The German Federal Ministry for Economic Cooperation and Development (BMZ) commissioned GIZ to implement the project "Skills development for economic transformation (SD4T)" in Rwanda from 2023 to 2025. The project"s objective is: Pro-employment growth in the Rwandan light manufacturing industry is aligned with the principles of inclusiveness, productivity and environmental sustainability. This will be achieved by following an integrated approach to employment promotion.
Within the scope of this assignment, the project requires technical expertise and support to implement the major part of its output 4, which aims to increase the access to measures aimed at strengthening the economic participation of women. Working packages include 1) Capacity building at the Specialized Cluster of the Private Sector Federation (equivalent to the chamber of women), 2) Establishment of women-specific business development services 3) Establishment of services for women in tourism.

Description of the procurement for publication by the EU
In coordination with the GIZ project and its partners, the contractor contributes to the implementation of project output 4 (output objective: Women have access to measures aimed at strengthening their economic participation.). The contractor is responsible for contributing to the achievement of the module objective indicator 4 and output indicator 4.1.
- Module objective indicator 4: The employment situation of 1,130 individuals, of whom 800 are women in the supported clusters, has improved in at least one of the following categories.
o New employment
o Increased income
o Formalisation of employment
o Access to health, pension or accident insurance
o Improved environmental and safety standards at work
- Output indicator 4.1: 30 women-specific services have been established at associations and training providers.
Work package 1: Capacity Building of the Specialised Cluster for Advocacy
This work package focuses on strengthening capacities at the Rwandan Chamber of Women (so called Specialized Cluster) regarding their ability to identify and present in relevant forums topics that are relevant to their members (women entrepreneurs). Through this the provision of advocacy will be established as a service at the Specialized Cluster to be provided for the benefit of their members. This includes the training of Specialized Cluster staff to provide this service.
Work package 2: Establishment of Business Development Services for Women Entrepreneurs
To improve the availability of and access to women-specific services, work package 2 aims at the development and establishment of 14 services that are targeted at women entrepreneurs. Besides trainings, these services may consist also of coaching, mentorship, networking or facilitation of market linkages. These services shall be sector crosscutting business development focused services including topics such as bookkeeping, taxation, business management (including subtopics like business plan writing), marketing, access to markets, access to finance, human resource management, tenders & public procurement. Services shall be established at the Specialized Cluster as well as other service providers, such as training institutes. For trainings, trainers may need to be (further) trained if they are not available.
Work package 3: Establishment of Services Targeted at Women in the Tourism Sector
Work package 3 aims at establishing 5 services, mainly trainigs, especially targeted at women in the tourism sector. The development shall be closely coordinated with the Specialized Cluster and two regional Destination Management Oragnisations (member based tourism organisations) and estblished with the latter. Compared to work package 2, topics covered here are sector-specific and may include for example hotel management, housekeeping, food and beverage services, front office and guiding. This includes the training of trainers to provide the training outlined above.

According to Article 160, Section 3 of the German Act Against Restraint of Competition (GWB), application for review is not permissible insofar as
1. the applicant has identified the claimed infringement of the procurement rules before submitting the application for review and has not submitted a complaint to the contracting authority within a period of 10 calendar days; the expiry of the period pursuant to Article 134, Section 2 remains unaffected,
2. complaints of infringements of procurement rules that are evident in the tender notice are not submitted to the contracting authority at the latest by the expiry of the deadline for the application or by the deadline for the submission of bids, specified in the tender notice.
3. complaints of infringements of procurement rules that first become evident in the tender documents are not submitted to the contracting authority at the latest by the expiry of the deadline for application or by the deadline for the submission of bids,
4. more than 15 calendar days have expired since receipt of notification from the contracting authority that it is unwilling to redress the complaint.
Sentence 1 does not apply in the case of an application to determine the invalidity of the contract in accordance with Article 135, Section 1 (2). Article 134, Section 1, Sentence 2 remains unaffected.
