HEBT Collimator
Procurement (development and construction and production) of a HEBT collimator system for FAIR
FAIR - Facility for Antiproton and Ion Research in Europe GmbH Planckstr. 1 64291 Darmstadt
The subject of the tender is the design, manufacture and testing of the HEBT beam collimation systems.
These collimators, which are used in FAIR's high-energy beam transport lines, serve as safety-relevant components for the operation of the FAIR plant. This places high demands on the mechanical, vacuum-physical and technical properties, which requires precise development and production of the components.
The high-energy beam transport system (HEBT) connects the heavy ion synchrotrons SIS18 and SIS100 with several experimental end stations and storage rings. It includes two beam collimation systems, the HEBT18 collimation system and the HEBT100 collimation system. The HEBT18 collimation system is located downstream of SIS18 in the beam delivery arc to the FAIR complex. The HEBT18 collimation system is used to collimate unwanted charge states behind a charge state stripper. This system consists of three pairs of horizontally moving collimators. The HEBT100 collimation system is located behind the SIS100 in the beamline to the CBM experiment. The HEBT100 collimation system is used to collimate the beam halo before the beam reaches the downstream experiments. This system consists of four pairs of collimators, two moving horizontally and two moving vertically. A total of 14 collimator jaws are moved independently of each other.

- Company description (to be submitted with the participation application/offer by means of self-declaration): including the data requested on the FAIR form, such as number of employees in the last three years, etc.
Notice:
Failure to submit any of the required forms in due form or time may result in disqualification of the participation application/bid.
Missing or incomplete documents may be subsequently requested by the awarding authority; however, applicants/bidders cannot rely on a subsequent request being made.
Missing documents at the end will lead to exclusion.
Documents to be submitted:
- Information on total turnover and contract-related turnover (to be submitted with the bid by means of a self-declaration): Declaration on the total turnover of the company as well as the turnover relating to the particular type of service which is the subject of the award, in each case relating to the last 3 financial years - on the FAIR Form Company Presentation.
- Proof of business/professional liability insurance (to be submitted with the bid by means of a self-declaration): Specification of the insurance company and the amount of coverage on the FAIR form.

- Description of reference projects (to be submitted with the application for participation by means of a self-declaration)
- Certification in accordance with DIN EN ISO 9001 (or comparable certification) (to be submitted with the request to participate by means of a self-declaration).

Missing documents at the end lead to exclusion
All intended subcontractors must be named with the bid submission. Each intended subcontractor must submit the same proof of suitability as the main contractor when submitting the bid.

The applicants are made aware of the legal meaning of § 160, para. 3 of the German Act Against Restraints of Competition, particularly its no. 4.
§ 160 Introduction, Application
(1) The public procurement tribunal shall initiate review procedures only upon application.
(2) Every undertaking which has an interest in the contract and claims that its rights under § 97 para. 7 were violated by non-compliance with the provisions governing the awarding of public contracts has the right to file an application. In doing so, it must be shown that the undertaking has suffered a loss, or may be about to suffer a loss, in consequence of the alleged violation of provisions governing the awarding of public contracts.
(3) The application is inadmissible, if
1. the applicant became aware of the violation of provisions governing the awarding of public contracts during the award procedure and did not object to the contracting entity without undue delay.
2. violations of provisions governing the awarding of public contracts which become apparent from the tender notice are not notified to the contracting entity by the end of the period specified in the notice for the submission of a tender or application.
3. violations of provisions governing the awarding of public contracts which only become apparent from the award documents are not notified to the contracting entity by the end of the period specified in the notice for the submission of a tender or application.
4. more than 15 calendar days have expired since receipt of notification from the contracting entity that it is unwilling to redress the complaint.
Sentence 1 shall not apply to an application under § 101b (1) no. 2 to have the award contract declared ineffective. § 101a para. 1 sentence 2 shall remain unaffected.
