81271120-Sustainable Industrial Clusters (S.I.C.)/Environmental and Social Standards in the Textile and Clothing Industry in Ethiopia (eTex II)
The German Federal Ministry for Economic Cooperation and Development has commissioned the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH to implement the project ‘Environmental and social standards in the textile and clothing industry in Ethiopia’. The project is co-financed by the British Foreign and Commonwealth Office (FCDO) which means that the requirements of both institutions must be met.
The overall objective of the project is to strengthen the economic, social and ecological sustainability of the Ethiopian textile and garment industry. In this context, GIZ is seeking to commission a contractor that provides a pool of short-term experts which is expected to provide specialised advisory services in the following areas of expertise:
1) Industrial Park Management;
2) Labour Markets and Social Sustainability;
3) Environmental Sustainability;
4) Business Linkages and Domestic Value Chain Development.

The German Federal Ministry for Economic Cooperation and Development has commissioned the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH to implement the project ‘Environmental and social standards in the textile and clothing industry in Ethiopia’. The project is co-financed by the British Foreign and Commonwealth Office (FCDO) which means that the requirements of both institutions must be met.
The overall objective of the project is to strengthen the economic, social and ecological sustainability of the Ethiopian textile and garment industry. To achieve this goal the project com-prises five Outputs:
1) The conditions for sustainable employment in the Ethiopian textile and garment industry have improved;
2) The park management"s capacity of four industrial parks have been strengthened;
3) The conditions for promoting social and ecological sustainability at company and industrial park level have improved;
4) The institutional framework for promoting environmental sustainability has improved;
5) The capacity of local enterprises to improve their integration into the international value chain of the textile- and garment industry has improved.
In this context, GIZ is seeking to commission a contractor that provides a pool of short-term experts which is expected to provide specialised advisory services in the following areas of expertise:
1) Industrial Park (IP) Management
As the common infrastructure as well as IP management services are frequently inadequately offered GIZ seeks to provide advisory services to support IP management in creating an environment which is conducive to attract new foreign investment. To achieve this GIZ is seeking for experts which provide specialised input on how the park management services in four IPs in Ethiopia can be improved, with a special focus on ensuring compliance with social and environmental sustainability standards. Moreover, developing sustainable business models for the park management services will be required.
2) Labour Markets and Social Sustainability
Besides the violation of basic social and labour standards jobs in Ethiopia's IPs frequently violate occupational health and safety (OSH) requirements. Moreover, an inefficient recruiting system and limited career opportunities pose a significant challenge for female workers. Thus, to improve the compliance with social and labour standards as well as with the OSH requirements GIZ is seeking an experienced expert to provide specialised inputs regarding these topics on park-management and factory level. Moreover, GIZ wishes to contract an HR specialist who can support in designing an effective recruiting process and provide specialised inputs in developing career paths and improving career opportunities for women.
3) Environmental Sustainability
Besides non-compliance with social-, labour and OSH-standards the IPs and factories also do frequently violate international environmental standards. Especially the management of industrial solid waste, hazardous materials, sludge and waste water are considered a problem. To address these issues on park as well as company level, GIZ seeks to contract experts in the field of environmental sustainability in the textile- and garment sector. Areas of expertise should include chemical management, waste- and wastewater management as well as resource-efficiency (energy and water).
4) Business Linkages and Domestic Value Chain Development
As the business linkages between the companies within the IPs and outside the IPs could so far hardly been established. Thus, local companies have so far only had limited opportunities to be integrated into the global textile- and garment value chain. Thus GIZ seeks for experts who can provide specialised inputs in how to facilitate better business linkages between the local business community and the companies located in the IPs. As Ethiopia does have a substantial cotton production, the focus lies on establishing stronger business linkages between the local cotton sector and the textile factories located in the IPs.
GIZ is entitled to extend the period for fulfilment of the original contract by unilaterally notifying the contractor. For details, please see the special terms and conditions.
The assignment will only be entrusted to companies with the required expertise and capacity (eligible companies), which meet the criteria listed in the document ‘Request to participate and Eligibility declaration by applicants (Call for competition)’, and which are not excluded under the terms of Sections 123 or 124 of the German Act against Restraints of Competition (GWB), or who can prove restoration of their integrity in line with Section 125 of the same act.
If there is a previously announced limit to the number of applicants, an assessment will be carried out according to the relevant evaluation scale included in the tender documents.
GIZ may optionally commission contract amendments and/or increases based on the criteria in the tender documents to the successful bidder of this tender. For details, please see the special terms and conditions.
Abschnitt III: Rechtliche, wirtschaftliche, finanzielle und technische Angaben
1) Trading name and address, commercial register excerpt.
2) Eligibility declaration that no grounds for exclusion in Section 123, 124 of the German Act Against Restraints of Competition (GWB) apply.
3) Eligibility declaration subcontractors if applicable.
4) Association clause if applicable
1) Declaration on the average annual turnover for the last 3 financial years (last-but-four financial year can be included in case of invitation to tender held within 6 months of end of last financial year);
2) Declaration on the number of employees as at 31.12 of the previous year.
1) Average annual turnover for the last 3 years at least EUR 2 400 000.00.
2° Number of employees as at 31.12 of the previous year at least 50 persons.
It is necessary to provide references in the technical field ‘of providing advisory services regarding social and environmental sustainablity in the textile- and garment sector’ with a minimum commission value of EUR 300 000.00.
1) At least 2 reference projects in the technical field ‘of providing advisory services regarding social and environmental sustainablity in the textile- and garment sector’ and at least 2 reference projects in Africa or Asia in the last 3 years.
2) The technical assessment is only based on reference projects with a minimum commission value of EUR 300 000.00.

According to Article 160, Section 3 of the German Act Against Restraint of Competition (GWB), application for review is not permissible insofar as:
1) The applicant has identified the claimed infringement of the procurement rules before submitting the application for review and has not submitted a complaint to the contracting authority within a period of 10 calendar days; the expiry of the period pursuant to Article 134, Section 2 remains unaffected;
2) Complaints of infringements of procurement rules that are evident in the tender notice are not submitted to the contracting authority at the latest by the expiry of the deadline for the application or by the deadline for the submission of bids, specified in the tender notice;
3) Complaints of infringements of procurement rules that first become evident in the tender documents are not submitted to the contracting authority at the latest by the expiry of the deadline for application or by the deadline for the submission of bids;
4) More than 15 calendar days have expired since receipt of notification from the contracting authority that it is unwilling to redress the complaint.
Sentence 1 does not apply in the case of an application to determine the invalidity of the contract in accordance with Article 135, Section 1 (2). Article 134, Section 1, Sentence 2 remains unaffected.
