The Company provides magnetic and essential mechanical design parameters as well as finalized 3D models and production drawings for most magnets with few exceptions. Magnetic field optimization for one quadrupole type is also required as it will be used with elliptic beam shape

Beschreibung: Technical Concept: 50% The description of the conceptual implementation should comprehensibly show how the bidder will achieve compliance with all the technical specifications. This includes a description of the project planning with resource planning and estimated coordination effort. The bidder shall also describe possible challenges and risks for the accomplishment of the specifications, and identify and present appropriate approaches. This means, the bidder shall already check the given design. It is ex-pected to describe the following aspects particularly detailed: a) The design and calculations of all mechanical forces and the magnetic field dis-tribution b) The techniques and precision of the magnetic measurements c) How the tolerance of the pole contour is achieved and how the measurements are setup for verification d) The welding concept with emphasis on the laminated yokes (implementation, monitoring and testing), incl. the use of qualified welding experts and tools. e) The coil winding and potting procedure f) The cast device and cast process of the coil g) The plan for production and assembly of the components h) The process and the use of devices for the final assembly i). The essential personnel working on the project (project manager and deputy, responsible engineer, magnet designer, production manager, etc.). j) The availability and capacity of the production facility. k) The procurement planning, the yoke material and connections for electricity, water and interlocks. l) The project-specific QA/QC-planning, including the design phase, production and procurement of tools, used materials, production (work-instructions), assembly, installation, commissioning, documentation (non-conformity reporting), and task management. This also includes all planned measurement equipment and meas-urement procedures. Faults should be detected, limited and efficiently eliminated at an early stage by means of the described methods. m) The complete acceptance test plan (visual, mechanic and electric) n) The transport to FAIR (tools, packaging, transportation safety devices etc., nec-essary for the safe transport of the magnet). o) The assembly concept on site at FAIR, if the magnet will be provided in pieces (Local crane will be provided). The completeness, level of detail and the plausibility of the provided infor-mation will be evaluated. Expeciency: 30% Expediency means the appropriateness of the approach of the bidder, which should be described accordingly. As the manpower resources of FAIR are limited, and only a limited number of staff members are involved in this project, we highly appreciate short communication channels and few central contact persons on the side of the bidder. The comprehensible presentation of such capacities for the production is also appreciated. This includes a certain flexibility for adjustment to revised requirements or to temporal modifications, which might show up during the development process. In this respect, the bidder should address the following points in more detail: a) Actual and future projects with respect to the available resources of manpower, equipment, and rooms, which are required for the design, production, test and delivery of the magnet within the proposed time line (resource utilization). b) Due to the necessary longevity of the magnet, it will also be evaluated positively if the bidder can comprehensibly demonstrate that due to the material selection and the intended manufacturing method, the magnet must be maintenance free. The completeness, level of detail and the plausibility of the provided infor-mation will be evaluated. Detailed Schedule: 20% It is particularly important to the client that the bidder provides a reliable and de-tailed production and delivery plan of its own in relation to the schedule proposed by the client (taking into account the procurement processes). The individual pro-cess steps should be evident in the plan. The schedule provided with the contract should be critically evaluated and plausibly supplemented with an explanation, in all phases of the project: design, production of the components, assembly of the components, factory acceptance tests. Transportation and assembly at FAIR final destination. The completeness, level of detail and the plausibility of the provided infor-mation will be evaluated.

5.1.12.

Bedingungen für die Auftragsvergabe

Informationen über die Überprüfungsfristen: Candidate/ Bidder is requested to clearly identify those sections of the participa-tion application (and eventually of the tender, if applicable) that contain a trade or business secret. If Bidder fails to do so, the Public Procurement Tribunal may, in the case of a review procedure, assume that Bidder has agreed to have these documents inspected (§165 para. 3 GWB). As Awarding Authority, FAIR is obliged to make the tender file available to the Public Procurement Tribunal immediately when initiating a review procedure (§ 163 para. 2 cl. 3 GWB). Candidates/ Bidders have a right to expect the contracting authority's compliance with the Bidder-protecting provisions re: the tender procedure (§ 97 para. 6 GWB). If Candidate/ Bidder interested in the contract considers that Bidder's rights have been infringed through failure to comply with award regulations, the infringement must be reported to FAIR within ten calendar days (§ 160 para. 3 cl. 1 nr. 1 GWB). Infringements identifiable on the basis of the announcement or the award doc-uments must be asserted against FAIR within the deadline for submission of ap-plications (or tenders) specified in the announcement (§ 160 para. 3 cl. 1 nr. 2 - 3 GWB). If FAIR informs Candidate/ Bidder that FAIR is unwilling to redress its complaint, it is possible to file an appeal for review with the aforementioned Public Procure-ment Tribunal within 15 days of receipt of the notification (§ 160 para. 3 cl. 1 nr. 4 GWB). Bidders whose tenders are not to be considered for the award will be informed prior to the award according to § 134 GWB. A contract may only be concluded 15 calendar days after this information has been sent by FAIR. In the case of trans-mission by fax or electronic means, this period shall be ten calendar days. It commences on the day after dispatch of the information by FAIR. After this peri-od has expired, a surcharge is possible, even if the deadline is not passed accord-ing to § 160 para. 3 GWB. An application for review would therefore have to be delivered to FAIR by the Public Procurement Tribunal before the expiry of the deadline according to § 134 GWB in order to prevent a surcharge. According to § 135 para. 1 and 2 GWB, the ineffectiveness of a commission can only be established if it has been asserted in the review procedure within 30 cal-endar days of the conclusion of the contract but not later than six months after the conclusion of the contract. If the contracting entity has published the award in Official Journal of the European Union, the period unenforceability shall end 30 calendar days after announcement of the publication of the award in Official Journal of the European Union.
