Beschreibung: Despite the efforts and success of the past years, the maternal mortality rate remains high (782 deaths per 100,000 live births to 406 between 2011 and 2018) in Cameroon. The proportion of professionally attended births is 69 per cent nationally, the fertility rate is 4.5 children per woman, with considerable regional differences. Nearly one in four women between the ages of 15 and 19 have already become pregnant or given birth to a live child. 23% of all women in couples have unmet needs for family planning methods. Domestic violence is 23%. In 2018, 22% of women aged 15 to 49 reported experiencing physical and/or sexual violence (GBV) from a current or former intimate partner in the past 12 months. In general, the population's contribution to health care is 70% of the population (out of pocket payments), and only 26% of the population benefits of a health insurance. With a focus on health system strengthening in the area of sexual and reproductive health and rights (SRHR), Pro-PASSaR II (Project-Promotion of Actions for a Resilient Health System) is part of the BMZ's core thematic strategy "Health, Social Protection, Population Policy" (2023). It contributes to the objective of Action Area 3 "Population Policy; sexual and reproductive health and rights," improve access to reproductive health services (antenatal care, safe delivery, newborn health) and family planning. Pro-PASSaR II supports the Cameroonian Ministry of Health in the implementation of the first phase of universal health coverage (UHC). In this way, it contributes to action area 2 "Social security" of the BMZ's core thematic strategy. UHC includes the care of pregnant women, children and people living with HIV and is therefore closely linked to SRHR and BMZ Action Area 3. Pro-PASSaR II strengthens Cameroon's health system by promoting the accessibility, availability, quality and acceptability of reproductive health services for all, including disadvantaged populations. In doing so, it contributes to the implementation of the Federal Government's Global Health Strategy (2020), which focuses on strengthening health systems in Germany's partner countries, including non-discriminatory access to reproductive health services, as a strategic goal. Pro-PASSaR II aims to strengthen women's right to sexual and reproductive health. This includes the right to choose the number of children they have and to be protected from violence and harmful practices. It promotes access to SRHR services for poor and disadvantaged women. It strengthens women's participation in decision-making processes in the health sector. This is in line with the "three Rs" (rights, resources and representation) approach of the BMZ Feminist Development Policy (2023). In addition, Pro-PASSaR II contributes to the BMZ initiative "Self-Determined Family Planning and Maternal and Child Health" (2015) through its focus on SRHR. The priority regions of the project are the five regions where the first phase of UHC with the health voucher mechanism is already being implemented (Far North, North, Adamawa, East, South).

Beschreibung: Pro-PASSaR II started in February 2024 and will come to an end the 31st January 2027, the project is financed by BMZ. In the portfolio of German cooperation in Cameroon, health is a priority sector and according to the characteristics of the OECD, Pro-PASSaR II is classified as GG2, (gender equality is the priority of the project). Pro-PASSaR II focuses on supporting the Ministry of Health and the Regional Fund for Health Promotion (RFHP), for the implementation of the first phase of Universal Health Coverage (UHC) in the field of SRHR and the anchoring of social protection mechanisms in the health system. The project intervenes at several levels by strengthening the capacities and skills of relevant actors within the Ministry of Health, as well as in the target regions and districts to guarantee Cameroonian women's right to self-determined family planning and access to adequate SRHR services. In this context, the Pro-PASSaR II project (Project - Promotion of Actions for a Resilient Health System) aims to contribute, in collaboration with the MINSANTE and other Technical and Financial Partners -PTF, to the reduction of maternal mortality in Cameroon, through different approaches. The objective of Pro-PASSaR II is "Women in the selected regions of the project in Cameroon are better able to realize their right to sexual and reproductive health." The interventions of the Pro-PASSaR II are structured around 3 fields of action / outputs: 1. Strengthening women's access to sexual and reproductive health services 2. Improving the quality of sexual and reproductive health services in the regions selected for the project 3. Strengthening the governance and coordination capacities of national, regional and local actors for the implementation of the first phase of universal health coverage in the area of sexual and reproductive health and rights. The Pro-PASSaR II strategy is a Human Rights-Based Approach (HRBA) to facilitate access to health care, and in particular, access to SRHR/FP services. The project is committed to the reduction of financial barriers with the implementation of the health voucher, and to the reduction of cultural barriers through reflection on social norms and values. The consultancy office is responsible for the implementation of the various fields of action, OUTPUT1 50%, OUTPUT2 25%, OUTPUT3 25% and contributes actively to the implementation of the project results-oriented monitoring activities, reporting and documentation. In this context, the consultancy office is implementing the following work packages: 1. Coordination of activities with Pro-PASSaR II, RFHP and Regional Delegation for Public Health (RDPH) 2. Capacity building of state and non-state actors in target regions 3. Facilitate and organize training workshops and awareness campaigns in close collaboration with partners in target regions 4. Support for capacity building of health facilities, municipalities, Decentralized Territorial Authorities (CTDs) in the target regions 5. Collaboration with technical advisors, development workers, administrative and financial staff of Pro-PASSaR II and state and non-state structures in the target regions 6. Support for data collection and monitoring and evaluation of Pro-PASSaR II indicators. The consultancy office should align with this system and collaborate with the technical advisor in charge of M&E 7. The consultancy office provides contributions to the progress reports and final report of the project. 8. Support for the drafting of the Progress report to the BMZ and for the preparation of public relations documents 9. The consultancy office provides the initial report; After 6 months from the start of the contract, brief semi-annual reports on the progress of the project (from 5 to 7 pages) and the final report at the end of the mission 10. Support for the development of innovative approaches in the context of gender and feminist development policy.
