On behalf of the Federal Ministry for Economic Cooperation and Development (BMZ), GIZ is implementing numerous digital solutions in various sectoral and global projects united in the department GloBe. All these global projects need special expertise during the next years. With this tender we look for a team of Experts in the area of: Artificial Intelligence.
The following consulting services on artificial intelligence are to be provided for projects on digital transformation and digital development:
Consultancy for GIZ and its partners on the following topics in a sustainable development context (not complete):
- the application of artificial intelligence (AI) and machine learning (ML)
- explanations of artificial intelligence and machine learning systems to non-expert audiences
- risk assessments with a focus on potential discrimination and mitigation measures
- the creation of training datasets for AI and ML
Assessment, design and support of AI and ML projects at GIZ.

The Deutsche Gesellschaft für Internationale Zusammenarbeit GmbH (GIZ) is a German federal enterprise in international cooperation for sustainable development. We work for our clients and together with our partners on more than 1,500 ongoing projects in around 120 countries. GIZ employs over 20,000 people worldwide. Of these, more than 4,000 work in Germany.
The promotion and dissemination of digitalisation is a development policy goal in its own right, which the Federal Ministry for Economic Cooperation and Development (BMZ) is pursuing in a special way together with its partners. On behalf of the BMZ, GIZ is implementing numerous digital solutions in various sectoral and global projects united in the department GloBe in addition to the BMZ Digital Transformation Centres operating worldwide. In line with the needs and potentials of the partners, these projects support local capacities to shape digital transformation.
With this tender we look for a team of experts in the area of Artificial Intelligence.
The following consulting services on artificial intelligence are to be provided for projects on digital transformation and digital development:
1. Consultancy for GIZ and its partners on the following topics:
a. the application of artificial intelligence (AI) and machine learning (ML) in a sustainable development context (E.g. in agriculture, mobility,?urban development, energy,?financial inclusion and the wider financial system and the public sector) , including the development, deployment and integration of ML systems with other software?
c. explanations of artificial intelligence and machine learning systems including the current status and potential of AI and ML that are accessible for a non-expert audience, in particular in GIZ"s partner countries?
d. risk assessments of the use of AI and ML in a sustainable development context, following international best practices and GIZs standards (will be provided)?and focussing on issues including potential discriminiation, especially of disadvantages groups, in training datasets and by AI/ML models, as well as mitigation measures for these identified risks, including approaches for de-biasing of training data
e. sustainability assessments for AI and ML deployments following GIZs the following three good practice standards 1) Principles for Digital Development? 2) criteria for ML projects (Annex A) and 3) "Self-sustaining Open AI cycle in nine steps" (Annex B)
a. analyses of the ecosystems of AI and ML including the mapping and assessment of stakeholders and analysis of framework conditions in partner countries of German Development Cooperation, nationally, regionally or globally?
b. contributions from a technical point of view to policy discussion around artificial intelligence e.g. data governance, local hosting requirements, data flows etc. ?
c. creation of material for and implementation of capacity building measures in GIZ"s partner countries, especially India, in the cross-section of AI and cyber security, especially on secure AI systems, the relationship between AI and cyber security and open AI training data and AI-based cybersecurity
d. the creation of training datasets for AI and ML in a sustainable development context, especially the creation of openly available datasets in a manner that ensures the sustainable maintenance and extension of such datasets
Such consultancy shall include for example:?
a. Participation in calls and other off-site activities like virtual working group meetings?
b. Coaching and mentoring of GIZ"s partners?
c. Desk research and drafting of factsheets?(2-4 pagers) and practical reports (up to 15 pages) on the topics?mentioned above.
c. On-site consulting including??
i. (1)?Design, preparation, organisation, documentation and results-based monitoring of working groups, workshops and missions in partner countries of FAIR Forward and Germany?
ii. (2) Speaking at events or finding speakers for events on topics mentioned above (list not exhaustive) and on-site participation in working groups, workshops and missions?
2. Assessment, design and support of AI and ML projects at GIZ. This?includes?
a. Support in drafting contracting documents in that area?
b. Identifying partners and stakeholders for such projects
c. Assessing of and advising on sustainability issues around such projects?
The fulfillment of these tasks should be informed and guided by GIZ"s approach to machine learning and artificial intelligence?and in close cooperation with the GIZ"s "FAIR Forward - Artificial Intelligence for All" project.?
GIZ may optionally commission contract amendments and/or increases based on the criteria in the tender documents to the successful bidder of this tender. For details, please see the terms of reference.

2. Declaration on the number of employees as at 31.12. of the previous year.

It is necessary to provide references in the technical field "artificial intelligence" and in "development cooperation" with a minimum commission value of [Betrag gelöscht] EUR.
1. At least 4 reference projects in the technical field "artificial intelligence" in the last 3 years and at least 3 reference projects in development cooperation in the last 3 years.
2. The technical assessment is only based on reference projects with a minimum commission value of [Betrag gelöscht] EUR.

According to Article 160, Section 3 of the German Act Against Restraint of Competition (GWB), application for review is not permissible insofar as
1. the applicant has identified the claimed infringement of the procurement rules before submitting the application for review and has not submitted a complaint to the contracting authority within a period of 10 calendar days; the expiry of the period pursuant to Article 134, Section 2 remains unaffected,
2. complaints of infringements of procurement rules that are evident in the tender notice are not submitted to the contracting authority at the latest by the expiry of the deadline for the application or by the deadline for the submission of bids, specified in the tender notice.
3. complaints of infringements of procurement rules that first become evident in the tender documents are not submitted to the contracting authority at the latest by the expiry of the deadline for application or by the deadline for the submission of bids,
4. more than 15 calendar days have expired since receipt of notification from the contracting authority that it is unwilling to redress the complaint.
Sentence 1 does not apply in the case of an application to determine the invalidity of the contract in accordance with Article 135, Section 1 (2). Article 134, Section 1, Sentence 2 remains unaffected.
