The expansion of industrial production has led to exacerbated environmental challenges in Jordan. Consequently, enabling the industrial sector to become more resource efficient would not only reduce production costs and therefore the competitiveness of businesses, but it would also be a valuable contribution to protecting Jordan"s environment. However, only a small number of Jordanian enterprises are integrating resource-efficient technologies into their production processes. One root-cause is a lack of local service providers that not only offer support in identifying economically viable investments and process innovations but also advisory services to navigate the financial sector. To make matters worse, also public institutions or private-sector support networks have currently no support offers focusing on resource-efficient and cleaner production.
Therefore, the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is seeking a contractor to implement the project "Creating an Ecosystem of Green Business Development Services in Jordan", which is part of the overall Green Action in Enterprises (GAIN). The objective of GAIN is that the private sector uses improved framework conditions to implement environmentally friendly and resource-saving production. In this context, GIZ is seeking to commission a contractor to provide a range of specialised Environmental Business Advisory Services (Green Business Development Services (BDS)) expertise relating to five packages of services: 1. Study on Green BDS Supply; 2. Study on Green BDS Demand; 3. Strengthening the Green BDS Ecosystem; 4. Supporting Medium and Large Companies with Customised Packages of Green BDS; and 5. Green Awareness Raising.

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is seeking a con-tractor to implement the project "Creating an Ecosystem of Green Business Development Ser-vices in Jordan", which is part of the overall Green Action in Enterprises (GAIN) project.
The overall objective of the GAIN project is that the private sector uses improved framework conditions to implement environmentally friendly and resource-saving production.
To achieve this goal the GAIN project comprises 3 Outputs:
(1) The technical capacities of selected state institutions to regulate and promote environ-mentally friendly and resource-conserving production have been strengthened.
(2) Companies have improved access to technical and financial support services for the implementation of environmentally friendly and resource-saving production methods.
(3) The technical and economic feasibility of environmental and resource protection measures in the production processes of private companies has been proven.
In this context, GIZ is seeking to commission a contractor (and a local partner) to provide a range of specialised Environmental Business Advisory Services (Green BDS) expertise relat-ing to five packages of services:
(1) Study on Green BDS Supply
The first work package is to undertake a detailed study on the current supply of Green BDS. It will cover individual consultants, consultancies, quasi/state bodies, universities, think tanks, NGOs, Business chambers and associations, etc. and identify Green BDS capacities, services, gaps, demand for new services, certification, etc. It will involve a combination of quantitative and qualitative methods resulting in a report with detailed analysis and clear recommendations to strengthen the Green BDS ecosystem.
(2) Study on Green BDS Demand
It is important to understand the demand for Green BDS with a focus on large and medium-sized enterprises in the food processing, pharmaceuticals, chemicals, textiles and mining sec-tors. It will be done in cooperation with Jordanian Chamber of Industry to maximize the re-sponse rate. The study will enable GAIN to develop the Capacity Building programme and Call for Proposals (see 3 and 4 below). It will involve a combination of quantitative and qualitative methods resulting in a report with analysis and recommendations.
(3) Strengthening the Green BDS Ecosystem
Several capacity building (CB) actions will be delivered to the Green BDS Ecosystem:
- Prepare the Green BDS CB Programme: demand-oriented topics and themes applicable to all sectors, mixture of theory and practice, case study based, etc.
- Prepare the Related CB Programme: non-green BDS skillsets essential to Green BDS pro-viders (e.g. making applications for funds/banks, working with corporates, etc.)
- Select BDS providers based on transparent selection criteria
- CB delivery, logistics, handouts, evaluations, certificates, trainers, etc.
- Support with selected Certification, where relevant.
(4) Supporting Medium and Large Companies with Customised Packages of Green BDS
Customised packages of Green BDS will be delivered to 20 firms in the target group. This in-volves the preparation of a Manual and Calls for Proposals (online) and selection on a trans-parent basis. It is essential to ensure that the capacitated Green BDS providers via the previ-ous activity (see 3) are involved whenever possible in the delivery of the support to the select-ed companies in order to deepen marketable Green BDS capacities and skillsets. Support to companies is envisaged to take 3 main forms:
- Coordination of delivery of customized packages of Green BDS
- Coordination of delivery of support leading to applications for funding by companies (e.g. Jordanian Environmental Fund, Jordan Renewable Energy, Energy Efficiency Fund, etc.).
- Supporting Green Twining by matching selected Jordanian firms with regional / internation-al counterparts to transfer knowledge, etc.
(5) Green Awareness Raising
Awareness raising is a very important part of the work. The cooperation will involve preparation of leaflets, videos, social media, Calls, etc.; Memoranda of Cooperation (MoC) with selected Chambers / Associations; a Green Platform to highlighting business cases and other materials; an annual GAIN Green to showcase project activities; and evaluation of support to companies preparation of materials for dissemination (see 4) of successful business case / models. The companies will be used as champions promoting Green BDS via workshops / discussions.

Abschnitt III: Rechtliche, wirtschaftliche, finanzielle und technische Angaben

1. At least 2 reference projects in the technical field of Business Development Services and at least 4 reference projects in the MENA Region in the last 3 years.

According to Article 160, Section 3 of the German Act Against Restraint of Competition (GWB), application for review is not permissible insofar as
1. the applicant has identified the claimed infringement of the procurement rules before submitting the application for review and has not submitted a complaint to the contracting authority within a period of 10 calendar days; the expiry of the period pursuant to Article 134, Section 2 remains unaffected,
2. complaints of infringements of procurement rules that are evident in the tender notice are not submitted to the contracting authority at the latest by the expiry of the deadline for the application or by the deadline for the submission of bids, specified in the tender notice
3. complaints of infringements of procurement rules that first become evident in the tender documents are not submitted to the contracting authority at the latest by the expiry of the deadline for application or by the deadline for the submission of bids,
4. more than 15 calendar days have expired since receipt of notification from the contracting authority that it is unwilling to redress the complaint.
Sentence 1 does not apply in the case of an application to determine the invalidity of the contract in accordance with Article 135, Section 1 (2). Article 134, Section 1, Sentence 2 remains unaffected.
