Beschreibung: GovStack"s objective is to develop the first global toolbox for eGovernment services,
based on interoperable and reusable Information and communications technology (ICT)
building blocks. GovStack is a multi-stakeholder initiative established in 2020 between
the BMZ, Estonia, the International Telecommunication Union (ITU) and the Digital
Impact Alliance (DIAL). Public services and administration processes, such as awarding
contracts, patient records, passport management or the distribution of social benefits,
sometimes generate considerable administrative effort both on the part of citizens
and on the part of the authorities. As a result, public services - especially in countries
with low resources - are often inefficient, inadequate, user-unfriendly and expensive.
In addition, technical and bureaucratic silos in the administrations make coordination
difficult or lead to fragmented solutions that cannot be scaled. The GovStack Initiative
develops technical specifications for ICT building blocks. These specifications are
functional requirements descriptions for software products and are necessary for any
e-government service. The ICT building blocks are defined in working groups of more
than 70 digital experts. Based on the specifications, digital products can be developed,
and existing products can be tested for compliance with the specifications and adapted
if necessary. In the catalogue for digital open-source products developed by GIZ and
DIAL, products based on the specifications are made available. With a digital test
environment developed specifically for GovStack, the GovStack Sandbox, governments
can develop Prototypes for digital administrative services and test them at a low
threshold. This improves the quality of digital government services and accelerates
their development. GovStack operates in four fields of work: - GovSpecs: Countries
build their services based on Building Block specifications, Countries may contribute
to their development in working groups - GovTest: Countries identify and prioritize
use cases which can then be demonstrated, tested and explored in Sandboxes. - GovLearn:
Countries benefit from capacity building (e-learning, workshops) and exchange knowledge
through Communities of Practice. - GovExchange: products based on GovStack specifications
are made available As of May 2023, GovStack is being piloted in Rwanda, Egypt and
the Horn of Africa (Djibouti, Kenya, Somalia). GovStack also has a partnership with
the Ukrainian Ministry for Digital Transformation (MDT). Ukraine is a frontrunner
in digital government solutions. Despite the Russian war of aggression, the Ukrainian
state is still capable of acting and continues to provide important services for its
citizens. This resilience is made possible by the determined development and provision
of digital public services. From January through May 2023 GovStack and MDT did a Fit
Gap Analysis. It focused on the difference between the technical requirements of GovStack
and the Ukraine"s Registry management system - an innovative solution that enables
public administrations to conveniently create and manage registers . The outcome was
that the Registry management system covers 70% of GovStack´s specifications in the
building blocks architecture, digital registries, registration, security and workflow.
Due to this analysis, the need for adjustments to obtain a GovStack compliant Prototype
of Registry management system is clear.
