Beschreibung: The programme "Promoting Quality in Inclusive Education in Jordan II" (PROMISE II) is commissioned by the German Federal Ministry of Economic Education and Development (BMZ) and implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH. The project builds on the learning experiences, structures, approaches, and partnerships of its predecessor project "PROMISE I", which was the first full-fledged inclusive education programme supported by BMZ. The project directly addresses the necessary improvements at the various levels of the education system (better coordination of inclusive education measures at national level, implementation of measures to promote inclusion at school level, further training of teachers, etc.) in order to improve the implementation of inclusive, gender-sensitive education. The aim of the project is therefore to improve the pedagogical, organisational and institutional prerequisites for the implementation of inclusive, gender-sensitive education, especially at school level. The target group of the project are school-age children and adolescents living in Jordan ("Kindergarten 2 - KG 2"/preschool year to grade 10), with special consideration of children and adolescents with physical disabilities, mental illnesses, other nationalities and/or other special learning needs. The political partner of the project is the Ministry of Education. At school level, the project"s partners mainly include school management, teachers, and inclusion teams in a 60 pilot schools. At district level, the project works primarily with specialists and managers from the school boards in six field directorates. The project focuses on four main areas of intervention (outputs) which are closely aligned and feed into supporting the Jordanian government"s educational goals: 1. Policy and Planning The aim of output 1 is to strengthen national coordination on the part of the Ministry of Education on inclusive, gender-sensitive education 2. Inclusive School Development The aim of output 2 is that all 60 pilot schools are guided by the model of inclusive education. If the pilot schools create a learning environment through the implementation of inclusive measures, all children can learn according to their needs and obtain an educational qualification. 3. Training The aim of output 3 is to expand target-group-specific, accredited training courses for teachers on inclusive education. If teachers improve their knowledge of the different learning needs of students, they can better identify corresponding learning needs in their students and respond to them professionally. 4. Awareness Raising and Research The aim of output 4 is to make approaches, objectives, and experiences of inclusive education available to relevant actors in Jordan. If evidence-based data and information are available and relevant actors are sensitized, inclusive education can be implemented more effectively and efficiently. The programme's strategy builds on the learning experiences, structures, approach, and existing partnerships of its predecessor. The strategy is based on a multi-level approach and involves the national level (especially the Ministry of Education), the meso level (school boards) and the micro-level (pilot schools and field directorates). The Twin Track Approach mainstreams inclusion as a cross-cutting theme in the school development and educational planning of the participating institutions in order to promote an inclusive school environment for all students (first track). At the same time, the project supports individual measures at school level so that pupils with special learning needs and children that are marginalised due to other characteristics can attend school and find a conducive learning environment (qualified teachers, inclusive school culture, etc.) (second track). Due to the high relevance of gender equality, all activities of the project are planned and implemented in a gender-sensitive manner.

Titel: 81299686-Awareness Raising Campaign for Inclusive Education in Jordan
Beschreibung: The contractor"s services contribute to the overall goal of the project and will therefore follow the same strategy and objectives. This strategy follows a results-oriented approach that requires a high level of flexibility. The contractor is partially responsible for achieving the output indicator as described below. Output Indicator 4.2: 240 theatre, art, and sensitization workshops and events on inclusive education have taken place with an average of 20 participants each (especially students, parents, general public, of which 40% male) at the 60 pilot schools or, more specifically, in their respective community. The contractor will be responsible for implementing events at community level in the 6 areas where the 60 pilot schools are located as well as on national level. This will amount to 25% of the above-mentioned output indicator. More specifically, at national level, the contractor will set up a national campaign on TV, radio, or similar focussing on specific misconceptions, prejudices and issues related to inclusive education and addressing the general public of Jordan. At community level the contractor will organise events, workshops, plays, etc. aimed at the community in the 6 field directorates. School-based activities which will cover the remaining 75% of the above-mentioned output indicator will be implemented by a non-governmental organisation (NGO) which will be contracted separately by GIZ PROMISE. Both contractors will have to ensure close cooperation and communication regarding the achievement of the indicator. In this framework of planned activities, GIZ PROMISE is looking for a consultancy to design an awareness raising campaign with a sound and measurable action plan under budget optimisation management in order to raise awareness across different target groups for the importance of inclusive education in Jordan. The consultancy will implement those tasks in cooperation with GIZ PROMISE and the Ministry of Education. The country of assignment is Jordan, the language of the campaign is Arabic and the assignment is planned to run for 19 months. The contractor is responsible for providing the following work packages: Work package 1: Development and design of a concept for the awareness raising campaign including a needs assessment The concept will include a detailed campaign strategy, implementation plan as well as a monitoring plan and a sustainability strategy. The campaign strategy shall be divided into a community-based campaign and a national campaign and shall contain information on the proposed activities, their conceptualisation, target audience per activity, resources that will be needed as well as a timeline of all stages and parts of the campaign with their specific objectives. The implementation plan consists of established deadlines for each task, clarified roles and responsibilities, information on involved partners and executing parties and detailed logistics planning. The monitoring plan will describe the methodology for adequate documentation and monitoring in line with the GIZ PROMISE results-based-monitoring-system and the results to be achieved by the consultancy. The sustainability strategy shall propose a concept for the handover/continuation of the established communication channels and materials after the consultancy has ended to the various partners involved and/or sub-contracted. The concept will have to be discussed and agreed upon with the Ministry of Education and other GIZ PROMISE relevant partners. Community-based campaign: Overall, the concept will describe the local activities which raise the awareness of the importance of inclusive education in the defined communities. The aim is to strengthen relationships between and within communities to create an enabling environment that supports and promotes inclusive education. Because of the local focus, it is important that the measures are adapted to the regional and socio-economic context of each community as well as to the local dynamics. The focus of the activities should be on low barrier, low cost, community engaging measures by utilising existing structures to ensure broad community participation and serving as an example for potential similar activities being organised by the community itself in the future. National campaign: Overall, the concept will describe the content and means used (e.g. radio, TV, printed materials, etc.) which raise the awareness of the general public in Jordan. The aim of the national campaign is to raise awareness of the importance of inclusive education by creating content on specific topics, which will be identified through the needs assessment (e.g. bullying in schools, reasons for school drop-outs, etc.). Moreover, the concept will highlight how the contractor intends to navigate the process. This might include but is not limited to approval processes, design and production of material, paid vs. governmental sponsored channels, airtime, etc. Work package 2: Implementation of the awareness raising campaign The awareness campaign shall be conducted according to the concept developed under work package 1 and according to the task allocation between the contractor, other organisations (CBO/OPD/NGO), the governmental institution (Ministry of Education), as well as media companies (if necessary). Work package 3: Monitoring and evaluation The contractor shall develop a methodology for adequate documentation and monitoring in line with the GIZ PROMISE results-based-monitoring-system and the results to be achieved by the consultancy. Additionally, this work package includes the development of a monitoring and evaluation (M&E) system, quarterly progress reports, comprehensive final report, participation in regular team meetings and if necessary, the contribution to the annual reporting to the BMZ.
