Background and Introduction

The textile and garment industry with its big clusters in Punjab is Pakistan's most important branch of the manufacturing industry. It contributes 8.5 % to the gross domestic product and 54 % of exports. Some 15 million people (around 25 % of the workforce) are employed in this sector. As compared to other countries in the region, the productivity in this industry is low.

There is little initiative for green growth. Large amounts of water, chemicals and energy are consumed in production. For the largely informal workforce, working conditions are characterized by low occupational safety, low wages, lack of co-determination and lack of dialogue. The economic potential of women is hardly utilized. There is hardly any governance and enforcement regarding the already weak labour and environmental legislation. The private sector itself is hardly aware of its responsibility with respect to improving working conditions and the associated competitive potential. At the same time, demand from international buyers for sustainably produced textiles is increasing. Pakistan's textile and fashion industry faces a major modernization process in which sustainable production is a success factor.

Objective

The module presented here aims to orienting the textile and fashion industry towards sustainability to increase productivity and ultimately competitiveness and economic resilience. The aim is to support public and private actors in developing approaches to synergize the economic, environmental, and social dimensions of sustainability in production in the textile and fashion industry.

Approach and Impacts

The methodological approach is based on using of synergies between the social, economic, and ecological sustainability dimensions. Each output therefore comprises measures relating to all three sustainability dimensions.

Output 1 aims to improve cooperation between government and private actors to promote sustainability in production in the textile and fashion industry. The Textile Industry Sustainability Forum set up by the predecessor project will be used for this purpose. Successful approaches to sustainable production (including digital technologies) will be disseminated in the Communities of Practice to build networks within stakeholder groups.

Output 2 aims to strengthen the capacities of state actors responsible for compliance with labour and environmental legislation in the industry. With the Labour and Human Resource Department of the Punjab, change processes initiated in the previous project are being continued. Organizational development and the introduction of a quality management system will improve the service delivery of the labour administration. Digital management information systems are being further developed to strengthen monitoring and optimize administrative action and service delivery. Downstream institutions of the Labour and Human Resource Department are being supported in improving labour inspections and oversight and expand service deliver in prevention. The Environmental Protection Department of the Punjab and downstream institutions will be supported in the analysis of environmental risks in production processes and the development of corresponding manuals and consulting services to mitigate these risks. Furthermore, the Environmental Protection Department is supported in developing and piloting new instruments for monitoring resource efficiency.

Output 3 aims to increase the range of services for strengthening sustainable production. Different service providers will be empowered through technical and organizational consulting to develop and implement new services. This includes the development of tools for improved resource efficiency and chemicals management training. In addition, the tried-and-tested change management method Dialogue for Sustainability is also being further developed and rolled out on a broad scale.

Tasks to be performed by the contractor

The contractor supports the project ‘Improvement of labour-, social- and environment standards in the Pakistani textile industry’ (TextILES) with four work packages.

Work package 1: Management and team development support

The contractor supports the project team and its work units with:

— team building courses for the project team,

— discussion and feedback: key activities, management structures and communication channels in the work units,

— individual coaching of employees, especially, but not exclusively, of national managers and advisors,

— intervision, peer counselling for project team members,

— support to the team in setting up and running knowledge management processes,

— qualification for team members: moderation skills,

— qualification for team members: Process consulting and organisational development (change management in terms of cooperation and leadership — KuF) to support the implementation of the Dialogue for Sustainability and the Dialogue for Labour Welfare and Change.

Work package 2: Training course: Organisational Development (OD)

The project team (and in some cases partner-consultants of the project) will be qualified to ensure the quality of service provision. The training (for a maximum of 15 participants) will be held in 5 modules. Each module covers 2.5 days of training. The training will be jointly held by two specialists, a deployed international specialist and a national expert coming from the GIZ project team. The national expert will provide the fit for the Pakistani context and get the same a training on the job as OD trainer.

The participants of the training course are to develop their competences in the following areas:

— deeper understanding of one's own personality structure in a counselling context;

— own consulting and management potential, as well as emotional resources;

— basic knowledge of essential theoretical approaches and concepts of organisational development, as well as the ability to use its instruments for practical consulting activities;

— in-depth knowledge of the application of instruments of organisational development, e.g. contracting, consulting roles, designing interventions and consulting processes;

— process consulting and organisational development (change management in terms of cooperation and leadership — KuF) to support the implementation of the Dialogue for Sustainability and the Dialogue for Labour Welfare and Change;

— mastery of process consulting methods to accompany change processes application knowledge for reflection on one's own work.

Work package 3: Executive feedback

This work packages includes:

— moderation of up to 10 one-day sessions ‘feedback to managers’ according the GIZ standard procedure,

— reflection of management competencies and leadership behaviour,

— agreements between team leader and team to improve management skills and leadership behaviour.

Work package 4: Support for monitoring and evaluation (M&E)

The contractor supports the Monitoring and Evaluation operations (M&E) of the project:

— support for the implementation of the M&E concept of the project and system development M&E in cooperation with the responsible employee on site,

— direct support of the responsible employee on site.

Considering current pandemic (Covid-19) situation globally, the international experts will be travelling as per latest travel advisory. In case they wouldn't be allowed to travel, the technical support will be provided by means of remote communication.
