81297767-Climate Risk Analysis and Capacity Development
The consultancy service aims to implement Climate Risk Analysis (CRA) in selected river basins in Central Asia. The goal is to identify water-related climate risks and prioritize measures through stakeholder engagement. This will lead to the development of a Climate Risk Management Plan, which includes indicators, monitoring systems, and cost estimates for implementation. The consultancy also involves publishing project findings, consulting with authorities, and incorporating climate risk minimizing measures into regional development strategies.
Additionally, capacity development trainings will be organized in the selected river basins to support the sustainable drafting and updating of CRA and the utilization of its results in addressing local climate risks, vulnerabilities, and adaptation measures.
The contractor is responsible for supplying 6 main work packages which are tightly connected:

The project "Climate Risk Management in Central Asia" aims to improve transboundary climate and disaster risk management in the Central Asian region. It is a standalone project under the strategic reference of BMZ's core issue strategy "Responsibility for our planet - climate and energy." The module contributes to the achievement of Sustainable Development Goals (SDGs) related to adaptation to climate change (SDG 13) and peace and security (SDG 16). The core problem addressed by the project is the lack of systematic and regionally coordinated consideration of climate and disaster risks by competent authorities in planning and implementation.
The target groups of the project include regional decision-makers, experts, and executives in responsible ministries and state authorities. The local population in the water basin areas is also considered an indirect target group. The political partners involved in the project are the State Committee for Ecology and Climate in Kyrgyzstan, the Ministry of Ecology and Natural Resources in Kazakhstan, the State Committee for Environmental Protection in Tajikistan, the Ministry of Agriculture and Environment in Turkmenistan, and the State Committee for Ecology and Environmental Protection in Uzbekistan.
The main outputs of the project are as follows:
1. Strengthening the capacities of local actors in transboundary climate risk management.
2. Improving the technical administrative foundations for transboundary early warning of hydrological disasters.
3. Promoting transboundary climate risk management through regional dialogue forums.
The overall duration of the project is from March 2022 to February 2026, spanning a period of four years.

Abschnitt III: Rechtliche, wirtschaftliche, finanzielle und technische Angaben
1) Name and address of the company, legal form, registered office (country), owners and controlling parties, commercial register number/dirstrict court, bank account, tax number, VAT identification number, brief company profile and contact in event of queries.
2) Extract from the commercial register or equivalent evidence/proof (not older than six months).
3) Self-declaration that no grounds for exclusion in Section 123, 124 of the German Act Against Restraints of Competition (GWB), section 22 of the German Supply Chain Due Diligence Act (LkSG) and EU-Russian sanctions apply.
4) If a candidate/tenderer wishes to use the capacities of another company for the execution of the contract or to prove his/her eligibility, she/he must prove by submitting a declaration of commitment that the corresponding capacities are available to him/her for the execution of the contract and a declaration of commitment and a declaration that no grounds for exclusion pursuant to Section 123 GWB and/or Section 124 GWB apply tothem must be submitted (in the case to prove the elegibility, this declaration must be submitted already with the request to participate).
5) In the case of participation as a bidding consortium: tenderers must appoint a leading member and authorise this member to represent the group and to receive payments with discharging effect also for the other members. A corresponding agreement, signed by all members, must be attached to the application for participation. For this purpose, the form provided by GIZ must be used.

It is necessary to provide minimum 3 reference projects in the technical field "Climate Risk Analysis". Each reference projects must be from the last three years with a minimum commission value of at least 100,000 EUR.
