According to the United Nations Refugee Agency (UNHCR), Jordan still offers protection to more than 670,673 Syrian refugees, most of them since 2014 (as of August 2021). Unofficial estimates are much higher, estimating that the Syrian refugees account for at least ten percent (approxi-mately 1,1 mil) of the total population in Jordan 10,9 mil . Jordan is burdened by an extreme scar-city of water and the challenges related to this have been compounded by the influx of Syrian ref-ugees which caused increased pressure on water and wastewater infrastructure. Zaàtari Camp, one of the largest refugee camps in the world, is located in the Jordanian desert about 10 km west of Al Mafraq city, since its establishment in 2012, has evolved from a small collection of tents into an urban settlement, which currently is the home to about 79,000 registered refugees who have fled from the civil war in their home country Syria. Most of the camp residents are women and children.
The assignment will require the consultants to:
- develop the Conceptual Design,
- prepare tender documents for the system design & build and commissioning, and
- execute the construction supervision during implementation of the Sludge Management in Zaàtari Refugee Camp solution.
The completed full feasibility study will provide the starting point for this assignment and the agreed upon solution with the stakeholders. The solution should reduce operational costs, be environmentally friendly, enhance healthy living conditions and provide a further source of water for irrigation use in the Za"atari neighbouring host community.
While ensuring that there is political support and agreement on the outputs of this assignment together with the key decision makers involved in this project. The project is jointly funded by the EU Regional Trust Fund in Re-sponse to the Syrian Crisis (EUTF Syria) and the German Federal Ministry for Economic Cooperation and Development (BMZ).

According to Article 160, Section 3 of the German Act Against Restraint of Competition (GWB), application for review is not permissible insofar as
1. the applicant has identified the claimed infringement of the procurement rules before submitting the application for review and has not submitted a complaint to the contracting authority within a period of 10 calendar days; the expiry of the period pursuant to Article 134, Section 2 remains unaffected,
2. complaints of infringements of procurement rules that are evident in the tender notice are not submitted to the contracting authority at the latest by the expiry of the deadline for the application or by the deadline for the submission of bids, specified in the tender notice.
3. complaints of infringements of procurement rules that first become evident in the tender documents are not submitted to the contracting authority at the latest by the expiry of the deadline for application or by the deadline for the submission of bids,
4. more than 15 calendar days have expired since receipt of notification from the contracting authority that it is unwilling to redress the complaint.
