81280908 - Quality & Help Desk
On behalf of the Federal Ministry for Economic Cooperation and Development (BMZ), GIZ is implementing a lot of different digital solutions in various sectoral and global projects united in the department GloBe. All these global projects need special expertise during the next years. With this tender we want to assure a Help&Quality Desk (HQD) to coordinate a group of subject matter experts (SMEs) for special IT areas.
The HQD will therefore act as first and central contact point to GIZ internal staff. The HQD supports them in specifying their needs, to identify the most suitable special expertise and to specify the tasks, the SME should perform.
Moreover, the HQD support the GIZ contact person of this contract to manage monitoring and accounting of the frame-contracts with the SME providers.
On request of the GIZ contact person of this contract, it supports SMEs with regional or sectoral briefings or with backstopping services during their consultations. So that the SME get a better understanding of the role of the GIZ in the development projects and relevant cultural information.
Please note, that this tender is one lot of the whole project. This tender is only about the "Quality & Help Desk". The other lots (see "areas" in the long description) will be subject of seperate tenders.

The promotion and dissemination of digitisation is a development policy goal in its own right, which the Federal Ministry for Economic Cooperation and Development (BMZ) is pursuing in a special way together with its partners. On behalf of the BMZ, GIZ is implementing a lot of different digital solutions in various sectoral and global projects united in the department GloBe. In addition to the BMZ Digital Transformation Centres operating worldwide, these include a wide range of projects such as the Fairwork Foundation, the European Union-African Union Data Markets, ICT building blocks, blockchain partnerships, cyber security and open data for policy-making. In line with the needs and potentials of the partners, these projects support local capacities to shape the digital transformation themselves.
Working in Germany and also in countries all over the world, all these global projects need special expertise during the next years. With this tender we want to assure a group of quality proofed, subject matter experts (SMEs) for these areas:
- Data governance
- Open data and data sharing
- Data analytics
- Artificial Intelligence
- Blockchain
- Cyber Security
- IT Project Management
- Cloud & Infrastructure
The selected experts will consult our internal employees as well as our external partners. External partners could be officials from governance, member of social society or local start-ups.
The specific services can range from general advice over the preparation of studies to concrete support in technical implementation.
One goal of this tender is to assure that the SMEs also have profound knowledge of and experience in the sector International Collaboration and Development. In addition, to help our internal staff in the selection of the right expertise and to improve the specific development context knowledge within the SME"s we also like to have a
- Help&Quality Desk.
The Help&Quality Desk will therefore act as first and central contact point to GIZ internal staff. The Help&Quality Desk supports them in specifying their needs, to identify the most suitable special expertise and to specify the tasks, the SME should perform. It gets in contact with the focal person of the SME providers and establish the contact between the SME, which is selected by the SME provider and the GIZ internal staff.
Moreover, the Help&Quality Desk support the GIZ contact person of this contract to manage monitoring and accounting of the frame-contracts with the SME providers.
On request of the GIZ contact person of this contract, it supports SMEs with regional or sectoral briefings or with backstopping services during their consultations. So that the SME get a better understanding of the role of the GIZ in the development projects and relevant cultural information.
In detail the tasks to be performed are:
- Operating the service on German working days. Contact via telephone, email and MS-Teams should be supported.
- Response to requests latest on next working day. The response should either help to clarify the request or show that the Help&Quality Desk got into contact with the SME.
- Advising GIZ staff on the specification of their requests. In selecting the most suitable SME, estimating the number of working days required, the duration and the location of the work (virtual or in-person).
- Preparation of the exact assignment, scope of work, budget estimation for call-off from framework contract for the SME (E.g. exact assignment, budget, travel budget, PN of the GIZ requester and verification/clarification of the availability of the SME)
- Controlling the SME"s invoice with respect to the order and the GIZ travelling rules which is based on the country table of BMF for travel expenses (BMF-Rundschreiben zu Reisekostenvergütung https://www.bundesfinanzministerium.de). Monitoring of all SME tasks (GIZ client, GIZ project, date of order, start and end date of delivery, number of days, travel expenses, documentation of order, client acceptance documentation, costs)
- Managing and monitoring the total budgets of the contracts with the SME providers
- On request of the GIZ contact person the Help&Quality Desk will support the SMEs with relevant knowledge in advance and during their consulting.

According to Article 160, Section 3 of the German Act Against Restraint of Competition (GWB), application for review is not permissible insofar as
1. the applicant has identified the claimed infringement of the procurement rules before submitting the application for review and has not submitted a complaint to the contracting authority within a period of 10 calendar days; the expiry of the period pursuant to Article 134, Section 2 remains unaffected,
2. complaints of infringements of procurement rules that are evident in the tender notice are not submitted to the contracting authority at the latest by the expiry of the deadline for the application or by the deadline for the submission of bids, specified in the tender notice.
