81297787-Consultancy services in municipal solid waste management and circular economy
GIZ has been commissioned to implement the project "National Solid Waste Management Programme III (NSWMP III)" in Egypt on behalf of the German Federal Ministry of Economic Cooperation and Development (BMZ).
The overall objective of the project is to increase efforts of state institutions, private sector companies and non-governmental organisations towards climate-friendly solid waste management and circular economy in Egypt.
At the national level the project is implemented jointly with the Ministry of Environment (MoE) and the Waste Management Regulatory Agency (WMRA). At the local level the project supports four governorates, namely Kafr El-Sheikh, Gharbeya, Qena and Assiut, in municipal solid waste management.
The project is jointly implemented with the German Development Bank KfW which is financing infrastructure investment measures and solid waste collection equipment in the four governorates on behalf of BMZ.
The project further includes a co-financing arrangement through the EU action "Support for Growth through Egyptian Environmental Networks (EU GREEN)". This co-financing is directly implemented through the GIZ project team in collaboration with the Egyptian Environmental Affairs Agency (EEAA).
A Contractor is required to provide consulting services to strengthen capacities of Solid Waste Management Units (SWMUs) in the four governorates in assuming their tasks related to municipal solid waste management and recycling activities. In addition, strategic planning of SWMUs and performance reporting as well as primary collection services and performance monitoring of refuse collection vehicles shall be supported by the project.
A team of national and international experts shall be provided by the Contractor for this purpose. Services of the Contractor shall also include the preparation of procurement measures to provide equipment for primary collection and performance monitoring of vehicles. Close coordination and consultation with the GIZ project team in Egypt will be required.
