Jordan's major challenge is to combat the increasing unemployment, particularly among young people. The current official un-employment rate has increased from 15.3 per cent (2016) to 22.6 per cent (DoS, Q2/2022), and especially affects women and youth. Jordan"s economic growth has slowed over the last decade. Employment has been particularly affected by the recent global pandemic and the high, long-term influx of refugees. According to the Global Entrepreneurship Monitor (GEM) Report 2020, only 9.1 per cent of the adult population in Jordan is involved in an entrepreneurial activity - either in the founding stage or running a company. This puts Jordan in 34th place out of 50 of the economies surveyed. In addition, newly founded companies often re-main micro-enterprises and show little potential for scaling. There are several challenges facing the entrepreneurship ecosystem in Jordan. To name a few, framework conditions for entrepreneurs are not sufficiently conducive and administrative hurdles and bureaucratic procedures hinder entrepreneurs rather than enable them. Additionally, there is a lack of support structures for entrepreneurship and cooperation in the governorates. Markets and business potentials in the governorates are not sufficiently used by entrepreneurs.
Objective
The growth and employment potential of entrepreneurship in selected governorates in Jordan have improved.
Our approach
The project "Entrepreneurship for Sustainable Economic Devel-opment and Employment" (E4DE), works alongside the Ministry of Digital Economy and Entrepreneurship and other national part-ners to create and improve sustainable employment opportunities in Jordan, while also addressing specific challenges for women"s employment.
Focal areas are:
1. Improving human and planning capabilities of actors in the public and private ecosystem to develop support measures for entrepreneurs. Examining the framework conditions for entrepreneurship to design and implement appropriate measures in cooperation with local actors.
2. Consolidating ecosystems in the governorates to promote start-ups and companies. Improving the entrepreneurial and technical conditions with new start-up networks and better start-up services in the governorates.
3. Supporting new entrepreneurs and existing companies in making greater use of the markets and business potentials in the governorates. This complements initiatives and creates a direct link to employment through founding and scaling up businesses.

The contractor is responsible for achieving the target indicators, outputs and output indicators described in the Terms of Reference.
Target indicators:
1) 250 people, 30% of them women, are self-employed or in a new job as a result of the project"s support for start-ups (Approx. 10 % refugees).
Contribution of the contractor: 200 people, 75 of them women, are self-employed or in a new job as a result of the project"s support for start-ups (Approx. 25 refugees).
2) 60% of 200 entrepreneurs in the seed and post-formation phase who have successfully completed training and coaching courses, 30% of them companies managed by women, confirm an increase in the growth potential of their company in 2 of 7 categories. Approx. 20 % refugees.
The 7 categories are:
i) First order/contract from clients
ii) Development of the regional or national sales network, increase in customer base
iii) Diversification of products and services, further development of a product
iv) Use of digital technologies for customer and market access
v) Increase in sales (compared to previous year)
vi) Improved resource efficiency (e.g. cost savings)
vii) Access to and dealing with growth financing
Contribution of contractor: 60% of 150 entrepreneurs in the seed and post-formation phase who have successfully completed training and coaching courses, 60 of the companies managed by women, confirm an increase in the growth potential of their company in 2 of 7 categories. Approx. 20 run by refugees.
Output 3: Entrepreneurs make greater use of regional market and business potential.
Output indicators:
1) 75 business ideas, of which are 15 in the area of Green Business and Social Entrepreneurship, based on regional market and business potential in selected sectors in the governorates were implemented in pilot projects
(Base value: 0, target value: 75) (Approx. 5-10 ideas with focus on refugees)
Contribution of the contractor: 75 business ideas, of which are 15 in the area of Green Business and Social Entrepreneurship, based on regional market and business potential in selected sectors in the governorates were implemented in pilot projects (Base value: 0, target value: 75) (Approx. 5-10 ideas with focus on refugees)
2) 380 companies in the start-up and post-start-up phase confirm with practical examples that the newly-gained knowledge from support services has been put into practice as part of regional initiatives with private sector involvement (Base value: 100, estimated value; two private companies offer initiatives in the regions. Target value: 380) (Approx. 10 companies by refugees)
Contribution of contractor: 180 companies in the start-up and post-start-up phase confirm with practical examples that the newly-gained knowledge from support services has been put into practice as part of regional initiatives with private sector involvement (Approx. 10 companies by refugees)
GIZ may optionally commission contract amendments and/or increases based on the criteria in the tender documents to the successful bidder of this tender. For details, please see the terms of reference.
A selection will be made under all eligible participants based on the following criteria:
I. Technical experience (74%)
1) Start up promotion (30%)
2) Incubation programmes (20%)
3) Acceleration programmes (8%)
4) Integration of start ups in value chains of private sector companies (8%)
5) Mentoring programmes with the private sector (8%)
II. Regional experience in the MENA Region: 16%
III. Experience of development projects (at least 50% ODA-financed): 10%

According to Article 160, Section 3 of the German Act Against Restraint of Competition (GWB), application for review is not permissible insofar as
1. the applicant has identified the claimed infringement of the procurement rules before submitting the application for review and has not submitted a complaint to the contracting authority within a period of 10 calendar days; the expiry of the period pursuant to Article 134, Section 2 remains unaffected,
2. complaints of infringements of procurement rules that are evident in the tender notice are not submitted to the contracting authority at the latest by the expiry of the deadline for the application or by the deadline for the submission of bids, specified in the tender notice.
