The GIZ Global Programme "Support to UNHCR in the Implementation of the Global Compact on Refugees in the Humanitarian-Development-Peace Nexus" has been commissioned by the BMZ to contribute to putting the GCR and the HDP Nexus into practice. Implementation takes place in in the following thematic fields: livelihoods, social housing and employment (Output A), sustainable energy solutions (Output B) policy advice on GCR (Output D) and direct support to the UNHCR Division of Resilience and Solutions (DRS (Output C)).
While Output B and D are being implemented exclusively by GIZ personnel in Ethiopia, Uganda, Kenya and Rwanda (even though in cooperation with UNHCR on the ground), Output A offers two examples of a joint implementation effort of both GIZ and UNHCR in Mexico and Mauritania, while Niger is implemented by UNHCR personnel solely. Output C offers another fruitful entry into the joint cooperation, as one team personnel operates between GIZ and UNHCR headquarter levels.

With the conclusion of the first Global Refugee Forum (GRF) in December 2019, it is now a priority for UNHCR to systematise and scale up its efforts to engage with development actors. Through developing and implementing approaches, collecting and sharing lessons learnt and good practice to stimulate organizational learning, the Global Compact on Refugees (GCR) is being operationalized and comprehensive responses facilitated at regional and country levels. The GCR highlights a more predictable and equitable responsibility-sharing vis-à-vis forced displacement settings, recognising that sustainable solutions for refugee situations cannot be achieved without international cooperation and a whole-of-society approach in a world where protracted complex conflicts and consecutive displacement situations have significantly multiplied. Furthermore, the GCR calls for the response to a crisis to supplement humanitarian services with development support for refugee and host communities alike. Against these developments, UNHCR has, under the leadership of the Division for Resilience and Solutions (DRS), significantly increased its engagement with development actors over the last years. In this role, it will, among many other aspects, engage in bringing together different stakeholders, each with their comparative advantage, within the Humanitarian Development Peace (HDP) Nexus to ensure better outcomes and more durable solutions for persons of concern.
The GCR is the worldwide acknowledged non-binding framework for implementing durable solutions in protracted displacement settings, while the discourse on the HDP nexus has attracted greater attention in high-level policy circles in recent years. However, lessons, evidence-base, knowledge and analysis of the practical implementation of the HDP nexus in a context of forced displacement are scarce.
To contribute to putting the GCR and HDP Nexus into practice, the BMZ commissioned the GIZ Global Programme "Support to UNHCR in the Implementation of the Global Compact on Refugees in the Humanitarian-Development-Peace Nexus" (from here on SUN GP). The SUN GP is implemented in the following thematic fields; livelihoods, social housing and employment, sustainable energy solutions and policy support to selected national (CRRF/GCR) government structures. The project is designed to foster cooperation between GIZ and UNHCR in various countries and sectors focusing on comparative advantages and mutual learning. An important element is to capture the work experiences and lessons learnt on effective cooperation mechanisms between a development and a humanitarian actor in various settings.
Implementation takes place in four Outputs in the following thematic fields: livelihoods, social housing and employment (Output A), sustainable energy solutions (Output B) policy advice on GCR (Output D) and direct support to the UNHCR Division of Resilience and Solutions (DRS (Output C)).

According to Article 160, Section 3 of the German Act Against Restraint of Competition (GWB), application for review is not permissible insofar as
1. the applicant has identified the claimed infringement of the procurement rules before submitting the application for review and has not submitted a complaint to the contracting authority within a period of 10 calendar days; the expiry of the period pursuant to Article 134, Section 2 remains unaffected,
2. complaints of infringements of procurement rules that are evident in the tender notice are not submitted to the contracting authority at the latest by the expiry of the deadline for the application or by the deadline for the submission of bids, specified in the tender notice.
3. complaints of infringements of procurement rules that first become evident in the tender documents are not submitted to the contracting authority at the latest by the expiry of the deadline for application or by the deadline for the submission of bids,
4. more than 15 calendar days have expired since receipt of notification from the contracting authority that it is unwilling to redress the complaint.
Sentence 1 does not apply in the case of an application to determine the invalidity of the contract in accordance with Article 135, Section 1 (2). Article 134, Section 1, Sentence 2 remains unaffected.
