GIZ is implementing a project entitled Improving Social Protection and Health in Cambodia on behalf of the German Federal Ministry for Economic Cooperation and Development. This project is commissioned to provide technical support to the Royal Government of Cambodia - specifically the National Social Protection Council - to implement the reforms stated in the National Social Protection Policy Framework 2016 - 2025. The project"s objective is as follows: The social protection and health system is strengthened with regard to shock-responsiveness, inclusiveness and service quality. It consist of five outputs: (1) The strategic framework for the ongoing development of the social protection system has been improved (2) The social protection system is better equipped to take account of the needs of vulnerable groups (3) The implementation capacities of social protection operators have been strengthened (4) The methodological foundations for competency-based training of doctors and laboratory technicians have been improved (5) The capacities of the laboratories for quality-assured diagnostics have been enhanced. The project term is from October 2021 to September 2024.
Specifically for the subject of Social Protection, the project will work in areas such as improving the shock responsiveness of the overall national social protection system and selected social protection programs, develop the digital social protection strategy and support its implementation, design and pilot a social protection technical and vocational education and training program, harmonise the complaints management system, social protection entitlements awareness building, evolution of the IDPoor program towards a social registry, better inclusion of vulnerable groups especially disadvantaged women groups, operationalisation of the newly founded social security regulator, strengthening of sub-national actors crucial to the social protection programs, operationalisation of the social assistance single operator, and further improving social health insurance operations.

The project seeks the services of a contractor who could provide a pool of social protection experts to support the project implementation efforts. The fields of expertise are Social Security Regulation, Sub-national Delivery Capacity Improvement, and Organisational Development (in the context of social protection actors). These experts will be asked to provide analysis, advice, and produce specific outputs based on the work areas jointly identified by the GIZ project staff members and the counterparts in government. Besides the short-term experts in the mentioned fields, the contractor"s expert pool manager and national coordinator will manage the short-term experts, liaison with GIZ and government actors, and ensure quality of outputs.
For Social Security Regulation, the expert(s) are expected to provide advice to the newly founded Cambodia Social Security Regulator to improve the detailed design, further mature operational procedures, backstop these nascent business processes, and build capacity at the business units and individuals. The organisation is now in the process of starting up with a few key staff members tasked with designing the details. Technical support by GIZ is ongoing and the contractor is envisioned to further intensify the technical assistance. The goal at the end of the project term is for the Social Security Regulator to be operating successfully.
In Sub-national Delivery Capacity Improvement, the expert(s) are needed to design assessment framework which can be used to identify knowledge and skills gap in social protection program front-liners (village chiefs, commune councillors), supervise the capacity assessment exercise, design capacity improvement interventions, and provide technical backstopping to the implementation of the chosen interventions. This area of work is to improve the ability of village chiefs and commune councillors to support those eligible for social protection programs, allowing the people to better navigate the bureaucracy and take up their entitlements. The contractor"s expert(s) are expected to cooperate with local service providers which will be hired directly by ISPH to conduct the capacity assessment and capacity improvement interventions.
Across both areas of work, it is envisioned that general organisational development experts are needed. In the area of strengthening the Social Security Regulator, organisational development expertise is necessary to improve the design and operations of the new organisation. For strengthening sub-national actors in social protection program management, general advice on how to improve organisational set-up at the village, commune, district, province and ministry level is necessary.

According to Article 160, Section 3 of the German Act Against Restraint of Competition (GWB), application for review is not permissible insofar as
1. the applicant has identified the claimed infringement of the procurement rules before submitting the application for review and has not submitted a complaint to the contracting authority within a period of 10 calendar days; the expiry of the period pursuant to Article 134, Section 2 remains unaffected,
2. complaints of infringements of procurement rules that are evident in the tender notice are not submitted to the contracting authority at the latest by the expiry of the deadline for the application or by the deadline for the submission of bids, specified in the tender notice.
3. complaints of infringements of procurement rules that first become evident in the tender documents are not submitted to the contracting authority at the latest by the expiry of the deadline for application or by the deadline for the submission of bids,
4. more than 15 calendar days have expired since receipt of notification from the contracting authority that it is unwilling to redress the complaint.
Sentence 1 does not apply in the case of an application to determine the invalidity of the contract in accordance with Article 135, Section 1 (2). Article 134, Section 1, Sentence 2 remains unaffected.
