The German Federal Ministry for Economic Cooperation and Development (BMZ) has commissioned the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH to implement the project: "Promotion of Technical Vocational Education and Training" (ProTVET III) in Namibia. The project assists the Namibian Government through the Ministry of Higher Education, Technology and Innovation (MHETI), the Namibia Training Authority (NTA) and the Namibia University of Science and Technology (NUST) in their endeavours to improve the performance of the Technical Vocational Education and Training (TVET) sector. The focus of the project is to enhance the efficiency of governance processes, to work with ten TVET centres in their alignment with local industry and to support the TVET department of the NUST in improving the training of trainers and research of the sector. For this purpose, the project is divided into three areas of activity:
1. The first field of activity aims at strengthening regulatory and steering functions within MHETI and its downstream institutions to ensure the TVET system is more efficient at the macro level. Close partnerships with the TVET Directorate of MHETI, the NTA, and participation formats with the business sector are critical. The project provides expert advice on optimising central governance processes based on the revised TVET Policy, strengthening the effectiveness of Industry Skills Committees, and preparing a new framework for governance and management of public TVET centres. Additionally, technical advice on strengthening the regulatory framework and quality management of dual apprenticeships is rendered.
2. The second field of activity is on expanding the provision of labour market oriented TVET. In line with a new strategy for centres of excellence and the revised TVET Policy, ten training providers are supported regarding enhanced self-governance, sustainable management of the institutions and labour market orientation. This is realised through the support of work-integrated learning, industry attachment of trainers, and capacity development measures for TVET management personnel, trainers, and industry mentors. The project also strengthens digital approaches and offers at the ten TVET institutions.
3. The third field of activity aims to strengthen the institutional capacity for gender-responsive education and training of TVET personnel at the NUST. The project supports the TVET department in cooperation with centres of excellence to provide practice-oriented education and training for TVET trainers and managerial staff and to implement applied TVET research projects. This increases the number of trainers in the TVET system, especially women, who meet the competence standard for TVET personnel.
A short-term consultancy pool with a coordinator position is tendered to support the implementation of the project. Short-term experts are needed for all three fields of activity of the project to assist with national and international technical advice on policy development, industry alignment, e-learning and training of trainers.

The overarching terms of reference for the contractor are the provision of high-quality technical and methodological expertise and advice in the following areas:
- Development and implementation of electronic learning and digitalisation strategies for TVET.
- Development and implementation of strategies to strengthen the effectiveness of industry engagement structures, such as the existing Industry Skills Committees (ISCs).
- Support existing efforts to draft and implement strategies for the management of public training centres and the development of their management capacity.
- Expert advice on developing Work Integrated Learning strategies and the implementation thereof.
- Plan and implement multi-stakeholder forums to support the implementation of the revised TVET Policy in consultation with various partners and civil society.
- Prepare guidelines for developing e-learning courses and create templates for training content.
- Develop and pilot a Career Guidance and Counselling Concept for TVET institutions in cooperation with ten selected centres, including training of industry liaison officers at ten TVET institutions.
- Train selected staff at 10 TVET institutions on the development and delivery of e-learning content/courses.
- Further strengthen the managerial capacities of TVET providers in up to 10 institutions by offering tailor-made training courses and on-site coaching, with a specific focus on centres of excellence.
- Support the development of applied research capacity in the TVET sector through the Department for TVET (DTVET) at NUST.
- Support the development of new gender-sensitive TVET training programmes in coordination with the DTVET at NUST, with particular emphasis on renewable energy, the management of vocational training centres including financial management, branding and public relations, as well as revenue generation.
- Provide expert advice on the setting-up and sustainable management of a Research, Innovation and Entrepreneurship Unit at the NUST DTVET that will coordinate research activities nationally in the TVET sector.
Required are:
- Key expert: Coordinator: 129 expert days in the country of residence and 15 expert days in Namibia
- International Short-Term Experts: 140 expert days in the country of residence and 250 expert days in Namibia
- National Short-Term Experts: 840 expert days in Namibia

According to Article 160, Section 3 of the German Act Against Restraint of Competition (GWB), application for review is not permissible insofar as
1. the applicant has identified the claimed infringement of the procurement rules before submitting the application for review and has not submitted a complaint to the contracting authority within a period of 10 calendar days; the expiry of the period pursuant to Article 134, Section 2 remains unaffected,
2. complaints of infringements of procurement rules that are evident in the tender notice are not submitted to the contracting authority at the latest by the expiry of the deadline for the application or by the deadline for the submission of bids, specified in the tender notice.
3. complaints of infringements of procurement rules that first become evident in the tender documents are not submitted to the contracting authority at the latest by the expiry of the deadline for application or by the deadline for the submission of bids,
4. more than 15 calendar days have expired since receipt of notification from the contracting authority that it is unwilling to redress the complaint.
Sentence 1 does not apply in the case of an application to determine the invalidity of the contract in accordance with Article 135, Section 1 (2). Article 134, Section 1, Sentence 2 remains unaffected.
