81264084-GET.invest Market Insights
Project and business developers spend considerable resources mining market information to inform their pre-feasibility studies and business case analyses. In most developing markets, access to up-to-date and accurate information is typically challenging. The ‘Market Insights’ of GET.invest aim to bridge this gap and provide private sector players with the necessary background information needed to decide ‘go’ or ‘no go’ for investments in certain market segments in specific countries. The market segments could initially be any of the following: small independent power producers (typically below 10 MW), stand-alone solar home systems, mini-grids, commercial and industrial applications of renewable energy for own power/heat generation and clean cooking. The countries initially envisaged are in sub-Saharan Africa, including specifically Mozambique in addition to others to be determined. A total of five (5) Market Insights shall be produced initially, for example: mini-grids in Mozambique, solar home systems in Burundi, etc.
In 2018, GET.invest produced a number of Market Insights. The new version of the Market Insights (i.e., this assignment) aims to further improve the publication's readability by producing shorter documents and enhancing the visual presentation of information.
The new Market Insight is a package of two components:
1) the Developer Guide (a ‘how-to’ guide describing ‘route to market’ in steps, covering issues such as regulation, licensing, permitting, taxation, etc);
2) the Model Business Case (a sample financial model to enable the reader to understand typical returns on investment and identify what parameters most relevant to the financial viability, etc).
The terms of reference further explain the objectives and describe the publications' specifications and the tasks entailed.

This assignment concerns the development of a number of publications called ‘Market Insights’ informing the private sector interested in developing renewable energy projects/businesses in developing countries. Initially, sub-Saharan Africa is considered where five Market insights are envisaged to be produced.
In 2018, GET.invest produced a number of Market Insights. The new version of the Market Insights (i.e., this assignment) aims to further improve the publication's readability by producing shorter documents and enhancing the visual presentation of information.
Therefore, GET.invest provides in the terms of reference a structure for the content of the Market Insights. The service provider is expected to collect information, analyse, synthesize and present the outcome in a highly readable manner, while keeping the publications as short as possible.
To deliver the publications, a core team of experts will be supported by a team of experts based in the countries of interest and another team of experts that will build the required exemplary financial models. An editor is also envisaged for copy-editing and line-editing. The professional document design and — if needed — translation, is also envisaged.
The publications may build on the forthcoming new and updated GET.invest Country Briefs and Funding Database where relevant information may be linked. In addition, GET.invest will establish partnerships with relevant parties active in specific fields to contribute to the development and review of the publications.

GIZ may optionally commission contract amendments and/or increases based on the criteria in the tender documents to the successful bidder of this tender. For details, please see the terms of reference.

According to Article 160, Section 3 of the German Act Against Restraint of Competition (GWB), application for review is not permissible insofar as:
1) The applicant has identified the claimed infringement of the procurement rules before submitting the application for review and has not submitted a complaint to the contracting authority within a period of 10 calendar days; the expiry of the period pursuant to Article 134, Section 2 remains unaffected;
2) Complaints of infringements of procurement rules that are evident in the tender notice are not submitted to the contracting authority at the latest by the expiry of the deadline for the application or by the deadline for the submission of bids, specified in the tender notice;
3) Complaints of infringements of procurement rules that first become evident in the tender documents are not submitted to the contracting authority at the latest by the expiry of the deadline for application or by the deadline for the submission of bids,
4. more than 15 calendar days have expired since receipt of notification from the contracting authority that it is unwilling to redress the complaint.
Sentence 1 does not apply in the case of an application to determine the invalidity of the contract in accordance with Article 135, Section 1 (2). Article 134, Section 1, Sentence 2 remains unaffected.
