Climate change is an existential threat to the countries forming the Association of Southeast Asian Nations (ASEAN). These countries are already exposed to a wide range of natural hazards that have had serious consequences for people, infrastructure, and the environment.
The Multi-Donor Action "ASEAN EU-German Climate Action Programme" (CAP) contributes to the sustainable transition of the region. It is jointly co-financed by the European Union and the Federal Ministry for Economic Cooperation and Development (BMZ) and implemented by GIZ by cooperating closely with the ASEAN Secretariat and the ASEAN Working Group on Climate Change (AWGCC). It focuses on strengthening ASEAN structures and processes to make climate policy more effective and contributes to anchoring climate policy, in particular with regard to the NDCs implementation in the priority sector of land use, land use change and forestry. The Overall Objective of the action is to improve ASEAN"s capacity to promote regional co-operation for implementing ambitious climate policies and for accelerating the sustainable energy transition towards clean energy and greater energy efficiency.

The project in cooperation with the ASEAN Secretariat and the ASEAN Working Group on Climate Change (AWGCC) decided to conduct a vulnerability study for the entire ASEAN region on a large scale level and a more detail analysis for Thailand, Indonesia and Cambodia/Malaysia.
The model to be built would be calibrated in three selected areas.
The objective of the study is to analyse the vulnerability of land use changes in the past and to predict the consequences of future land use scenarios to define the extent to which land and people are susceptible to and/or unable to cope with the impacts of climate variability and climate change.
The study will be performed in 5 steps:
Step 1: Preparation Phase and Kick-off
Step 2: Development of a water related vulnerability model in the ASEAN region
Step 3: Assessment of the water related vulnerability in ASEAN member states
Step 4: Selection of good practices and recommendation for future development
Step 5: Capacity Development and dissemination
The contractor contributes to achieving the target indicators indirectly and directly to output 1 of outcome 1 in activity 1.7.

To enhance the EU-ASEAN partnership and reduce negative environmental impacts in key areas of the European Green Deal.

Overall objective indicator 1: EU-ASEAN Green Agenda is agreed and implemented.
Overall objective indicator 2: Progress on environmental SDGs in ASEAN countries.

Output 1: The institutional and technical capacity of the ASEAN bodies relevant to climate policy has been strengthened.
Activity 1.7 Technical advisory to ASEAN Centre for Climate Change in regard to climate change topics
Output indicator 1.2: Exchange formats regarding the topic of NDCs for the purposes of policy dialogue for AWGCC and other ASEAN bodies are established.
Output indicator: 1.3: Development of recurring knowledge products for the ASEAN Centre for Climate Change (ACCC)
The consultant will provide technical expertise (i.e. apply climate models), conduct studies and vulnerability assessments, support ASEAN bodies with technical advices, in elaborating communication and training materials, conducting trainings facilitating workshops and events, etc.

According to Article 160, Section 3 of the German Act Against Restraint of Competition (GWB), application for review is not permissible insofar as
1. the applicant has identified the claimed infringement of the procurement rules before submitting the application for review and has not submitted a complaint to the contracting authority within a period of 10 calendar days; the expiry of the period pursuant to Article 134, Section 2 remains unaffected,
