With the project "Local and Provincial Economic Development (LPED) / Green Resilient Agricultural Productive Ecosystems GRAPE)" (PN 2018.2064.6), we are strengthening sustainable and climate-adapted agricultural ecosystems at the local level. The project is implemented on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ) and co-financed by the European Union (EU) and the Ministry of Foreign Affairs of Finland. The interdisciplinary project at the intersection of sustainable economic development (local economic development) and agriculture (climate-sensitive and climate change-adapted agricultural value chains) works in selected rural and urban communities of different altitudinal zones - from the plains at the foot of the Himalayas to the high mountain regions.
Community actors are empowered through participatory approaches to identify local challenges and comparative advantages, identify common priority actions, and implement them together. Knowledge actors are empowered to generate locally adapted knowledge together with value chain actors. At the same time, actors in agricultural value chains are strengthened to adapt their production practices, processing, management and marketing to climate change. Cooperation, innovation and scaling-up are promoted through dialogue formats and joint learning. In this way, the project contributes to the resilience of economic and ecological ecosystems and promotes green growth and higher incomes.

The service provider supports the implementation of the action Green Resilient Agricultural Productive Ecosystems (GRAPE) in Karnali and Sudurpaschim.
The main objective (work package 1) of the services by the contractor is ensure project presence and project management in the Humla-Cluster, namely in the two partner municipalities Simikot and Karpunath. In this function, the contractor sets up a project office in Simikot and manages relations with partner municipality officials, municipality level stakeholders and other project partners such as the regional knowledge organization ICIMOD, iNGOs, NGOs, universities, research organizations and organizations providing agricultural extension services intervening in the implementation of the project in the cluster. Wherever needed, the contractor supports coordination with the partner province, managed by GIZ staff based in the province capital. The cluster office ensures strategic exchange and operational planning on cluster level and feeds it into overall strategic and operational planning of the project.
The contractor also provides support the implementation of Field of Action (FA) 1 (work package 2), which focusses on strengthening partner municipalities and provinces in their capacity to improve economic development around climate smart agriculture and for natural resources and landscapes management related climate sensitive measures. In this context, the contractor supports dialogue formats, exchange platforms, strategic planning and the drafting of technical, budgeted investment projects for municipalities with short term-expertise and upon the request of the project. He uses tools following the Local and Regional Economic Development (LRED) approach to support partners in identifying priorities, comparative advantages and strategic actions on local and provincial level, and organizes trainings for municipal planning following Nepal"s 7-step-planning-process.
The second work package applies to all 19 partner municipalities (6 clusters) in Sudurpaschim and Karnali provinces.
The service provider is expected to manage a project office in Simikot (Humla district), staffed with two permanent experts: one cluster manager and one junior advisor. As a team, they will work on the intersection of sustainable economic development (local economic development) and agriculture (climate-sensitive and climate change-adapted agricultural value chains).
For the other services (support to FA 1, LRED measures and further trainings), a flexible pool of short-term experts is required.
With his services, the service provider makes contributions to several indicators, but is not solely responsible for one of them. The services are to be provided from the date of signing until the November 2024, one month before project closure.
GIZ is entitled to extend the period for fulfilment of the original contract by unilaterally notifying the Contractor. For details, please see the special terms and conditions.
The assignment will only be entrusted to companies with the required expertise and capacity (eligible companies), which meet the criteria listed in the document "Request to participate and Eligibility declaration by applicants (Call for competition)", and which are not excluded under the terms of Sections 123 or 124 of the German Act against Restraints of Competition (GWB), or who can prove restoration of their integrity in line with Section 125 of the same act.
If there is a previously announced limit to the number of applicants, an assessment will be carried out according to the relevant evaluation scale included in the tender documents.
GIZ may optionally commission contract amendments and/or increases based on the criteria in the tender documents to the successful bidder of this tender. For details, please see the special terms and conditions.

According to Article 160, Section 3 of the German Act Against Restraint of Competition (GWB), application for review is not permissible insofar as
1. the applicant has identified the claimed infringement of the procurement rules before submitting the application for review and has not submitted a complaint to the contracting authority within a period of 10 calendar days; the expiry of the period pursuant to Article 134, Section 2 remains unaffected,
2. complaints of infringements of procurement rules that are evident in the tender notice are not submitted to the contracting authority at the latest by the expiry of the deadline for the application or by the deadline for the submission of bids, specified in the tender notice
3. complaints of infringements of procurement rules that first become evident in the tender documents are not submitted to the contracting authority at the latest by the expiry of the deadline for application or by the deadline for the submission of bids,
4. more than 15 calendar days have expired since receipt of notification from the contracting authority that it is unwilling to redress the complaint.
Sentence 1 does not apply in the case of an application to determine the invalidity of the contract in accordance with Article 135, Section 1 (2). Article 134, Section 1, Sentence 2 remains unaffected.
