall turnover after tax of at least [Betrag gelöscht] EUR in each of the last three completed financial years.
Conditions applying to Consortia (Joint Ventures):
- The maximum number of partners is 4.
- The lead consultant must meet at least 70 % of the criterion.
- Each other consultant must meet at least 10 % of the criterion.
- Irrespective of the number of partners, the consortium must meet 100 % of the criterion.
- The right to rely on the capacities of other entities is not affected.
Self declaration on comparable references
(1) Experience in developing SUMP and/or intermodal transport master plans in international context
The tenderer (be he a single tenderer or consortium) must submit at least 3 references that are each comparable to the tendered contract in terms of the nature of work, the scope and complexity of tasks and the environment in which the services were rendered.
A reference is considered comparable to the tendered contract in the above sense, if all of the following requirements are met:
- Developing SUMPs and/or intermodal transport master plans in international context
- Minimum value of € 500,000
- Tasks include analyses of traffic situation and traffic forecasts, vision and strategy development, setting objectives and targets, public transport planning and planning of non-motorized infrastructures.
At least one of the references must have been implemented in the Project region (Countries in Southeast Asia including Indonesia, Malaysia, Singapore, Brunei, Philippines, Papua New Guinea, and East Timor). In case of ongoing projects, only the portion completed during the reference period will be taken into consideration.
(2) Experience in organizing and conducting stakeholder engagement and public participation processes
The tenderer (be he a single tenderer or consortium) must submit at least 2 references that are each comparable to the tendered contract in terms of the nature of work, the scope and complexity of tasks and the environment in which the services were rendered.
A reference is considered comparable to the tendered contract in the above sense, if all of the following requirements are met:
- Projects in the transport sector with strong focus on stakeholder engagement and public participation processes
- Organizing and conducting stakeholder engagement and public participation processes, including dialogues with civil-society and with public authorities.
- Organizing public-relation measures in relation to transport projects.
- Minimum value of € 100,000
At least one of the references must have been implemented in the Project region. In case of ongoing projects, only the portion completed during the reference period will be taken into consideration.

A tender has to be submitted exclusively electronically. A signature is not required. Tenderers must carry out any electronic submission using the supplier portal of our e-tender platform https://ausschreibungen.kfw.de.
The submission of a tender requires a registration and a login. After a successful registration and login please use the tab ‘Supplier Wizard’ to open your personal overview and to submit your tender. KfW will examine the eligibility of tenderers on the basis of the self-declarations a tenderers submits using the form "Declarations concerning eligibiliy" and the templates for reference lists. A tenderer, a consortium and each other undertaking, a tenderer relies on to demonstrate its eligibility, has to prove with a self declaration (tick boxes of the supplier Wizzard) that there are no reasons for an exclusion due to Sections 123 and 124 of GWB.
A preparation study was produced by the company "PT. Multi Graha Consult & Engineering" (Jakarta, Indonesia). KfW implements the following adequate measures in the event this company participates in the Tender Procedure to safeguard the non-distortion of competition: KfW provides the final completion report of the SUMP preparation study of 11th March 2022 on presentation of a duly filled out and signed Non Disclosure Agreement. Moreover KfW extends the minimum timeline for the submission of Tenders.
KfW intends to facilitate a phased open procurement procedure with a preselection of tenderers. KfW will invite all preselected tenderers for a presentation meeting.
