The German Federal Ministry for Economic Cooperation and Development in cooperation with other co-financers has commissioned the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) to implement the "Employment and Skills for Development in Africa" (E4D) program in Kenya.
The overall program objective is to improve the economic situation of job seekers, employees and enterprises in Kenya in cooperation with the public and private sector with a special focus on women and youth through building the capacities of jobseekers and supporting their transition into the labour market. The project will equip the youth with needed skills in the job market through short term modularised courses and thereafter linking them to internships and jobs

In the skills development pillar, the programme will build the capacities of jobseekers, support their transition into the labour market by equipping them with needed skills in the job market through short term modularised courses and thereafter linking them to internships and jobs
Within this context, E4D seeks to commission a consultancy/ consortium of firms to implement a measure under its skills development pillar referred to as "Promoting employability of youth, specifically young women, in technical professions," project. This measure aims to increase the employability of 720 youth by offering technical and financial support to access Technical Trainings in 4 courses followed by Job matching
Through Competency-Based Education and Training, the youth will acquire skills relevant to the industry in Metal Arc Welding, Simple Automation, Lathe Machine Operator, and Electrical installations thus increasing their chances of getting employed. The selected courses take 6 months to complete thereafter the trainees will be linked to jobs.
The project is targeting 720 young people from vulnerable backgrounds (70% women and 40% youth) and will also address employment challenges in the selected TVET institutions and the Kenyan economy by supporting skills-based training in the selected training centres through practical modules in core occupations in the vocational centres" workshops themselves and through internships in industry.
This measure shall be implemented for a period of 1.5 years across four counties in Kenya (Nairobi, Meru, Nyeri and Mombasa counties). Based on results and observations from previous similar interventions, the measure will target training of 720 youth and matching at least 432 (60%) of them to jobs.
The assignment is designed with four major work packages and the successful contractor shall be responsible for the achievement of all work packages, milestones and indicators
Work Packages 1: Community gender roles sensitization forums, mobilization of Trainees.
Work package 1 intends to see to the mobilization of women in technical courses. The project will target 720 beneficiaries, 70% of whom will be women. Gender stereotypes and cultural beliefs have contributed to a low enrolment of women in Technical Vocational Education and Training as well as joining the technical career paths traditionally perceived as a preserve for men. Women face higher barriers to access decent employment and have a lower participation rate in the formal labour market. Women are less likely to join the labour force than men and are more likely than men to work part-time, engage in low productivity activities, play the role of unpaid family workers, work in informal employment, and transition more frequently from informal employments to being out of the labour force.
Work package 2: Sponsorship funds management
The contractor will manage funds provided by the client to support vulnerable trainees pursuing the pilot CBET courses. The funds will cover tuition fees, stipends and insurance cover during classroom and industry training to the beneficiaries. The contractor will be expected to manage and distribute the funds to the training institutions to support the beneficiaries enrolled. This will be made possible through local subsidies with the implementing training institutions
Work Package 3: Industry sensitization forums and job placement
Work package 3 intends to promote the placement of the beneficiaries into jobs. As a core element, the project will work jointly with the TVET institutions to identify suitable cooperation formats with the private sector to increase labour demand (employment promotion). Based on effective examples of industry cooperation with training institutions, it will introduce mechanisms to promote the capacities of graduates with the potential to become entrepreneurs. Specific activities under this output include:
Organizing learning/exchange forums between companies in their training centres of excellence and hosting joint round table and learning events with vocational training institutions).
Mobilizing the private sector to participate in TVET training through knowledge sharing and advice to the training institutions on upcoming technologies and market-relevant skills
Information exchange between the industry and training institutions on available job opportunities.
Organization of round tables/exchange forums that bring together company/industry practitioners and the training institutions in the regions for knowledge sharing to promote the dialogue between the vocational training institutions and the companies.
Work package 4: Project sustainability
Work package 4 aims to see to it that all project activities continue after the project ends. Sustainability strategies will be implemented as the project is ongoing so that the institutions will be capacitated to steer all project activities e.g mobilization, industry mobilization, job placement, etc after the project ends.

According to Article 160, Section 3 of the German Act Against Restraint of Competition (GWB), application for review is not permissible insofar as
1. the applicant has identified the claimed infringement of the procurement rules before submitting the application for review and has not submitted a complaint to the contracting authority within a period of 10 calendar days; the expiry of the period pursuant to Article 134, Section 2 remains unaffected,
2. complaints of infringements of procurement rules that are evident in the tender notice are not submitted to the contracting authority at the latest by the expiry of the deadline for the application or by the deadline for the submission of bids, specified in the tender notice.
