The project "Private Sector Development and Innovation" (PSI) aims to improve the conditions for innovation in the Egyptian manufacturing sector. It is part of a wider programme "Private Sector Promotion" of the German Development Cooperation in Egypt.
The project consists of four outputs: 1) Strengthen cooperation between public agencies and business associations and institutions to promote innovation; 2) Establish new and improved services for product and process innovations in the market; 3) Improve cooperation between enterprises towards integration into national and international supply chains; 4) Develop innovative financial services for the formal and informal sectors.

With the requested consultancy service, the business community of four selected manufacturing sectors - food processing, chemicals, Engineering (mechanical and electrical engineering), and printing & packaging - will be supported in developing strategies and actions for a medium- to long-term orientation (until 2025 and beyond).
In a participatory process over a period of 15 months, the contractor will support businesses and associations from relevant manufacturing industries in drawing up strategies and concrete action plans with the goal to better position themselves in national and international markets, integrate into supply chains, develop concepts for modernisation based on market expectations, develop new capacities, and more. The strategic support is expected to result primarily in direct business action that responds to the identified sectoral challenges. In addition, the contractor shall develop recommendations for and provide targeted advice to public institutions and business promotion agencies.
The contractor is responsible for supplying 2 main work packages which are tightly connected:
Work package 1: Assessment of Challenges and Opportunities of Manufacturing Industries, and Development of Measures to Foster Private Sector Innovation
Following a review of available sectoral studies and development strategies (as stated above a sector development strategy for the chemical industry and a thorough analysis for the food sector is available and can be built on) the contractor will establish a dialogue with the business community, which includes entrepreneurs, senior managers and executives of businesses as well as sectoral business associations for each of the four sub-sectors. The dialogue is supposed to capture views about the future orientation when it comes to realizing business opportunities in the 4 selected manufacturing industries. The dialogue also includes the resulting requirements for modernizing and adjusting technical and organisational processes within the 4 sectors. It is also crucial to explore for each sector the main constraints and opportunities in value chains innovation among the sector and reflect linkages and interdependencies within the supply chain.
Work package 2: Development of action & modernization plans for manufacturing industries
In work package 2, the contractor develops an action & modernization plan with a medium-term perspective (3 years) for each sector (in total 4 plans). Work package 2 is building on the results of work package 1.
The plans shall entail concrete actions and responsibilities when it comes to contributing to the implementation. Responsible parties may include relevant (a.o.) businesses, business associations, and other service providers to the manufacturing industries. Plans should be clear, concise, and written from the business perspective. Strong communication with the stakeholders is key when developing the action plans to encourage ownership of the proposed roles (see indicator 1.2).
The plans must include actions for strengthened cooperation within each sector and across sectors. Aspects of innovation and modernisation in each sector and its broader supplying industry should also be addressed. In addition, the measures should target improvements in the sectoral specific business environment. The plans must reflect environmental and gender considerations. The plans should also build in the proposed public support and interventions of international donors (including the BMZ programme "Private Sector Promotion").
The draft plans will be presented to and discussed with the business community in adequate formats (e.g. workshops, task force meetings). The finalized sectoral plans will be presented in launch events (physically if the pandemic situation permits). Beyond private sector participation public stakeholders including MTI are critical participants of these events.

A selection will be made under all eligible participants based on the following criteria:
Technical experience
1. Industrial development planning and advice to governments - 10%
2. Experience in business consulting to the private sector on industrial innovation - 15%
3. Industrial strategy development on a sectoral level - 10%
4. Crafting Industrial policies - 15 %
5. Fostering communication and cooperation between public and private sectors - 15%
Regional experience
Regional experience in the World - 25%
Experience of development projects (at least 50% ODA-financed) - 10%

Abschnitt III: Rechtliche, wirtschaftliche, finanzielle und technische Angaben

According to Article 160, Section 3 of the German Act Against Restraint of Competition (GWB), application for review is not permissible insofar as
1. the applicant has identified the claimed infringement of the procurement rules before submitting the application for review and has not submitted a complaint to the contracting authority within a period of 10 calendar days; the expiry of the period pursuant to Article 134, Section 2 remains unaffected,
2. complaints of infringements of procurement rules that are evident in the tender notice are not submitted to the contracting authority at the latest by the expiry of the deadline for the application or by the deadline for the submission of bids, specified in the tender notice.
3. complaints of infringements of procurement rules that first become evident in the tender documents are not submitted to the contracting authority at the latest by the expiry of the deadline for application or by the deadline for the submission of bids,
4. more than 15 calendar days have expired since receipt of notification from the contracting authority that it is unwilling to redress the complaint.
Sentence 1 does not apply in the case of an application to determine the invalidity of the contract in accordance with Article 135, Section 1 (2). Article 134, Section 1, Sentence 2 remains unaffected.
