Within the context of the bilateral development cooperation with Albania, the "Sustainable Economic and Regional Development, Employment Promotion and Vocational Education and Training" (short: ProSEED) supports the Albanian Ministry of Finance and Economy (MoFE), Prime Minister"s Office (PMO), the Minister of State for Protection of Entrepreneurship as well as other relevant institutions. The project follows the integrated approach in the area of promoting employment, whose aim is to support the labour market both in terms of supply and demand. The programme has five components: (i) Technical and Vocational Education and Training (TVET), (ii) Promotion of micro, small and medium-sized enterprises (MSMEs), (iii) Social participation of youth and minorities, (iv) Strategies and frameworks for regional development, economic growth and employment and (v) Promotion of the innovation system. The programme has no particular sectoral or regional focus, which means that MSMEs from all sectors can be supported as long as they have a need for support and there is no overlap with activities of other donors.

The Advisory Facility for the COVID-19 Crisis Mitigation (in the following briefly called CoSolve- 19) is a joint initiative of the bilateral programmes "Sustainable Economic and Regional Development, Employment Promotion and Vocational Education and Training" (short: ProSEED) and "Sustainable Rural Development" (short: SRD) to solve the issues related to COVID-19 together with Albanian Micro, Small and Medium Enterprises (MSME). The CoSolve-19 initiative consists mainly of advisory services and coaching. It has started its activities in October 2020 by focusing on agriculture, tourism, retail and manufacturing businesses.
In order to continue with activities of the CoSolve-19 initiative, ProSEED programme seeks for a contractor which conducts advisory service measures for up to 450 MSMEs from agriculture, tourism as well as other sectors. The advisory and coaching will support MSMEs that were severely hit by the consequences of coronavirus crisis in Albania, first and foremost, to maintain employment or even increase it. The tasks will focus on cushioning the aftermath of the COVID-19 crisis; as well as the recovery of the business and their adaptation to the new situation based on the needs and circumstances that each MSME is facing in its specific sector.
Based on the needs of the business and situation of the respective sector, the contractor will design and conduct a tailor-made coaching and advisory service package in the above-mentioned areas which will trigger necessary changes in the advised MSMEs. By supporting a total of 450 MSMEs from Agriculture, Tourism and Other sectors, the CoSolve-19 initiative will make a strong contribution to the social and economic development of the above mentioned sectors, as it preserves sound companies" structures in these challenging times and ensures that the MSMEs become more diverse and resistant for the period after the COVID-19 crisis. Each coaching and advisory service package will comprise individual advisory hours as well as specialized training workshops/webinars for the participating MSMEs. In addition to the advice on options for change and adaptation, this service package is also intended to provide guidance on access to finance and to create awareness towards the general benefits of "green" operations, such as eco- and climate friendly measures, in the MSME context.
The advisory service package should only differ slightly for the up to 100 MSMEs which show a potential to implement digital solutions in the sense that they will receive a focused range of individual advisory services and an extended creation and implementation workshop.
All sessions and planned activities shall be offered either physically or online depending on the coaching format, needs addressed by the MSMEs as well as the situation with Covid-19. If the coaching is planned to be conducted in an online format, the contractor must choose an appropriate software which all MSMEs can access.
The contractor is asked to carry out the services by a mix of local and international experts drawing on state-of-the-art in coaching as well as profound insights in methods for change management in the context of crisis and the resulting needs for adaptation. The contractor should have broad expertise to coach and advise MSMEs from Agriculture, Tourism and Other sectors. At the same time, since it is not clear how the companies are distributed across the sectors, the contractor should have a high degree of flexibility with regard to the sector focus of the coaching and advisory services.

According to Article 160, Section 3 of the German Act Against Restraint of Competition (GWB), application for review is not permissible insofar as
1. the applicant has identified the claimed infringement of the procurement rules before submitting the application for review and has not submitted a complaint to the contracting authority within a period of 10 calendar days; the expiry of the period pursuant to Article 134, Section 2 remains unaffected,
2. complaints of infringements of procurement rules that are evident in the tender notice are not submitted to the contracting authority at the latest by the expiry of the deadline for the application or by the deadline for the submission of bids, specified in the tender notice
3. complaints of infringements of procurement rules that first become evident in the tender documents are not submitted to the contracting authority at the latest by the expiry of the deadline for application or by the deadline for the submission of bids,
4. more than 15 calendar days have expired since receipt of notification from the contracting authority that it is unwilling to redress the complaint.
Sentence 1 does not apply in the case of an application to determine the invalidity of the contract in accordance with Article 135, Section 1 (2). Article 134, Section 1, Sentence 2 remains unaffected.
