Beschreibung: Chronic water scarcity is one of the key obstacles to Jordan"s development. Efforts to reform the supply situation in recent years have been outweighed by the effects of a growing population and high demand. This rapid population growth, along with agricultural expansion and the impacts of global climate change, have increased the pressure on Jordan"s scarce water resources, which have been heavily overused for years. Also, energy costs for the water sector have increased with the costs of operation reaching more than 50 per cent of the water sector bill in 2021. Against this backdrop of growing demand from several directions for an increasingly scarce resource, the Jordanian government is very interested in harnessing the potential of Renewable Energy (RE) technologies and improving Energy Efficiency (EE) in the water sector to improve financial sustainability. The main objective of the EEWS project is to improve energy efficiency in the water sector through anchoring central elements of a functional energy management system compliant with ISO 50001. The EEWS aims also to support increasing the accuracy and the utility of water and energy data for planning and monitoring purposes. This means eliminating existing obstacles in the enabling environment (for example, inadequate institutional structures and processes, lack of knowledge, data, and skills), developing facilitating mechanisms and tools (e.g., water and energy data management system), and thus inducing a change in the system. Consequently, the economic efficiency of water utilities and thus supply quality and safety in the sector are increased. Additionally, the EEWS supports the water and energy nexus to plan and implement joint projects toward having win-win solutions that lead to reducing financial burdens on both sectors. The project combines energy-related, methodological, and process consulting with measures to optimize energy management and renewable energy deployment in selected operational units (multi-level and multi-stakeholder approaches) of the water sector. The relevant actors, i.e., Water Authority of Jordan (WAJ), the Ministry of Water and Irrigation, and the Water Supply Companies (WSCs) are strengthened in their respective roles and functions. Cooperation with the private sector is facilitated where feasible, e.g., as investors in EE/RE measures or as service providers, for example through performance-based maintenance contracts. The project includes five major fields of action: 1. Energy Management System (EnMS) 2. Data Management 3. EE and RE Investments (Budgeting) 4. Improvement of Operation 5. Water Energy Food Environment (WEFE) NEXUS Along with providing sustainable electricity and increasing the use of RE in the water sector, the project will help to mitigate climate change by directly reducing greenhouse gas emissions. The project also supports in improving the operations of the water utilities and internal planning and implementation processes towards higher EE. Furthermore, through effective EnMS, the water sector will be enabled to monitor and evaluate its performance for optimisation. The Energy Management System (EnMS) is being implemented in the Jordanian Water Sector since 2019 with the support of the project. This includes designing and implementing standardized processes and structures for the sector according to ISO 50001. The support of the project focuses on the application of the EnMS central elements, that support the water companies and thus the entire water sector in enhancing their energy performance and reducing the operational costs. This is achieved by increasing data reliability and utilisation, and by developing the technical and organisational capacities of water companies to help them take better decisions at the technical and managerial level. The cooperation between the water and energy sectors has improved and started specific projects and activities to improve the cost recovery of the water sector.

Titel: 81307894-Supply, install, test and commission of Water and Energy Data Management System for Jordanian water sector
Beschreibung: Supervisory Control and Data Acquisition (SCADA) is the main source of master data (energy, water, and operational data) in the Jordanian water sector, it covers around 47% of the total sector operational facilities spread across the country and it is planned to reach 100% coverage within coming 3 years. Data is collected in three main SCADA centers; each one is operated by an independent water company and covers specific areas. An evidence based EnMS has been implemented in Jordan Water Sector since 2019 supported by GIZ. This includes designing and implementing processes and structures for the sector according to the ISO 50001 standard-specific cycle (Commit-Plan-Do-Improve). EnMS is data-centric, where most of the EnMS activities depend on data. Assuming that water facilities static data might be collected/updated once a year, while dynamic data must be always available and collected on a regular basis to identify and monitor Energy Performance Indicators as well as other operational parameters for water facilities and act accordingly. Energy teams conduct data analytics using customized Excel-based tools aligned with ISO 50001 that are designed specifically for Jordan's Water Sector. These tools are used to mainly: - Monitor energy-related parameters in water facilities - Establish energy baselines and identify Energy Performance Indicators (EnPI"s) - Validate electric utility energy bills - Benchmark water facilities using monitoring operational KPIs - Conduct Measurement and Verification analysis - Regular review of energy performance and EnMS effectiveness - Develop Quarterly Monitoring Reports (QMR) In addition, the Third National Water Master Plan (NWMP) is a cornerstone in Jordan's water sector, aiming to establish a robust framework for rational water resources management aligned with national socio-economic goals. Through GIZ, efforts are concentrated on finalizing NWMP-3 and establishing a Digital National Water Master Plan Platform. This platform, a dynamic tool accessible through the NWMP application, serves various functions from presenting current water sector status to facilitating future planning and decision-making. Additionally, GIZ extends its support to Utilities Performance Monitoring Unit (UPMU) for enhancing water utilities' operational efficiency and accountability, while also aiding in the development of bulk water management tools and digitalization strategies to ensure sustainable water governance in Jordan. Therefore, it is proposed that WE-DMS shall attempt to provide a strategic and dynamic solution to support gathering, maintaining, analysing and visualizing water and energy data within an integrated data management environment. Transform data into useful information and by this support monitor water/ energy performance indicators, optimize operation and decision-making to improve water/ energy performance and usage is the final goal of implementing the WE-DMS across the water sector in Jordan. Covering the whole EnMS processes as per ISO 50001, as well as the NWMP, the performance monitoring of the companies and the bulk water management necessitate the integration to the existing systems and processes related to water and energy data and aligning them with ISO 27001 and the sector's energy-related data governance framework. As per the requirements of ISO 27001:2022, it is essential to consider related information security controls to ensure the confidentiality, integrity, and availability of the data, and the WE-DMS reliability and sufficient performance. The scope of work will be divided into three phases where each phases targeted specific sites (total of 5 sites: three water companies, water authority of Jordan and Jordan valley authority). It is expected to integrate learnings from phase 1 into the phase 2 and phase 3. A parallelization of turnkey implementation in phase 2 and 3 is a must in order to reach the overall project goal on time, ensuring the overall quality of the result. Each phase (1-3) consists of set of work packages, where WP 1 - Kick-off and Implementation Plan: Draft implementation plan, which is presented and aligned in kick-off meeting with key stakeholders in each targeted site. WP 2 - Sourcing of Hardware, Software and Licenses, and Technical Implementation: Acquire hardware and software licenses for the WE-DMS across targeted sites. Set up infrastructure, configure and implement the WE-DMS for targeted sites, ensuring alignment with ToR requirements. Then establish an Intrusion Detection System. WP 3 - Testing & Quality Assurance, Documentation and Training: Provide the required trainings to the targeted staff in the water sector on solution operation, uses, and maintenance. Solution testing and commissioning, as per requirements mentioned in this ToR and relevant annexes. In addition to related standards and procedures and provide latest documentation for inspection at any time. WP 4 - Support and Operation: Provide support for and operation of the system for three years starting the day after acceptance.
