The project ‘Emissions reduction in cities through improved waste management (DKTI)’ has been commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ). This project would respond to the problem faced by Indonesia concerning waste management and tackling greenhouse gas emission. With its large population (around 270 million people), Indonesia is one of largest emitters of greenhouse gas in the world, with unmanaged waste contributes for over 6 % of total GHG emissions. The project aims to support the development of suitable waste management systems by improving required conditions in the national and municipal levels. The project would work by strengthening the capacities of public actors in the national level and municipalities in the areas of technical know-how, data management and financing. It will also promote the involvement of civil society and the private sector. The project shall facilitate the exchange of experiences between cities, as well as to enable the dissemination of piloted and tested approaches. Working in municipalities level and national level, the outputs of the project represent technical know-how in value chain of waste management, improvement of waste and GHG emission data, and enabling financing of improved waste management.

Consultancy services for the project and the contractor shall focus on the anticipated overall project outcome: ‘Measures for climate-friendly integrated waste management are initiated in selected cities and regencies (municipalities)’. The project activities are clustered in three output areas as follows:
1) At city and regency (municipality) level, planning instruments have been developed to improve the value chain in waste management.
2) The knowledge level of municipal actors with regard to connection of waste and climate targets at regional and municipal level is improved.
3) Financing models for a climate-friendly integrated waste management are developed for selected cities and/or regencies. The Contractor shall assume overall responsibility for the implementation of the three output areas at municipal level.
Related to Output 1, the contractor is expected to provide technical expertise and recommendations to the municipal administrations and informal sectors in the municipal level regarding procedures to improve value chain in waste management (covering separation, collection and storage of waste). In addition, the contractor shall do the promotion, capacity development, and awareness raising activities on these procedures.
Related to Output 2, the contractor is expected to assist the municipal actors in obtaining the right data and in conducting monitoring and reporting on climate friendly waste management in the municipalities. The contractor is also expected the provide the expertise in carrying out feasibility studies related to recycling and implementation of climate mitigation in waste sector. Important milestones include municipal actors have an improved method for monitoring and reporting of waste management. Related to Output 3, the contractor shall facilitate the cooperation and coordination among the actors of waste management at the municipal level as well as establish a platform to exchange information among the stakeholders at municipal level with regard to financing models for climate-friendly integrated waste management. The contractor shall also provide expertise to support the municipal administration and other related actors in develop and piloting the models.

According to Article 160, Section 3 of the German Act Against Restraint of Competition (GWB), application for review is not permissible insofar as:
1) The applicant has identified the claimed infringement of the procurement rules before submitting the application for review and has not submitted a complaint to the contracting authority within a period of 10 calendar days; the expiry of the period pursuant to Article 134, Section 2 remains unaffected;
2) Complaints of infringements of procurement rules that are evident in the tender notice are not submitted to the contracting authority at the latest by the expiry of the deadline for the application or by the deadline for the submission of bids, specified in the tender notice;
3) Complaints of infringements of procurement rules that first become evident in the tender documents are not submitted to the contracting authority at the latest by the expiry of the deadline for application or by the deadline for the submission of bids;
4) More than 15 calendar days have expired since receipt of notification from the contracting authority that it is unwilling to redress the complaint.
Sentence 1 does not apply in the case of an application to determine the invalidity of the contract in accordance with Article 135, Section 1 (2). Article 134, Section 1, Sentence 2 remains unaffected.
