To support measurable progress in the implementation of the national sustainable urban development policy (AHSE 2036) and the urban related Nationally Determined Contributions (NDCs), GIZ is implementing the second phase of the technical cooperation project Sustainable Intermediate Cities (CIS II). The project focuses on strengthening:
1) Multi-actor cooperation for the implementation of AHSE 2036 and NDC;
2) Framework conditions for mobilizing funds for climate-friendly urban development, including green recovery; and
3) Capacities of the cities with laboratories for the climate-friendly implementation of AHSE 2036 and NDC. Primary target group is six municipalities as well as the Ministry of Urban Development and Housing (MIDUVI), Ministry of Environment (MAAE), Ministry of Finance (MEF) and the National Development Bank (BDE) amongst others.
CIS II seeks support provided by pools of technical short-term expert which can be deployed flexibly according to the demands of the project.

To support measurable progress in the implementation of the national sustainable urban development policy (AHSE 2036) and the urban related Nationally Determined Contributions (NDCs), GIZ is implementing the second phase of the technical cooperation project Sustainable Intermediate Cities (CIS II). The project focuses on strengthening:
1) Multi-actor cooperation for the implementation of AHSE 2036 and NDC (output 1);
2) Framework conditions for mobilizing funds for climate-friendly urban development, including green recovery (output 2); and
3) Capacities of the cities with laboratories for the climate-friendly implementation of AHSE 2036 and NDC (output 3). Primary target group is six municipalities as well as the Ministry of Urban Development and Housing (MIDUVI), Ministry of Environment (MAAE), Ministry of Finance (MEF) and the National Development Bank (BDE) amongst others.
The contractor shall support the successful implementation of the CIS II project in specified topics and work packages. The cross-cutting topics related to sustainable urban development are: reducing greenhouse gas emissions from urban transport, climate adaptation and resilience in urban areas, green and economic recovery for cities, risk and crisis management in cities, food security and food logistics, land use planning and management, sustainable habitat and housing, good governance for the implementation of municipal policies and related measures, climate change and tools for climate change management (nationally and locally), climate finance and climate project development, and information and communication technology.
For each project output a work package of tasks has been defined. Since the requests are demand driven it is still not possible at this point to indicate the exact terms, timing, places of assignment, number and extend of each task/intervention. Hence, neither a specific area of intervention nor an exact number of consulting days can be guaranteed, and the contractor must be capable to respond to changes flexibly, and jointly with the GIZ team.
The human resources concept is completely open. GIZ asks the bidder to propose a human resources concept providing short-term expert (STE) pools and their management, to facilitate the logistics, etc. and to ensure timely delivery of the products according to the conditions of GIZ. All products are to be in-line with GIZ standards. The contractor is required to take measures to avoid or reduce possible unintended negative results and to support gender equality and human rights related to the aforementioned work packages as well as to take into account the COVID-19-related requirements and adjust approaches accordingly. This must be specified in the terms of each individual assignment.
The STEs will be hired by the contractor on a case-by-case basis approved by the GIZ project based upon individually drafted service requests or ToRs.
The contract is awarded for a fixed total price. It is a service contract in which the service actually provided is invoiced - if the service is requested in full, up to the amount of the fixed total price. It is possible to increase or extend this contract in accordance with § 132 GWB.
It is possible to continue key elements of the service specified in the tender as part of a extension or amendment of the project by the commissioning party (BMZ).
Type and scope: The Contractor is expected to assume additional tasks and inputs related to the tasks stated in the ToRs in line with the amendment of the GIZ proposal to BMZ for the expansion or amendment of the project, including the extension of the project duration.
Precondition: Additional tasks or funds will be provided to GIZ by the commissioning party (BMZ).

Abschnitt III: Rechtliche, wirtschaftliche, finanzielle und technische Angaben
1) Trading name and address, commercial register number.
2) Eligibility declaration that no grounds for exclusion in Section 123, 124 of the German Act Against Restraints of Competition (GWB) apply.
3) Eligibility declaration subcontractors if applicable.
4) Association clause if applicable.
1) Average annual turnover for the last three years at least EUR 960 000.00.
2) Number of employees as at 31.12 of the previous year at least 15 persons.
1) At least 3 reference projects in the technical field ‘Climate Change and Climate Finance in Urban Development’ and at least 3 reference projects in the region Latin America and the Caribbean in the last 3 years.
2) The technical assessment is only based on reference projects with a minimum commission value of EUR 300 000.00.

According to Article 160, Section 3 of the German Act Against Restraint of Competition (GWB), application for review is not permissible insofar as:
1) The applicant has identified the claimed infringement of the procurement rules before submitting the application for review and has not submitted a complaint to the contracting authority within a period of 10 calendar days; the expiry of the period pursuant to Article 134, Section 2 remains unaffected;
2) Complaints of infringements of procurement rules that are evident in the tender notice are not submitted to the contracting authority at the latest by the expiry of the deadline for the application or by the deadline for the submission of bids, specified in the tender notice;
3) Complaints of infringements of procurement rules that first become evident in the tender documents are not submitted to the contracting authority at the latest by the expiry of the deadline for application or by the deadline for the submission of bids,
4. more than 15 calendar days have expired since receipt of notification from the contracting authority that it is unwilling to redress the complaint.
Sentence 1 does not apply in the case of an application to determine the invalidity of the contract in accordance with Article 135, Section 1 (2). Article 134, Section 1, Sentence 2 remains unaffected.
