HE-NEO-02 - INCREASE NETWORKING OF MS ASSETS – LUNAR IMPACT OBSERVATIONS
The SSA HE-NEO-02 - INCREASE NETWORKING OF MS ASSETS – LUNAR IMPACT OBSERVATIONS will be funded by the SSA Component of the Space Programme and will therefore be open to economic operators established in an EU Member State. It is also open to all natural and legal persons established in a third country which has a special agreement with the European Union in the field of public procurement on the conditions laid down in that agreement. Where the Agreement on Government Procurement concluded within the World Trade Organisation applies, the participation is open to all natural and legal persons established in the countries that have ratified this Agreement, on the conditions laid down therein.
The aim of this action is to improve the networking of EU Member States assets by identifying and increasing the lunar impact observation capabilities in Europe.
This will be done both in terms of observation time and by adding more observation locations (i.e. enabling simultaneous observations from two different sites). The observations are crucial to enable more in-depth research on both individual asteroids as well as the overall asteroid population in the solar system.
This activity shall either involve several observational institutions at different locations or include the installation of additional observation capabilities by the observing institution under contract to increase the abovementioned coverage from multiple locations.
Output from this process shall be provided in compliance with the to-be-developed information exchange standards for lunar impacts. The researchers within this activity shall actively contribute to shaping and improving those standards.
The work in this activity will focus on the following areas:
• Increase of the lunar impact observation network by involving independent observational institutions at different locations or by procuring more observational assets and installing them at an additional location
• Performing observation of lunar impacts along the contract period
• Improvements to the data standards for lunar impacts
• Improvements to the lunar impacts detection software
• Development of an international repository of lunar impact events

Please note that esa-star allows two levels of entity registration: “Light” and “Full”. This allows new users wishing to do business with ESA to carry out their registration in two steps. While “Light” registration will grant access to all esa-star services up to and including proposal submission, the award of ESA contracts requires “Full” registration.
