81272408-Expert Pool Energy Efficiency and Renewable Energy in Algerian Municipalities
On behalf of the German Ministry for Economic Cooperation and Development (BMZ), the project "Green Municipalities" implemented by GIZ in Algeria is supporting the efforts of the Algerian Ministry of Interior, Local Communities, and Territory Planning (MICLAT) to promote the use of Renewable Energy (RE) and Energy Efficiency (EE) in Algerian municipalities.
Through this project GIZ will contribute by sharing German and international technical expertise on both, EE and RE. This includes:
- Development and implementation of action plans for RE and EE in four pilot municipalities (Bechar, Djelfa, Relizane, Souk-Ahras). (output1)
- Promoting the exchange of experience between municipalities, on energy management within regional networks (Adrar, Jijel, Mascara and Msila). (output 2)
- Development of selcted RE and EE technologies value chains and aiming at a better participation of local companies. (output 3)
- Development of a regulatory and normative framework for grid integration of small PV installations and incentives for the promotion of RE and EE technologies and services. (output 4).

The following tender contributes to achievement of Output 1, which supports four pilot municipalities with the development and implementation of their RE and EE action plans. It is intended to embed the action plans in the municipalities and to promote the participation of citizens in decentralized structures. Major milestones for Output 1 are the draft action plans that are based on energy audits, the realization of one RE and one EE measure for each pilot municipality, and the completion of two awareness-raising communication measures per pilot municipality.
To prepare this assignment, GIZ is currently supporting the 4 municipalities in auditing their assets, identifying their detailed energy consumption and energy saving potential. The audits are mainly walkthrough audits including data analysis of energy consumption (Electricity, gas and fuel) of the municipal structures (Schools, mosques, administrative building, street lighting etc.) with sample measurement that will be conducted in selected structures. It"s highly likely that street lighting will be the highest electricity consumer followed by AC for schools, mosques, and other municipal buildings.
The contractor for the assignment at hand will build on the deliverables of the audit missions (this will include audit reports of the 4 municipalities, and draft action plans (short term and long terms) with proposed RE and EE measures.
The contractor will have to:
- Identify 2 measures per municipality through comparative studies
- Conduct feasibility and execution studies for each measure.
- Provide technical support for the municipalities in preparing and conducting the bidding procedures.
- Follow up with local implementing companies to ensure quality control,
- Provide trainings and advisory services to the officers in charge at the municipalities, and to the local implementing companies.
- Verify and ensure that O&M procedures are set up and follow international standards
- Train local actors to ensure the sustainability of the installation and support the municipality to implement a monitoring procedure to monitor the impact of the measures.
- Assess the final impact during the project, of the different measures and provide detailed reports on implemented activities (energy savings, CO2 emission reduction, and cost savings), including knowledge transfer and impact of capacity building measures for municipal representatives taking part in the project.

According to Article 160, Section 3 of the German Act Against Restraint of Competition (GWB), application for review is not permissible insofar as
1. the applicant has identified the claimed infringement of the procurement rules before submitting the application for review and has not submitted a complaint to the contracting authority within a period of 10 calendar days; the expiry of the period pursuant to Article 134, Section 2 remains unaffected,
2. complaints of infringements of procurement rules that are evident in the tender notice are not submitted to the contracting authority at the latest by the expiry of the deadline for the application or by the deadline for the submission of bids, specified in the tender notice.
3. complaints of infringements of procurement rules that first become evident in the tender documents are not submitted to the contracting authority at the latest by the expiry of the deadline for application or by the deadline for the submission of bids,
4. more than 15 calendar days have expired since receipt of notification from the contracting authority that it is unwilling to redress the complaint.
Sentence 1 does not apply in the case of an application to determine the invalidity of the contract in accordance with Article 135, Section 1 (2). Article 134, Section 1, Sentence 2 remains unaffected.
